INSTRUCTIONS: Use this form, after completion of the Market Research Report, to document the justification to limit competition to a specific brand or to one sole source vendor. IAW FAR 13.106-1(b)(1)(i) "Contracting officers may solicit from one source if the contracting officer determines that the circumstances of the contract action deem only one source reasonably available (e.g., urgency, exclusive licensing agreements, brand-name or industrial mobilization)." Your Requirement justifies a specific brand name that is only available from the manufacturer. Only one vendor sells the requirement, meaning there is no competition available for the requirement. Sole Source requirements are rare.
Your requirement justifies a specific brand name and it can be purchased from numerous vendors, such as manufacturer authorized dealers. Since there is more than one vendor, competition can be obtained from the vendors who sell the requirement.

Text1: Versiv Main Performance Test, Versiv Remote Performance Test, and Calibration with data for: DSX-8000 Modules, Certifiber Pro Quad Modules, and Optifiber Pro Quad OTDR Modules.
Fluke DSX-8000 Cable Analyzer Calibration, qty 40, and repairs as identified and pre-approved by Govt.
Fluke products and services are not available through the GSA Federal Supply Schedule. There are no independent calibration companies for Fluke products. Fluke is the sole source for compatible equipment and the necessary manufacturer-certified technical expertise to certify the equipment. Fluke is the only responsible source for compatible products and services that will integrate with the existing equipment, warranties and maintenance agreements.
Per the manufacturer,DSX CableAnalyzer (DSX-8000 or DSX-5000) modules are to be factory calibrated by an authorized service center every 12 months. The only authorized service center in the United States is located in Everett, WAhttps://www.flukenetworks.com/content/north-america-contact-information https://us.flukecal.com/support/service-centers#north_america
Text2: The DSX-8000 Cable Analyzer provides testing and certification of Inside Plant cabling up to Category 8 (Cat8) cables, as well as Fiber Optic Cable inspection, testing, certification. Accurate testing results are necessary for troubleshooting problems with communications infrastructure, finding faults or locations of breaks in communications infrastructure, or certifying the serviceability of newly installed infrastructure. As required by the MPTO 00-33D-2002 Volume 2 paragraph 6.19.2.1, “Automated Test Equipment results will be provided to the customer.” The DSX-8000 Cable Analyzer is able to provide automated test equipment results which meet commercial and military standards. Without regular calibration, it is unknown whether the DSX-8000 Cable Analyzer is providing accurate testing and certification results. Failure to be able to test to commercial and military standards has the potential to negatively impact network connections and could create unreliable network performance resulting in degraded services for USAF missions.
Text3: This is an instance where it is not possible to allow for full and open competition. At such time when the
current Fluke equipment is deemed obsolete and warrants complete replacement, the Government will embrace full and open competition, by soliciting contract(s) that do not require a specific brand name.
Text4: Only Fluke Electronics accomplished calibration and services on Fluke products, including the DXS-8000 cable analyzers. All market research, Google searches, PCF, and SAM.gov, found Fluke to be a common sole source service provider for Fluke equipment. Fluke's web page lists themselves as the only authorized service dealer.
