About this file
This document is a Notice of Intent to Sole Source for a bridge contract issued by the Defense Health Agency (DHA) Contracting Activity on behalf of the United States Army Institute of Surgical Research (USAISR). The Government intends to award the contract solely to Katmai Management Services, LLC, the incumbent contractor, for Information Technology support services. The required services include tier II desktop systems support, radiology and image (R&I) system administrator support, virtual machine infrastructure support, system administrator support, and internet/intranet and SharePoint sustainment support, along with technical and management expertise and solution-related enabling products. The NAICS code is 541519 – Other Computer Related Services.
Katmai is identified as the only contractor capable of providing seamless continuation of IT services in accordance with the existing Performance Work Statement before the current contract expires. The justification for sole sourcing emphasizes that Katmai possesses the operational infrastructure, knowledge, and experience necessary to prevent unacceptable delays, service lapses, and significant data loss that would result from contractor transition. Interested sources must submit written responses with clear and convincing evidence of capability within six calendar days of publication. Responses will be evaluated solely to determine whether competitive procurement is in the Government's best interest. If no responses are received by the deadline, the contract modification will be awarded without further action. Questions should be directed to Lindsey Arthur, Contract Specialist, at lindsey.b.arthur2.civ@health.mil.

Notice of Intent to Sole Source (HT9426-27-NOI-LBA01)
The Defense Health Agency (DHA) Contracting Activity (DHACA), on behalf of the United States Army Institute of Surgical Research (USAISR), is issuing this notice of intent to award a new bridge contract on a sole source basis. This is not a request for proposals. This notice does not represent a commitment by the Government to pay for costs incurred from the preparation and/or submission of data in response to this notice.
The Government intends to award a sole source bridge contract to Katmai Management Services, LLC (Katmai). The USAISR requires Information Technology (IT) support services, technical and management expertise, and solution-related enabling products in one or more of the functional categories to meet the mission needs of the USAISR and supported customers. IT services include tier II desktop systems support, radiology & image (R&I) system administrator support, virtual machine infrastructure support, system administrator support and internet/intranet and SharePoint sustainment support.
Katmai is the only contractor poised to provide the necessary services to sustain the IT support services in accordance with the existing Performance Work Statement by the expiration of the current contract. As the incumbent contractor, Katmai is the only source that currently possesses the operational infrastructure, knowledge, and experience required to seamlessly continue providing the requested services. Award of this contract to any other contractor would result in unacceptable delays, including a lapse in service, and significant loss of data.
This contract will be issued on a sole source basis. The North American Industry Classification System (NAICS) code for this requirement is 541519 – Other Computer Related Services. Any sources that believe they are eligible and capable of providing this product must respond in writing. Responses must be supported with clear and convincing evidence articulating the ability to provide the items outlined above. A request for documentation will not be considered an affirmative response. Information received will be considered solely for the purpose of determining whether a competitive procurement is in the best interest of the Government. If no written responses are received by the date listed below, which reflects six (6) days after the publication of this notice, the modification will be awarded without further remark.
This notice is provided solely as information to the marketplace.
