Disclaimer: This is a combined synopsis/solicitation for commercial items prepared in accordance with the format at Federal Acquisition Regulation (FAR) Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued.
NOTICE: INTENT TO SOLICIT ONLY ONE SOURCE
The proposed contract action is for supplies or services for which the Government is soliciting and negotiating with only one source under the authority of FAR 13.106-1(b). The name of the company the Government intends to award a contract to is: Terrago Technologies, Inc. doing business as TerraGo Technologies. TerraGo software is used for the creation of the GeoPDF file format. TerraGo is the creator/developer of Geospatial PDF file (GeoPDF) used by the Army Geospatial Center (AGC). The Premium Support Subscription has been purchased in the past in a sole source environment as TerraGo is the creator and sole proprietor of the GeoPDF file. This notice of intent is not a request for competitive quotes. However, the Government will consider all quotes received prior to the closing date and time of this solicitation.
(i) Description of Requirement: AGC seeks a Premium Support Subscription from TerraGo Technologies, Inc. for maintenance and support for AGC’s custom implementations of TerraGo software and products. AGC has a requirement to create, manage and disseminate geospatial data (geographic, topographic, geologic, cultural and other physical science information and data), and must be accurately referenced to a precise location on the earth's surface. This information must be converted into a GeoPDF format to allow the warfighter to easily use, view, and share a map because of its small file sizes and because it can be read by any non-GIS users [Soldier, Marine, Sailor or Airman]. In addition to converting information into a GeoPDF, the contractor must support custom instances of the eIndex/Dynamic Map, terrestrial LiDAR conversion to GeoPDF, review/update of the custom Urban Tactical Planner creation process, of custom 3D GeoPDF production process, review/update of the custom BuckEye mapbook creation process, of a CIB conversion study using Publisher for Raster and of a Story Map to GeoPDF conversion study.
(ii) The solicitation number is W5J9CQ-20-R-0012 and the solicitation is issued as a request for quotation (RFQ).
(iii) The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2020-08 dated 07-14-2020.
(iv) This requirement is being solicited to a single source in accordance with FAR 13.106-1(b). The NAICS Code for this requirement is 511210, Software Publishers with a size standard of $41,500,000.00.
(v) The period of performance for this requirement is a 12 month base year. The period of performance shall begin no later than 23 August 2020.
(vi) The provision at 52.212-1, Instructions to Offerors-Commercial, applies to this acquisition.
(vii) Offerors shall include a completed copy of the provision at 52.212-3, Offeror Representations and Certifications-Commercial Items, with its offer.
(viii) The clause at 52.212-4, Contract Terms and Conditions-Commercial Items, applies to this acquisition.
(ix) The clause at 52.212-5, Contract Terms and Conditions Required To Implement Statutes or Executive Orders-Commercial Items, applies to this acquisition.
