About this file
This document is an Attachment to Solicitation HT942726QE001 containing Rating Standards & Standard Definitions for evaluating quotations across three key evaluation factors. Evaluation Factor I (Technical Capabilities/Specifications) uses a five-tier adjectival rating system ranging from Outstanding to Unacceptable, assessing quoters' approach, understanding, strengths, and performance risk. Quotations are rated based on their demonstration of technical capabilities, with "Outstanding" representing an exceptional approach with multiple strengths and low performance risk, while "Unacceptable" indicates failure to meet solicitation requirements.
Evaluation Factor II focuses on Risk Management Framework with only two ratings (Acceptable/Unacceptable), while Evaluation Factor III addresses Past Performance, also using a binary rating system. A notable provision exists for quoters without substantial past performance history, stipulating that such cases will receive a "neutral" rating considered acceptable. The document provides detailed descriptive criteria for each rating level, enabling consistent and structured evaluation of submitted quotations across technical capabilities, risk management, and historical performance dimensions.

HT942726QE001 – Attachment 5
Rating Standards & Standard Definitions
Evaluation Factor I – Technical Capabilities/Specifications
Adjectival Rating Description
Outstanding Quote demonstrates an exceptional approach and understanding of the requirements and contains multiple strengths and/or at least one significant strength, and risk of unsuccessful performance is low.
Good Quote indicates a thorough approach and understanding of the requirements and contains at least one strength or significant strength, and risk of unsuccessful performance is low to moderate.
Acceptable Quote meets requirements and indicates an adequate approach and understanding of the requirements, and risk of unsuccessful performance is no worse than moderate.
Marginal Quote has not demonstrated an adequate approach and understanding of the requirements, and/or risk of unsuccessful performance is high.
Unacceptable Quote does not meet requirements of the solicitation and, thus, contains one or more deficiencies and is unawardable, and/or risk of performance is unacceptably high.
Evaluation Factor II – Risk Management Framework
Rating Description
Acceptable Quote meets the requirements of the solicitation.
Unacceptable Quote does not meet the requirements of the solicitation.
Evaluation Factor III – Past Performance
Rating Description
Acceptable Based on the Quoter’s performance record, the Government has a reasonable expectation that the Quoter will successfully perform the required effort, or the Quoter’s performance record is unknown (see note below)
Unacceptable Based on the Quoter’s performance record, the Government does not have a reasonable expectation that the Quoter will be able to successfully perform the required effort.
Note: In the case of a Quoter without a record of relevant past performance or for whom information on past performance is not available or so sparse that no meaningful past performance rating can be reasonably assigned, the Quoter may not be evaluated favorably or unfavorably on past performance (see FAR 15.305(a)(2)(iv)). Therefore, the Quoter shall be determined to have unknown (or “neutral”) past performance. In the context of acceptability/unacceptability, a neutral rating shall be considered acceptable.
