About this file
This document is a Justification for Other Than Full and Open Competition to limit the procurement of Crye Precision G4 FR Field clothing and insulation layer to a brand name requirement under FAR 13.106-1.
The key details are:
- The requirement is for fire-resistant Crye Precision G4 FR Field Top and Pant in OCP/Multicam pattern, and an insulation layer jacket, all to be used in an arctic environment.
- The Crye Precision items were selected after market research and field testing showed they were the only products meeting the unique characteristics required, such as less than 3% cotton and fire-resistance.
- The contracting officer has determined this is a brand name specific procurement under FAR 13.106-1, and the government will seek out additional manufacturers for future acquisitions to widen competition.
- The related federal contract opportunity is Solicitation W50S7E-24-Q-0030, a 100% small business set-aside request for quotes for the Crye Precision clothing and insulation layer, with a due date of September 10, 2024.

INSTRUCTIONS: Use this form, after completion of the Market Research Report, to document the justification to limit competition to a specific brand or to one sole source vendor. IAW FAR 13.106-1(b)(1)(i) "Contracting officers may solicit from one source if the contracting officer determines that the circumstances of the contract action deem only one source reasonably available (e.g., urgency, exclusive licensing agreements, brand-name or industrial mobilization)." Brand Name specific and 13.106-3 for Sole Source
Your Requirement justifies a specific brand name that is only available from the manufacturer. Only one vendor sells the requirement, meaning there is no competition available for the requirement. Sole Source requirements are rare.
Your requirement justifies a specific brand name and it can be purchased from numerous vendors, such as manufacturer authorized dealers. Since there is more than one vendor, competition can be obtained from the vendors who sell the requirement.

Text1: 1. Crye Precision G4 FR Field Top (QNT 80): OCP/Multi-Cam Pattern, must be made out of material that is less than 3% cotton, must be fire retardant, Velcro cinch cuffs, must have Velcro chest pocket with flap.
2. Crye Precision G4 FR Field Pant(QNT 80): OCP/Multi-Cam pattern, must be made out of material that is less than 3% cotton, must be fire retardant, reinforced knife pocket, Velcro fly, adjustable waist with Velcro adjust tabs.
3.Insulation Layer (QNT 40): Reversible jacket with OCP/Multi-cam first side and black on second side, insulation of 80g that transfers moisture away from the body to keep dry and warm, nylon ripstop shell to protect from wind and water, breathable and fast drying, insulated hood, internal pockets, must have Velcro for name tapes and rank, must be 21oz or less.
Text2: Unique characteristics include a OCP/Multi-cam field top and pant that is fire retardant as well as less than 3% cotton material. Through market research and field testing Crye Precision is the only manufacturer that offers both these distinct characteristics in one uniform (G4 FR Field Pant and Top). Also, due to the nature of the Arctic Environment you must wear PPE at all times to include gloves. This lowers your dexterity and the the Velcro pockets and cinch cuffs allow you to access the full potential of the uniform.
Text3: Government will seek out additional manufacture uniforms to test for form and function to widen the competitive field.
Text4: BRAND NAME posting, as qualities of the Crye product have been tested by the CRF members, amongst many other brands (to include Army's IHWCU, Massiff M20, Beyond, AF Supply issue, and the Crye G4 (non-FR and FR)) to ensure fast drying, proper functioning, proper fit, minimal wear and tear and max comfort. The Crye products were found to resist wear and tear, be very fast drying, are comfortable and are fire resistant. The fast drying time is very important due to these uniforms being for an arctic mission where members will deal with being cold and wet. Will post this Brand Name Specific to meet the clothing requirement for an Arctic mission.
