Title of Project: CHOH 320577- Improve Access to Byron Bridge at the Chesapeake & Ohio Canal, Williamsport Maryland.

GENERAL:

The National Park Service (NPS), Department of Interior (DOI), Denver Service Center (DSC), will solicit proposals as a Total Small-Business set-aside from all interested small- businesses having the capability to perform the work described below. The solicitation will be issued electronically on SAM.gov. Proposal documents will be available for download in Microsoft Word, HTML, Microsoft Excel, and Adobe PDF; Specifications will be available in Adobe PDF format; and drawings will be available in PDF format. Please Note: Paper copies of the solicitation will not be made available.

Vendors can search for opportunities and award history on Sam.gov without registering. The Sam.gov website has an Interested Vendors List and a Watchlist where you can add your company’s interest. Registering provides the opportunity to receive notifications; this is a tool of convenience only and does not serve as a guarantee of notification. Interested vendors and plan holders are required to visit the website periodically to check for amendments and other changes to the synopsis or solicitation documents.

Prospective offerors desiring to conduct business with the DOI are required to have an active registration in the Systems for Awards Management (SAM) at www.sam.gov. You are also required to have a Unique Entity Identification Number in order to conduct business with the Federal Government.

This pre-solicitation announcement is not a solicitation document, but pre-notice of an upcoming solicitation. Specific instructions on submitting your proposal will be contained in the solicitation documents to be issued on or after the date listed below.

Proposed Solicitation Issue Date: Estimated on/about July 15, 2024.

This is currently an unfunded requirement with a high expectation that funds will be available.

When and if funds become available a contract will be awarded at that time.

The NAICS Code for this requirement is 237310 with a size standard of $45 million.

Description:

a. The project is located at the C & O Canal (NHP) headquartered in Brunswick, Maryland.

Work on the project consists of demolition of a steep spiral staircase, approximately 30 feet high and 5 feet wide, connecting the footbridge to the C&O Canal Towpath. The project will also construct a new staircase with concrete and steel columns and guardrails. The work will include new foundations, revetment repairs, stone wall repairs, and other project features. The project is located adjacent to active CSX railroad. The project will be constructed in one phase under a single prime contractor. The project will be constructed under a single prime contract.

b. The surrounding area is rural. The nearest urban areas are mostly small towns with the nearest urban center being Frederick, Maryland (approx. 18 miles).

c. There is a limited staging area that is located relatively close to the project site just south along the walking path on the other side of the Historic Bridge Abutment. The work area is fairly small itself and somewhat constrained due to the river and adjacent bridge abutments.

d. There are unique material delivery requirements. Deliveries will have to occur along the towpath which has 4 timber bridges with a gross vehicle weight limit of 15 tons.

e. There are several general construction material suppliers within 10 - 15 miles of the site. Some in Charles Town, WV (<10 miles) and Frederick, MD (18 miles).

f. There are several hotels between 2 - 5 miles of the facility in Knoxville and Brunswick, MD.

Additional lodging is located across the bridge in WV around Harper's Ferry and Charles Town (2 - 8 miles).

g. The Park will remain open during construction. Only temporary and limited closures to the pedestrian towpath are allowed.

h. The site requires protective measures to ensure the surrounding area remains undisturbed.

The construction site is fairly constrained with limited space. Limits of construction should be maintained I.A.W. the plan drawings. The project will also require protective measures to the river from sediment and protection of a historic bridge abutment and CSX railroad abutment. Typical construction practices should suffice.

i. There is an Historic Bridge Abutment, pedestrian towpath (Appalachian trail) with timber bridges in / near the construction area and there is a historic lock nearby.

J. There may be seasonal/other shutdowns mandated through the construction timeframe due to park events that have to be coordinated around for temporary closures.

I. Winter construction is not anticipated at this time.

Estimated Price Range: $1M-$5M.

Estimated Period of Performance: 210 calendar days

Proposal receipt date is not known at this time. The actual date will be established in the solicitation documents.

A pre-proposal meeting may be posted and date/location will be noted in the solicitation or a forthcoming amendment.

This procurement will be competed using a Total Small Business Set Aside.

All responsible small businesses may submit an offer which, if submitted in a timely manner, will be considered.
