SOB & NOB Projects HVAC Systems
Performance Work Statement
Provide and install new gas (propane) HVAC units at multiple projects located in the Southern and Northern Branches of the Sacramento District. These HVAC units shall meet ENERGY STAR specifications for energy efficiency. The goal is to provide HVAC systems for climate controlled, air purified heating and cooling for personnel office buildings and work areas.
1. GENERAL:
1.1. Period of Performance: This contract is a one-time contracting action for the installation of HVAC units with a period of performance that shall be completed within 60 days after notice to proceed.
1.2. Authorities/Technical Direction - The Contractor shall take no direction from any
Government employee or any other person other than the Government Contracting Officer that changes the terms and conditions of this contract action, the scope or any change that impacts the cost, price or schedule. Changes authorized by the Contracting Officer will be in the form of a written, official, signed modification to the contract action received by the Contractor before the Contractor will act upon those changes. The Contractor will comply with the Changes clause of this contract when the Contractor believes direction has been given from persons other than the Government Contracting Officer. Contracting Officer Representatives (CORs) are limited to the authorities stated in the COR appointment letters. If a COR is appointed under this contract, they will be appointed by written letter from the Contracting Officer to the Contractor and COR specific to this contract only. COR appointment letters from pervious contracts at this installation are not valid for this contract.
1.3. Contracting Officer Representative (COR) – Douglas R. Plitt, Hidden Dam, Hensley
Lake Operations Project Manager shall be designated as the COR.
1.4. Payment - Payment shall be made in arrears at the contract unit price for quantities delivered in accordance with the pricing schedule and as described herein. Invoices shall include all necessary information, including any necessary supporting documentation required as part of this Scope of Work. All invoices must reflect the contract number. The final invoice must be marked “FINAL.” Copies of all invoices shall be provided to the following:

1.5. The Contractor shall furnish all labor, materials, equipment, tools, transportation, supervision, and supplies necessary to fulfill the terms and conditions stated in this contract. All work, materials and equipment shall be subject to the control and approval of the Contracting Officer’s Representative (COR).
1.6. Site Inspection
1.6.1. A pre-site visit is not scheduled at this time.
1.6.2. In no event will failure to inspect the site constitute grounds for the withdrawal of a bid after opening or for a claim after the award of the contract. (FAR 52.237-1)
1.7. Pre-Work Meeting
1.7.1. At least ten (10) days prior to commencement of work, the Contractor shall contact the COR to schedule a pre-work meeting. This meeting will be held at the Hidden Dam, Hensley Lake Park Headquarters, located at 25207 Road 407, Raymond, CA 93653.
1.7.2. During the pre-work meeting, the Contractor shall provide the COR with the following for approval:
1.7.3. The Contractor shall submit an Accident Prevention Plan (APP) as required by EM 385-1-1, Safety and Health Requirements Manual.
1.7.4. The Contractor shall provide copies of Safety Data Sheets (SDS) for all chemical products to be used by the Contractor or their employees during the execution of this contract.
1.7.5. Uniform and Personal Protection Equipment (PPE).
1.7.5.1. Insurance: The Contractor shall procure and maintain insurance for any and all employees during the entire period of his/her performance under this contract and in accordance with the Contract Clause, “Insurance - Work on a “Government Installation”:
Workmen’s Compensation and Employers’ Liability Insurance.
Workmen’s Compensation and Occupational Disease Coverage in accordance with statutory limits.
Employers’ Liability coverage with a minimum limit of $100,000.
Comprehensive Automobile Liability Insurance: Bodily Injury coverage with minimum limits of $200,000 per person and $500,000 per occurrence.
Property Damage Coverage with a minimum limit of $20,000 per occurrence.
1.7.5.2. Contractor Vehicle Identification: All Contractor vehicles shall be identified with the company name or logo conspicuously displayed on door panels.
Professionally made magnetic signs or pressure sensitive decals may be used to comply with this specification.
2. SCOPE OF WORK:
The Contractor shall provide and install new gas (propane) HVAC units with air purification systems at multiple projects located in the Southern and Northern Branches of the Sacramento District. The site installation addresses are as follows:

2.1. Equipment / Installation Specifications
2.1.1. Eastman Lake replacement HVAC Shop Office (Location A)
Purchase and install a new 3-ton gas (propane) HVAC unit at Eastman lake 23175 Road 29 Raymond, CA, Raymond, CA 93653 and the Shop Office building on asphalt or pad provided. The installation shall be per the manufacturer installation instructions The Contractor shall adhere to the most CURRENT Building Codes, Regulations, Guidelines, and Industry Standards in the performance of this project.
Remove and replace a 3-ton gas (propane) HVAC unit with suggested model, American Standard package Gold 15 Gas/Electric or equal to. New unit must meet the listed minimum specifications. Complies with California Low NOx emissions standards. 15.0 SEER or equal to. Must exceed ASHRAE 90.1-2007 Standards and must be ENERGY STAR rated. Minimum of 80,000 BTU heat. 240 volt. To include two cleanable filters and 10 disposable filters are measured in MERV (Minimum Efficiency Reporting Values) the filter will be rated MERV 13 or MERV 14, R-410A refrigerant, UV-C system for Air disinfected, and 1 new programmable thermostat. The unit needs to be installed to power, LP, and service switch. The contract will install a new duct system to include the supply plenum and return plenum with a suspended rigid metal duct system ending in two square ceiling diffuser 4 way (18” x 18”) in the main room, and a (14”x 8”) wall grill in the smaller office.
2.1.2. Hensley Lake Park Headquarters HVAC Replacement (Location B) Purchase and Install (1) 5-ton electric heat pump unit Goodman Model GPH16600M41 or equal to. The Contractor shall furnish all labor, equipment, tools, materials, supervision, crane, existing unit disposal, and all other necessary items to purchase, replace existing and install a new 5-ton 16 Seer R410a package heat pump at Hensley Lake, 25207 Road 407 Raymond, CA, 93653 at the main Park Headquarters building on existing concrete slab. The installation shall be per the manufacturer installation instructions and Contractor shall adhere to the most CURRENT Building Codes, Regulations, Guidelines, and Industry Standards in the performance of this project. (1) Remove and replace one (1) 5-ton electric heat pump unit with suggested model, Goodman Model GPH16600M41 or equal to existing ductwork. New unit must meet the listed minimum specifications: 16.0 SEER or equal to. Must be ENERGY STAR rated and an all-aluminum evaporator coil. High efficiency compressor that uses R-410A refrigerant. (2) Install a new 8KW strip heat assembly, HKR-08C or equal to new unit and test unit operation for heat and cooling. Reconnect electrical with approved connections inspect and reconnect low voltage wiring and control module. Install ¾” PVC P trap. Install to existing shotgun plenum one (1) Reme Halo ionizing UV lamp or equal to on supply air plenum. Connect low voltage wiring from ionizing UV lamp to control wiring for unit operation install, then start and test unit. The unit needs to be installed to existing power, service switch, intake and output of existing central air and heating ducts.
2.1.3. Hensley Lake Maintenance Office HVAC (Location C)
Purchase and Install one (1) 3-ton gas (propane) HVAC unit with suggested model, American Standard package Gold 15 Gas/Electric or equal to. New unit must meet the listed minimum specifications. Complies with California Low NOx emissions standards. 15.0 SEER or equal to. Must exceed ASHRAE 90.1-2007 Standards and must be ENERGY STAR rated. Minimum of 80,000 BTU heat. 240 volt. To include two cleanable filters and 10 disposable filters are measured in MERV (Minimum Efficiency Reporting Values) the filter will be rated MERV 13 or MERV 14, R-410A refrigerant, UV-C system for Air disinfected, and 1 new programmable thermostat. The unit needs to be installed to power, LP, and service switch. The contract will install a new duct system to include the supply plenum and return plenum with a suspended rigid metal duct system ending in two square ceiling diffuser 4 way (18” x 18”) in the main room, and a (14”x 8”) wall grill in the smaller office. Install breaker and connections to power unit with existing electric sub panel.
2.1.4. Pine Flat Lake replacement HVAC (Location D)
The Contractor shall furnish all labor, equipment, tools, materials, supervision, and all other necessary items to purchase and Install 1 (one) new 5- ton and 2 (two) new 4 ton roof-mounted, dual-pack 15 seer gas (propane) HVAC units at Pine Flat Lake 27295 Pine Flat Road, Sanger, CA 93657 main Park Headquarters building.
The installation shall be per the manufacturer installation instructions. The Contractor shall adhere to the most CURRENT Building Codes, Regulations, Guidelines, and Industry Standards in the performance of this project. *Remove and replace 3 existing roof-mounted, dual pack HVAC units on headquarters building. Replace and install with one new 5-ton 15 Seer Trane package unit Model 4YCY5048A1090A or equal to. Replace and install two 4-ton 15 seer Trane package units Model 4YCY5048A1090A or equal to. All replaced units shall include a new dual-pack stand built to fit the new unit. -Include new code compliant disconnect boxes, propane flex lines, condensate lines and plenum transitions.
Disconnect boxes must match system amperage and be weather tight. Install a fresh air dampers and install a filter rack in the unit -Install a new ½” gas flex lines with a drip leg -Install three air scrubber with UV light -Deliver thirty six 2” filters Merv 13.Test heat and cooling operation *New unit must meet the listed minimum specifications. Complies with California Low NOx emissions standards. 14.0 SEER or equal to. Must exceed ASHRAE 90.1-2007 Standards and must be ENERGY STAR rated. As required in clause 52.223-15 Energy Efficiency in Energy- Consuming Products, the contractor shall only provide products that earn the ENERGY STAR label and meet ENERGY STAR specifications for energy efficiency. The contractor is encouraged to visit http://www.energystar.gov for complete product specifications and updated lists of qualifying products. Minimum of 90,000 BTU heat. 230 volt. To include two cleanable filters and 10 disposable filters are measured in MERV (Minimum Efficiency Reporting Values) the filter will be rated MERV 13 or MERV 14, R-410A refrigerant, UV-C system for Air disinfected, and 1 new programmable thermostat. Warranty on labor (1year) and parts (10 year). The unit needs to be installed to existing power, service switch, intake and output of existing central air and heating ducts. *Old units will betransported and disposed of in an EPA approved manner.
2.1.5. Lake Kaweah replacement HVAC, Headquarters Building (Location E) all other necessary items to purchase and Install three new propane HVAC units on the Headquarters Building as described below at Terminus Dam/Lake Kaweah 34443 Sierra Drive Lemoncove CA 93244. The Contractor shall adhere to the most CURRENT Building Codes, Regulations, Guidelines, and Industry Standards in the performance of this project. Remove three units and replace: One (1) 3-ton gas (propane) HVAC unit with suggested model, Trane package unit Model 4YCY5036A1060A or equal to; One (1) 2-ton gas (propane) HVAC unit with suggested Trane package unit Model 4YCY5024A1090A or equal to; One (1) 2-ton gas (propane) HVAC unit with suggested Bryant package heat pump Model # 607CNXC24040 or equal to. Each new unit shall: Meet the listed minimum specifications; Comply with California Low NOx emissions standards; Provide a minimum of 90,000 BTU heat and must be ENERGY STAR rated. As required in clause 52.223-15 Energy Efficiency in Energy-Consuming Products, the contractor shall only provide products that earn the ENERGY STAR label and meet ENERGY STAR specifications for energy efficiency. The contractor is encouraged to visit http://www.energystar.gov for complete product specifications and updated lists of qualifying products. Be installed to existing power with appropriately sized amperage disconnect box with new weather tight seal; Include new flex gas lines as needed; Include new stands as needed, all three are roof mounted; Use R-410A refrigerant; Include one air scrubber with UV-C system for Air disinfection; 1 new programmable thermostat; Include two cleanable filters and 10 disposable filters for each unit. Filters are measured in MERV (Minimum Efficiency Reporting Values).
The filters will be rated MERV 13 or MERV 14; Connect to existing intake and output of existing central air and heating ducts; Include Warranty 10 year on all parts 10 years on compressor and 1- year labor. Removed equipment shall be disposed of per local and state guidelines. Contractor shall test heating and cooling operation and place the system into operation.
2.1.6. Lake Kaweah replacement HVAC, Maintenance Building (Location F) all other necessary items to purchase and Install one new propane HVAC unit on the Maintenance Building as described below at Terminus Dam/Lake Kaweah 34443 Sierra Drive Lemoncove CA 93244. The Contractor shall adhere to the most CURRENT Building Codes, Regulations, Guidelines, and Industry Standards in the performance of this project. Remove three units and replace: One (1) 2.5-ton gas (propane) HVAC unit with suggested model, Trane package unit Model # 4YCY5030A1070A or equal to; Each new unit shall: Meet the listed minimum specifications; Comply with California Low NOx emissions standards; Provide a minimum of 90,000 BTU heat and must be ENERGY STAR rated. As required in clause 52.223-15 Energy Efficiency in Energy-Consuming Products, the contractor shall only provide products that earn the ENERGY STAR label and meet ENERGY STAR specifications for energy efficiency. The contractor is encouraged to visit http://www.energystar.gov for complete product specifications and updated lists of qualifying products. -Replace and install with one new 1 ton 16 seer Mitsubishi Ductless system with one wall mount head or equal to, Condenser 16 seer Model # MMUZWR12NAU2 or equal to, Wall mount Model # MMSZWR12NAU1 or equal to. Install one 2.5-ton 15 Seer Trane package unit Model # 4YCY5030A1070A or equal to. Install one 3.5-ton 15 seer Trane package unit Model # 4YCY5042A1090A or equal to. Include new code compliant disconnect boxes, propane flex lines, condensate lines and plenum transitions. -Disconnect boxes must match system amperage and be weather tight. -Install a fresh air dampers and install a filter rack in the unit -Install a new gas flex lines with a drip leg -Install three air scrubber with UV light -Deliver thirty six 2” filters Merv 13 -Test heat and cooling operation *New unit must meet the listed minimum specifications. The Contractor shall adhere to the most CURRENT Building Codes, Regulations, Guidelines, and Industry Standards in the performance of this project. Remove unit and replace with one 3-ton 19.2 seer Mitsubishi Ductless system with three wall mount heads or equal to.
Condenser 19.2 Seer Model # MMXZ4C36NA2U1. Wall mount head 18,000 BTUS Model # MMSZGL18NAU1 or equal to, Wall mount head 12,000 BTUS Model # MMSZGL12NAU1 or equal to, Wall mount head 6,000 BTUS Model # MMSZGL06NAU1 or equal to. Each new unit shall: Meet the listed minimum specifications; Comply with California Low NOx emissions standards and must be ENERGY STAR rated. The installation shall be per the manufacturer installation instructions The Contractor shall adhere to the most CURRENT Building Codes, Regulations, Guidelines, and Industry Standards in the performance of this project. *Remove and replace 2 existing roof-mounted, dual pack HVAC units on headquarters building. -Replace and install with one new 5-ton 16 Seer Trane equipment, TRANE Condenser 16 seer Model # 4TTR6060J1000B or equal to, TRANE Furnace Model # L8X1C100U5XSAA or equal to, TRANE 16 SEER COIL MODEL # 4TXCC009DS3HCA or equal to. Replace and install one 4-ton 15 seer Trane package units Model 4YCY5048A1090A or equal to. Include new code compliant disconnect boxes, propane flex lines, condensate lines and plenum transitions. Disconnect boxes must match system amperage and be weather tight.

The installation shall be per the manufacturer installation instructions The Contractor shall adhere to the most CURRENT Building Codes, Regulations, Guidelines, and Industry Standards in the performance of this project. Install a new Variable speed Heat Pump air condenser system with ductwork. Install one 5-ton 18 seer Trane Variable speed air handler, hang heater from the beams up to the very top of the building. Install around 40 feet of spiral pipe and install four supply vents, Install one return filter grill system, install one air scrubber to the system, Install a new Freon line set and set the condenser unit on the south side of the building. Install power circuits to the condenser unit and the air handler install a 5-ton 18 seer Variable speed condenser. Install a new thermostat. Install one air scrubber.

2.1.15. 2.1.16. Upon the completion of the installation, the Contractor shall test all units for proper operation and provide a brief overview of the system’s operation to the project Operations Project Manager or his/her designated representative.
2.1.17. All removed equipment, trash, installation by-products and all other debris, materials and rubbish generated shall be removed from Government property and properly disposed of per local and state guidelines.
2.1.18. All HVAC systems shall have a 10-year warranty on all parts, including the compressor, and 1-year warranty on labor.
2.2. Safety
2.2.1. The Contractor shall submit the APP to the USACE Project Safety Officer within 10 days of award. The Government will review the documents within 10 days. The Contractor shall resubmit the documents, with any requested changes, within 5 days of request.

2.3. Security
2.3.1. All contractor employees, to include subcontractor employees, requiring access to Army installations, facilities and controlled access areas shall complete AT Level I awareness training within 30 calendar days after contract start date or effective date of incorporation of this requirement into the contract, whichever is applicable.
The contractor shall submit certificates of completion for each affected contractor employee and subcontractor employee, to the COR or to the contracting officer, if a COR is not assigned, within 5 calendar days after completion of training by all employees and subcontractor personnel. 2.3.2. All contractor and all associated sub‐contractors employees shall comply with applicable installation, facility and area commander installation/facility access and local security policies and procedures (provided by government representative).
The contractor shall also provide all information required for background checks to meet installation access requirements to be accomplished by installation Provost Marshal Office, Director of Emergency Services or Security Office. Contractor workforce must comply with all personal identity verification requirements as directed by DOD, HQDA and/or local policy. In addition to the changes otherwise authorized by the changes clause of this contract, should the Force Protection Condition (FPCON) at any individual facility or installation change, the Government may require changes in contractor security matters or processes.
2.3.3. The contractor and all associated sub‐contractors shall brief all employees on the local iWATCH, Corps Watch, or See Something, Say Something program (training standards provided by the requiring activity ATO). This locally developed training will be used to inform employees of the types of behavior to watch for and instruct employees to report suspicious activity to the COR. This training shall be completed within 30 calendar days of contract award and within 30 calendar days of new employees commencing performance with the results reported to the COR NLT 5 calendar days after contract award.
2.3.4. All new contractor employees will complete Level I OPSEC training within 30 calendar days of their reporting for duty. Additionally, all contractor employees must complete annual OPSEC awareness training.
2.3.5. The Prime Contractor Company must have (or will have) a Facility Clearance
(FCL) at the appropriate level (IAW the NISPOM DOD 5220.22‐M and AR 380‐49) prior to the start of the contract awarded period of performance. Contractor personnel performing work under this contract must have the required security clearance, per AR 380‐67, at the appropriate level at the start of the period of performance. Security Clearances and FCL requirements are required to be maintained for the life of the contract IAW the DD254 attached to the contract. If no FCL, the supporting Government Contracting Activity will sponsor the prime contract company in obtaining the FCL.
2.3.6. The Contractor must pre‐screen Candidates using the E‐verify Program
(http://www.dhs.gov/E‐Verify) website to meet the established employment eligibility requirements. The Vendor must ensure that the Candidate has two valid forms of Government issued identification prior to ensure the correct information is entered into the E‐verify system. An initial list of verified/eligible Candidates must be provided to the COR no later than 3 business days after the initial contract award." *When contracts are with individuals, the individuals will be required to complete a Form I‐9, Employment Eligibility Verification, with the designated Government representative. This Form will be provided to the Contracting Officer and shall become part of the official contract file.
