NOTICE OF INTENT TO ISSUE A SOLE SOURCE CONTRACT FOR PACIFIC FISHERIES SPATIAL DATASETS This Notice is issued in accordance with Federal Acquisition Regulation (FAR) Subpart 5.2, Synopses of Proposed Contract Actions. The U.S. Department of the Interior (DOI), Bureau of Safety and Environmental Enforcement (BSEE), Acquisition and Financial Assistance Branch, is the contracting office for this procurement. The purpose of this Notice is to announce the government’s intent to issue a sole source contract with Pacific States Marine Fisheries Commission, 205 SE Spokane St Suite #100, Portland, OR 97202, in accordance with FAR 6.302-1, Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements.

BSEE has determined that Pacific States Marine Fisheries Commission is the only entity that possesses the unique qualifications and cumulative expertise to meet the program requirements.

The Pacific States Marine Fisheries Commission (PSMFC) is an interstate compact agency that helps resource agencies and the fishing industry sustainably manage West Coast fisheries. PSMFC functions includes coordinating research and management projects related to interstate fisheries and making the resulting datasets available to fisheries managers. In this role, PSMFC has access to a variety of confidential datasets, including VMS, State Landings Data, Logbooks, and other datasets needed to create fishing intensity datasets for various metrics.

PSMFC also has the staff with in-depth knowledge of fisheries and data science required to complete the analysis. The PSMFC will work with BOEM and NMFS to create datasets summarizing fishing effort, catch and value using a variety of metrics and time scales.

The anticipated period of performance is 5 years, with a 12-month base period and four (4) 12-month options.
