PERFORMANCE-BASED WORK STATEMENT

I. GENERAL INFORMATION

A. Introduction (general description of services)

The South Atlantic Water Science Center (SAWSC) is comprised of USGS offices in Georgia, North Carolina, and South Carolina. Since our merger in 2014, the Information Technology Unit has been working on consolidating our IT infrastructure, policies, and procedures with the goals of reducing operational costs, strengthening security, consolidating access logs, and creating efficiency in operations. We have consolidated our existing Physical Access Control Systems (PACS) at five of our eight offices. Consolidating into a single system will have the added benefit of allowing all of our employees the opportunity to work within offices without having to worry about access issues, and one system for our IT Specialists to manage for granting access and reviewing access issues. Our Asheville Field Office in Arden, NC recently had some remodeling completed, and there are some physical security requests that need to be addressed.

B. Background

As our IT Specialists traverse between the offices and/or attempt to help users with building access across our offices, it is a difficult task to decipher what steps need to be done to allow and/or troubleshoot access issues. Implementing a consolidated PACS system has saved on software, hardware, and maintenance costs, and has reduced the number of systems IT techs would have to learn and/or manage. Consolidating into the existing system save time, money, resources, maintenance costs, and training needed to operate, maintain, and integrate and disparate system. Also, with the addition of space, the need to upgrade the alarm system to extend to the new areas and accommodate for the changes are needed, and install an airphone to assist with package deliveries.

II. Scope (state general purpose, objectives, magnitude).

Our Arden, NC has had several security incidents and we need to ensure our physical security is able to assist with access control and provide necessary information for security incidents. This installation would allow employees to use their smart card for entry into the building instead of each employee having a physical key. The alarm system needs to be updated to account for changes to our office space. An intercom system to assist with deliveries is also requested.

III. Applicable Documents None. Please see the Technical Requirements in Section IV.

IV. TECHNICAL REQUIREMENTS

A. Technical Requirements Install a new PACS system that is FIPS 201-2 compliant and integrates into the main database used by the South Atlantic Water Science Center. IT staff will supply networking information for connecting the installed system. Custom programming with customer approval. Set up the zones needed in the Asheville Field Office. Set programming on front door (if needed to include working hours where door will be open at a certain time and automatically lock at a certain time specified. Set access control for holidays if needed. Detailed listing of PACS installation is listed below.

Extend the Alarm system to include the expanded space and account for any changes. Detailed listing of changes needed below.

Install an airphone for use in the space. Detailed listing of installation is listed below.

1. Criteria for acceptance of Product or Service After Physical Access Control System (PACS) is installed and encryption is set, the system should show up in the Velocity database:

Assist IT staff with creating additional Door Groups, Time Zones, Operators, and Worstations for accessing the system and setting access controls as needed.

Alarm system installation should be coordinated to inform Department of Homeland Security (DHS) in advance of any changes, including placing the system in test as needed, submittal of floor plans and other necessary documents, and scheduling the date of implementation with DHS.

The airphone system with video capability should include the functionality to be able to view who is at the door, and allow the door to be opened and lock reactivated from the main station.

B. Deliverables

Vendor should have system installed based on all requirements within 60 days.

Physical Access Control System (PACS) The installation of the PACS must meet the exact part numbers so that it can tie into the system that is used throughout the South Atlantic Water Science Center. Our offices of Norcross, GA; Tifton, GA; Raleigh, NC; Charlotte, NC; and Columbia, SC all use the same Physical Access Control System that ties into one database, saving us on costs and management of the system. For our Asheville field office, we will need access to 4 doors (Main entry, telecommunications closet, and 2 rear entry door). The following equipment and services will be needed:

Qty 1: MX-4 Controller (allows up to 4 doors with SNIB3 Controls) - Part #: MX-4-N3 Qty 4: uTrust TS Keypad Government Reader – Part #: 8212ABT0000 Qty 3: Magnetic lock (all doors except Telecom closet) Qty 3: Request to Exit motion (all doors except Telecom closet) Qty 2: Emergency Release Door Pull Qty 1: Altronix 6A Power Supply (for MX-4 Controller) Qty 2: Backup batteries (for MX-4 Controller) Qty 1: The 1006 series electric strike (for Telecom closet) Professional services to setup and program system, including programming of the system to integrate into the existing database currently in use by the South Atlantic Water Science Center. We are currently using Identiv’s Velocity 3.8.1 (Build 3.8.1.2648). Must include all wiring, cabling, power supplies, and battery backups needed for the system to function.

Security System (Alarm System) Alarm system upgrade must include coordination and updates to the Mega Alarm Monitoring Center at Department of Homeland Security for system monitoring. All Mega Alarm Requirements documentation and required testing/drawings, should be completed for submission. Also, please note that coordination will be need with the Mega Alarm Center to schedule testing and implementation. Final submission of the prepared documents will be submitted by SAWSC representative to DHS. The following equipment and services will be needed:

Qty 3: Popit with no tamper switch Qty1: Overhead door track mount magnet contact Qty 2: 2507A-L Door Contacts or equal Qty 3: Motion Sensor – 60 ft, new bay, front conference room, expansion space 2 conductor Wire Misc supplies, includes boxes and conduit for overhead contact device installations.

Professional services must include assistance in completing any paperwork packet for submittal to Department of Homeland Security for alarm system monitoring.

Intercom System Intercom system with video and door release to assist with deliveries (rear door) and front door. The following equipment and services will be needed:

Airphone JFS-2AED, 2x color video Video door station surface mount Selective 2 door release adaptor – allows you to operate two door off of one monitor 45-degree Mullion mounting bracket Airphone wiring to hook up the system Professional Services to setup and configure system, including training Complete training of system on last day of installation.

V. DELIVERABLES

A. Place of Performance

44 Buck Shoals Rd Ste A2 Arden, NC 28704-3307 B. Period of Performance (expressed as number of days, must include the time necessary to test, review, and/or install the deliverable.)

No more than 60 days from the beginning of installation, to include installation, setup and configuration of system for all requirements specified in this document.

C. Government Furnished Property (GFP): list property and its value.

A server in Norcross, GA will be used for accessing and making changes to door access configurations and access controls for the Asheville Field Office. IT staff will supply the necessary information for setting up network access.

D. Special Considerations.

1. PACS must be FIPS 201-2 compliant to meet federal guidelines. Vendor should be Certified System Engineer ICAM PACS (CSEIP) trained to ensure the system is installed according to FIPS 201-2 and FISMA requirements.

2. Alarm system upgrades must integrate with current system, currently managed by Department of Homeland Security.
