About this file
This is a Notice of Intent to Issue a Sole Source Contract issued by the U.S. Department of the Interior, Bureau of Safety and Environmental Enforcement (BSEE), Acquisition Operations Branch. The government intends to award a sole source contract to Water Mapping, LLC (479 Deer Point Dr., Gulf Breeze FL 32561) for detection of ocean surface fluid contaminants using multispectral sensor technology under varying illumination conditions. The contract is justified under FAR 6.302-1 based on Water Mapping's unique and demonstrated capabilities as the only responsible source.
The project objective is to build upon previous results by advancing Water Mapping's proven multispectral technology to characterize Dielectric Fluid thicknesses in near real-time (under 30 minutes), with anticipated improvements in processing speed and result accuracy. Water Mapping possesses over 20 years of specialized experience in geoscience services, operates a state-of-the-art image processing computer laboratory with GIS and remote sensing capabilities, owns and operates Uncrewed Aerial Systems (UAS) and oceanographic instrumentation for environmental monitoring and oil spill emergency response. While this is not a competitive procurement, other responsible sources may submit capability statements or proposals for consideration if received by the Point of Contact, Chrischanda S. Smith (Contracting Officer, BSEE/BOEM/OSMRE, 45600 Woodland Rd., Sterling, VA 20166) by 5:00 p.m. ET on June 29, 2026. Responses should be emailed to chrischanda_smith@ios.doi.gov and reference "Unsolicited Proposal for Detection of Ocean Surface Fluid Contaminants."

NOTICE OF INTENT TO ISSUE A SOLE SOURCE CONTRACT AS A RESULT OF AN
UNSOLICITED PROPOSAL FOR DETECTION OF OCEAN SURFACE FLUID
CONTAMINANTS WITH MULTISPECTRAL SENSOR
This notice is issued in accordance with Federal Acquisition Regulation (FAR) Part 5. The U.S.
Department of the Interior (DOI), Bureau of Safety and Environmental Enforcement (BSEE), Acquisition Operations Branch, is the contracting office for this procurement. The purpose of this notice is to announce the government’s intent to negotiate a sole source contract as a result of an Unsolicited Proposal received entitled, “Detection of Ocean Surface Fluid Contaminants with Multispectral Sensor under a wide range of illumination conditions” with Water Mapping, LLC, 479 Deer Point Dr., Gulf Breeze FL 32561, based on the offeror’s demonstrated unique capability in accordance with FAR 6.302-1 (or as deviated in the Revolutionary FAR Overhaul (RFO) of 6.103-1), only one responsible source.
The overall objective of the project is to build-on from previous results obtained with the multispectral technology. Water Mapping has been able to develop a method to characterize Dielectric Fluid (DF) thicknesses in near real-time (less than 30 minutes). The contractor anticipates being able to speed up the processing time and increase the accuracy of results.
The unsolicited proposal demonstrated the unique capabilities of Water Mapping, LLC (WM), as proven by the organization’s history of more than 20 years of experience in the field. WM provides high-quality geoscience services for private and public sector clients. WM owns its own image processing computer lab equipped with state-of-the-art workstation and servers providing services in the areas of GIS and remote sensing. They also own and operate a large suite of sensors and Uncrewed Aerial Systems (UAS) that are used for developing research and as responders for oil spill emergency responses.
As an environmental consultant, WM offers services for collecting samples and data on the coastal and marine fields. With a broad variety of oceanographic and data collection instrumentation, they monitor the environment over time to evaluate impact, hazards, and exposures. This effort is unique to WM as they submitted an unsolicited proposal of their qualifications for this.
This is NOT a request for competitive quotes. This notice of intent is for informational purposes only. However, all responsible sources may submit a capability statement or proposal, which shall be considered by the agency if received by the Point of Contact (POC) listed below by 5:00 p.m. ET, June 29, 2026 (reference “Unsolicited Proposal for Detection of Ocean Surface Fluid Contaminants”). A determination by the Government not to compete this action based on this notice is within the discretion of the Government. POC: Chrischanda S. Smith, Contracting Officer, BSEE/BOEM/OSMRE, Acquisition and Property Management Branch, 45600 Woodland Rd., Sterling, VA 20166. Any response to this notice shall be emailed to the Contracting Officer, Chrischanda S. Smith at chrischanda_smith@ios.doi.gov.
