Your Requirement justifies a specific brand name that is only available from the manufacturer. Only one vendor sells the requirement, meaning there is no competition available for the requirement. Sole Source requirements are rare.
Your requirement justifies a specific brand name and it can be purchased from numerous vendors, such as manufacturer authorized dealers. Since there is more than one vendor, competition can be obtained from the vendors who sell the requirement.

Text1: 3 Level 5 ATC toolboxes and tools for use and tracking of required tools for aircraft maintenance.
Text2: The ISO Dock currently has 1 level 5 ATC Toolbox and the software and licensing to run it. This system consists of automated toolboxes that monitors and controls which tools are removed and replaced from them, the tools inside the toolboxes, an admin computer, and tool control software. It allows for an extreme level of control and accountability for tools used while aircraft maintenance is performed while reducing the demand on MX personnel's time. This has lead to greatly improved tool accountability and availability while removing the need for an individual to continually monitor the toolbox. This UFR is to expand on what is currently in use and Snap On is the sole vendor that provides the product and service MX . A secondary service would negate much of the benefit of time savings and require additional costs in software, licensing, and computer maintenance.
Text3: Encourage other vendors to develop ATC services that are cross compatible.
Text4: The current tool control tool boxes are Snap-On, competed full and open in W50S7E-21-P-0009. Awarded to ***** purchasing Snap-on toolboxes. Current requirement is to add additional tool control tool boxes on to these existing toolboxes. The tool boxes must be compatible with the existing Snap-on boxes in order to realize maximum efficiency and accurate tracking of tools. Market research did not find any compatible toolboxes from other manufacturers. Will post this Brand Name Specific.
