COMBINED SYNOPSIS/SOLICITATION TITLE:

Constant Rate of Strain Soil Consolidation Device

COMBINED SYNOPSIS/SOLICITATION: This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Federal Acquisition Regulation (FAR) Subpart 12.6, “Streamlined Procedures for Evaluation and Solicitation of Commercial Items”, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued.

The intent of this solicitation is to award a single contract for services described in the attached Description of Requirement. This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2023-02. The requirements will be fulfilled using FAR Part 12, Acquisition of Commercial Items, and FAR Part 13, Simplified Acquisition procedures, to the maximum extent possible. This acquisition is open to Small and Other Than Small Businesses. The associated NAICS code for this procurement is 334516 Analytical Laboratory Instrument Manufacturing, with a corresponding small business size standard of 1,000 employees. See attachments for additional details.

NOTE: All offerors must be registered in the System for Award Management (SAM) prior to the response date listed in this combined synopsis/solicitation. Information concerning SAM requirements may be viewed via the internet at SAM.gov.

This solicitation is being issued as a request for quote (RFQ). The Government intends to award a single contract resulting from this solicitation to the responsible offerors whose offer conforming to the solicitation and is found to be the lowest priced technically acceptable offeror.

An award, if any, will be made to the responsible offeror(s) who submits a quote that conforms to the requirements of the synopsis, whose quote is found to be technically acceptable, and is the lowest price. The Government reserves the right to award without discussions or make no award at all depending upon (1) the quality of quotes received and

(2) the price fair and reasonableness of quotes received.

The lowest priced proposal will be evaluated to determine technically acceptable contractor(s). If the lowest proposed offer is determined to be technically acceptable, the Government reserves the right to not evaluate the technical proposal(s) submitted by the other offeror(s). A proposal that fails to comply with any minimum technical requirements will not be eligible for award regardless that it may offer the lowest price.

The Government bears no legal liability for the costs associated with preparing a quote.

Vendors should not submit a quote unless they are willing to absorb all costs associated with submitting a quote.

I. DESCRIPTION OF REQUIREMENTS

The Engineer Research and Development Center (ERDC), Coastal and Hydraulics Laboratory, is in need of purchasing a Constant Rate of Strain Soil Consolidation Device for the consolidation of soils commonly found in fine-grained dredge material across a wide range of earth pressures in support of USACE, the Army, and DOD’s missions. The ERDC’s requirement for constant rate of strain consolidation of soils stems from its needs to understand the behavior of fine-grained dredge material in order to achieve the USACE 70/30 goal. The ERDC CHL is seeking quotes for a constant rate of strain soil consolidation device.

Equipment shall be new or in unused condition. Used or refurbished equipment will not be considered.

• Constant Rate of Strain soil consolidation device (CRS).

• Removable CRS cells to hold soil during consolidation process, 100 mm x 22m high.

• Load frame capacity of 10 kN.

• Pressure transducer with capacity of 100 kPa. Accuracy 0.10% of full range output.

• Internal load cell capacity of 1 kN, submersible, with accuracy within 0.1% of full range output.

• Linear displacement transducer to measure vertical displacement during experiment, including all cables. Accuracy within 0.075%. Range of 25 mm.

• CRS cells must include pressure connections with hydraulic lines to connect to a hydraulic pump, to include tubing, sealant, grease, pipe cutter, all pipe junctions, nut and ferrules for connections.

• Hydraulic pump (pressure / volume controller) with automated protection against exceeding maximum pressure/volume limits of equipment. Volume change must be measured to within 1 cubic millimeter.

• Hydraulic pump volume accuracy within 0.25% of the measured value, and pressure accuracy withing 0.15% of the full range. Pressure should be regulated to 0.1 kPa.

• Includes De-Airing block for pressure transducer with non-volume change valve.

• Software to prepare CRS experiment, run CRS experiment, acquire and process data during experiment, and export data included.

• Includes all USB and power cables.

• Remote Installation, calibration, and training for 4 people

Basis of Award: Award is based upon the Lowest Price Technically Acceptable evaluation.

Delivery: Within 12 weeks of contract award. The vendor shall submit the latest technical specifications, datasheets, and advertising literature on the constant rate of strain consolidation device, including any data acquisition systems, software, soil consolidation cells, and hydraulic pumps, they propose to furnish with their quote.

Warranty:

The vendor shall provide warranty of at least one year. The vendor will provide assistance regarding any troubleshooting with the products.

Place of Delivery:

(3) If an emergency or unanticipated event interrupts normal Government processes so that quotations cannot be received at the Government office designated for receipt of quotations by the exact time specified in the solicitation, and urgent Government requirements preclude amendment of the solicitation or other notice of an extension of the closing date, the time specified for receipt of quotations will be deemed to be extended to the same time of day specified in the solicitation on the first work day on which normal Government processes resume.
