This notice is in accordance with FAR Subpart 5.2, Synopses of Proposed Contract Actions. The U.S. Department of the Interior, Bureau of Safety and Environmental Enforcement (BSEE), on behalf of the Bureau of Ocean Energy Management (BOEM), Acquisitions and Financial Assistance Branch, is the contracting office for this procurement. The purpose of this notice is to announce the intent to award, on a sole-source basis, a fixed price Purchase Order to S&P Global under the authority of Federal Acquisition Regulation (FAR) 13.106(b) soliciting from a single source. The Government intends on issuing a Purchase Order as a multiyear contract with an anticipated period of performance from November 23, 2024 to November 22, 2029.
S&P Global, Inc. will provide Kingdom Software and Support. BOEM has a requirement for Kingdom Software and Support for a total of four (4) licenses. BSEE and BOEM are federal bureaus that serve as the stewards for America’s offshore mineral and energy resources on the Outer Continental Shelf (OCS). Kingdom is a set of application software offered by S&P Global, Inc. that handles visualization and interpretation of single channel and multichannel seismic, sidescan sonar, marine magnetometer, borehole, and core posting. The Kingdom Software is necessary for the delineation of sand and gravel resources through the integration and analysis of geophysical and geological data. Purchase of the software licenses and support ensures that BSEE and BOEM continue to have the most up-to-date licenses and technical support to troubleshoot problems and receive software and security updates for increased or improved functionality.
Market research efforts have indicated that only the manufacturer, S&P Global, Inc., can provide Kingdom Software and Support. Therefore, S&P Global, Inc. is the only responsible source to provide the requested software and software support.
This is not a request for competitive quotes; however, all interested sources that believe they can meet the requirements may submit a capability statement no later than May 10, 2024, at 11:00 AM ET to the point of contact for this notice. Information received as a result of this notice will be considered solely for the purpose of determining whether to conduct a competitive procurement and will be at the sole discretion of the Contracting Officer.
All submissions in response to this notice must be submitted in writing via email to the Contracting Officer, Darren Ho, at Darren.Ho@bsee.gov no later than May 17, 2024 at 11:00 AM ET. Telephone calls regarding this matter will neither be accepted nor returned.
