SOLE SOURCE NOTICE/SPECIAL NOTICE
In Situ Burn Tests at University of Alaska, Fairbanks ------ SPECIAL NOTICE OF INTENT TO
ISSUE A SOLE SOURCE PURCHASE ORDER TO THE UNIVERSITY OF ALASKA,
FAIRBANKS TO CONDUCT VALIDATION EXPERIMENTS TO UPDATE NOAA’S
HYSPLIT TRAJECTORY MODEL.
This Notice is issued in accordance with Federal Acquisition Regulation (FAR) Subpart 5.2, Synopses of Proposed Contract Actions. The U.S. Department of the Interior (DOI), Bureau of Safety and Environmental Enforcement (BSEE), Acquisition Operations Branch, is the contracting office for this procurement. The purpose of this Notice is to announce the Government’s intent to negotiate a sole source purchase order with the University of Alaska, Fairbanks (UAF) based on the contractor’s demonstrated unique capability in accordance with FAR 6.302-1, only one responsible source. This requirement will utilize FAR Part 13 acquisition procedures.
It is the Government’s intent to negotiate a sole source purchase order with the University of Alaska, Fairbanks (UAF). This work proposes to assess emission factors and downwind concentrations from ISB activities in Arctic environments, specifically the Poker Flat Research Range (PFR) outside of Fairbanks, Alaska. The project participants include EPA, NOAA, BSEE, USCG, and USGS. The project would leverage on-going sensor development work funded by EPA ORD and partner agencies, including federal salaries, airborne sampling instrumentation, and residue analyses.
The project would be conducted in conjunction with on-going BSEE, NOAA, and USCG-RDC ISB efforts, particularly those geared toward evaluation of SMART protocols. The objective of this test is to sample and characterize crude oil burn plumes during ISB operations on water in a relevant environment to validate NOAA’s HYSPLIT trajectory model. The main goal is to obtain necessary data characterize burn plume samples coupled with meteorological data over distance. The measurements will eventually be utilized to validate NOAA’s HYSPLIT trajectory model. A secondary goal is to assess worker and first responder safety for the USCG SMART Protocol.
BSEE has performed a market survey and looked at other similar facilities, but none of the facilities are able to meet all of BSEE’s requirements including, permission to perform in situ burn tests with a tank large enough for the required tests to advance the technology.
The period of performance shall be 8 months from the date of award. The goal is to conduct the tests in August of 2022.
THIS NOTICE IS NOT A REQUEST FOR QUOTE. However, any firm believing itself capable of performing the work stated above may submit technical documentation to establish their capability. Documentation must be submitted to the Contracting Officer by 1700 (5:00 P.M.)
Eastern Daylight Savings Time on June 10, 2022. A determination not to compete the proposed requirement based upon responses received lies solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement or to proceed on a sole source basis.
