About this file

This document is a Justification for Other Than Full and Open Competition (Brand Name Specific) related to a federal contract opportunity for an Arctic Mobility Package. The requirement is for 6 Ski-Do snowmobiles with accessories, 10 helmets, and 3 additional sleighs. The Minnesota Air National Guard intends to issue a firm-fixed price order for this "Brand Name Specific" requirement, which can only be obtained from the manufacturer. The estimated cost is not provided. The document outlines the unique characteristics and justification for the brand name requirement, noting that it aligns with equipment used by other Contingency Response units for interoperability. A related federal contract opportunity is identified, Solicitation Number W50S7E-24-Q-0022, which is a combined synopsis/solicitation set-aside 100% for small businesses. Quotes are due by August 26, 2024, and the government plans to award a contract on a best value basis considering price, technical acceptability, equipment capabilities, delivery time, and past performance.

Text1: This purchase will provide the CRF advanced Arctic mobility. It will allow the team to be more efficient, agile, and lethally effect and in all Arctic environments. Without this mobility package the CRF's Arctic movement is zero. Currently the CR can not move across snowy terrain and are mission ineffective in assigned mission essential task of operating in -40 conditions.

Text2: This Arctic mobility vehicle package will align the 133rd Contingency Response Flight with the 109th Airlift Wing's current package and the 123 CRG future Arctic mobility package. Each unit will have the same equipment (ski-doo Expedition SE) to train with and deploy with. In case of emergency these teams will be able to scavenge parts and pieces to complete the mission. This will not be possible if each team purchase different items.
Text3: Government Could contract a large number of mobility vehicles and negotiate a lower rate for bulk purchase.
Text4: The mission of the Contingency Response is to survive and operate in the coldest environments. The 109 AW has already competed and purchased snowmobiles with pull-behinds. Interoperability is paramount for mission success, which include surviving and operating. Mission requires that all snowmobiles have interchangeable parts, and able to be maintained the same. This allows the mission to continue moving in the event a snowmobile breaks down. Will compete this brand-name, matching the snowmobiles the 109 AW, New York.

In the future, we will push for a consolidated purchase requirement, so the entirety of the CR's needs, enterprise-wise, can be competed together all at once. This will take coordination at the NGB level to fund these requirements together.
