About this file
This document is an urgent notice for a site visit related to a federal construction project at Grand Canyon National Park. The National Park Service (NPS) is undertaking the North Rim & Roaring Springs Rehabilitation Program (GRCA 318719) to rehabilitate utility infrastructure systems throughout the North Rim developed area and inner canyon sites in Arizona. The project addresses critical deficiencies in water (raw water, treatment, and distribution), wastewater conveyance, electrical power (standby power, overhead power, solar power), and fiber communications systems. A major component involves directionally drilling two boreholes approximately 8-to-26 inches in diameter and 9,260 feet long from the North Rim ballfield to Roaring Springs Pump House, with carrier pipes for raw and potable waterlines. The boreholes will have a vertical length of 3,310 feet and will be drilled through Paleozoic geologic units with potential geologic risks. Work locations include the North Rim developed area, Roaring Springs Pump House, Manzanita Use Area, and Cottonwood Campground.
Prospective contractors must RSVP by October 13, 2026, to participate in the site visit, as no responses received after that date can be accommodated due to logistical constraints. Two site visit dates are scheduled: October 28, 2026 (8:00 a.m. – 4:00 p.m., Inner-Canyon locations) and October 29, 2026 (8:00 a.m. – 4:00 p.m., North Rim Utilities), with arrival at the Emergency Management Services Building (6219 State Route 67, North Rim, AZ 86052). The North Rim is a remote, high-elevation site with seasonal access generally from May through October and limited road and staging areas; helicopter access will be required for equipment and materials transport, primarily for inner canyon construction. The solicitation is anticipated for release in October/November 2026. RSVPs should be directed to james_waller@ios.doi.gov and Kristin_tauber@ios.doi.gov.

Project Title North Rim & Springs Rehabilitation Program
Location :
The “North Rim & Roaring Springs Rehabilitation Program” project is located within Grand Canyon National Park.:
Project Description:
The National Park Service (NPS) has a requirement to rehabilitate the utility infrastructure systems throughout the North Rim developed area and at certain inner canyon sites at Grand Canyon National Park, Arizona. This project will address critical system deficiencies associated with water, wastewater, electrical, and communication systems, along with their associated equipment, components, and support structures. Infrastructure includes water (raw water, treatment, and distribution), wastewater conveyance, power and communications (standby power, overhead power, solar power, fiber communications). The project will require work at locations throughout the North Rim developed area as well as at several geographically separate locations within the inner canyon including Roaring Springs Pump House, Manzanita Use Area and Cottonwood Campground.
A key project component includes new boreholes to be directionally drilled from the North Rim to Roaring Springs Pump House with carrier pipes to include raw and potable waterlines. Two approximately 8-to-26-inch diameter, 9,260-feet-long boreholes will be drilled sequentially using vertical direction drilling, extending from the drill site (i.e., bore entry site) at the North Rim ballfield to the bore exit site just west of Roaring Springs Pumphouse in the inner canyon, where the borehole would daylight. The planned boreholes have a vertical length of 3,310 feet, a total measured length of 9,260 feet, and will be drilled through several Paleozoic geologic units of variable lithology with the potential for a variety of geologic risks
The purpose of this project is to provide Grand Canyon National Park with reliable water, wastewater and power systems to serve the North Rim and related inner canyon locations. Critical and obsolete aspects of these utility systems will be replaced and rehabilitated to meet code requirements. These utility systems support visitor services and administrative operations.
The North Rim is a remote, high-elevation site, with seasonal access generally from May through October, and limited road and staging areas. Helicopter access will be required for equipment or materials transport, primarily for inner canyon construction.
This site visit is occurring potentially prior to the release of the solicitation to access the site before the winter weather makes the site not accessible. An additional site visit is unlikely. The solicitation is anticipated to be released October 2026/November 2026 timeframe. Please RSVP to james_waller@ios.doi.gov and Kristin_tauber@ios.doi.gov by 12:00pm MT on Tuesday

GENERAL DIRECTIONS
• From Jacob Lake, AZ, travel south on AZ State Route 67 for approximately 31 miles to the NPS entrance station.
• NPS Entrance Fee:
o The entrance station may not be staffed. If it is unstaffed, contractors may proceed through the entrance station without using the automated fee machine.

• From the entrance station, continue south on AZ State Route 67 for approximately 11 miles (approximately 42 miles total from Jacob Lake). The Emergency Services Building will be on the left.
o Turn left at the intersection immediately across from Admin Loop Road, which will be on the right.
IMPORTANT NAVIGATION INFORMATION
Google Maps has been tested and correctly identifies the Emergency Services Building. However, contractors are advised to use caution when relying on online mapping applications for navigation to the site. Mapping applications may occasionally indicate that roads are closed when they are open or may route users onto unpaved Forest Service roads that may not be appropriate for travel.
Contractors should follow the directions provided above and use caution when selecting a route to the site.
