About this file
This document is a Brand Name Justification for a firm-fixed-price task order for a MongoDB Atlas for Government (A4G) software subscription. The United States Department of Agriculture (USDA), Agricultural Research Services (ARS) has a requirement for a NoSQL database solution to support their FoodData Central (FDC) application, which has specific technical needs that can only be met by the MongoDB A4G platform. This justification cites the statutory exception for brand name procurements under FAR 6.302-1, as there is no other vendor capable of providing the required FedRAMP-authorized cloud database with the necessary functionality. The anticipated contract value is for a 12-month subscription, and the Contracting Officer has determined the pricing will be fair and reasonable based on expected competition from multiple resellers responding to the associated Request for Quote.

Brand Name Justification United States Department of Agriculture
MongoDB
1. Identification of the agency and the contracting activity.
United States Department of Agriculture, Departmental Administration, Office of Contracting and Procurement, Procurement Operations Division, 301 S. Howes Street, Suite 321, Fort Collins, CO 80521.
2. The nature and/or description of the action being approved.
The USDA proposes to issue a brand name task order on a firm-fixed-price basis for software subscription. This order will be as a result of a brand name RFQ issued via STRATUS Pool 3.
3. A description of the supplies or services required to meet the agency’s needs (including estimated value).
This requirement is for the United States Department of Agriculture (USDA), Agricultural Research Services (ARS).
MongoDB Atlas for Government Clusters with Pro subscription Data of award plus 12 months
4. Identification of the exception to fair opportunity and supporting rationale.
Brand Name; FAR 6.302-1
Brand Name – the statutory exception to full and open competition for brand name requirements is FAR 6.302-1.
USDA ARS’s FoodData Central (FDC) requires a NoSQL solution to support multi-document ACID transactions, allow for replica set configuration of up to 50 replicas, ensure full application compatibility, handle document sizes up to 16MB, and provide native data visualization without third-party BI tools. FDC also requires strong referential integrity and transactional guarantees to maintain data integrity, especially where the database supports sharded clusters across multiple nodes.
The MongoDB Atlas for Government (A4G) software platform is the only solution that meets FDC’s functional requirements for: integrated querying of data in cloud object storage, optimized for write performance, ability to blend data with joins and unions for analytics queries, faster insertion and/or updating large numbers of records, reduction of development timelines, and can seamlessly integrate and is interoperable with the current DISC infrastructure. FDC also maintains APIs required to import/export data as either JSON or BSON format for sharing in the development of analysis and research. A different database would not provide the managed cloud solution that is FedRAMP Authorized, with usable APIs, and be compatible with the data sources and environments already in use.
The proposed acquisition is essential to ensure ARS’s FDC objectives are met. There is no other vendor capable of providing the necessary FedRAMP authorized cloud database with the required functionality.
5. A determination by the Contracting Officer that the anticipated cost to the Government will be fair and reasonable.
The anticipated cost to the Government will be fair and reasonable due to the expected competition in response to the RFQ. The Government expects 2 or more responses to the RFQ.
6. Any other facts to support the justification.
N/A
7. A statement of actions, if any, the agency may take to remove or overcome any barriers to competition if subsequent acquisitions are anticipated.
The brand name justification allows for competition among multiple resellers. Future competitions may also define salient characteristics, if possible, to allow for a brand name or equal competition.
