About this file

This is a Justification and Approval (J&A) document for a sole-source procurement by the Naval Air Systems Command (NAVAIR), Commander Fleet Readiness Center (COMFRC) in Patuxent River, Maryland. The document authorizes a five-year sole-source contract with Anark Corporation (3005 Center Green Drive, Boulder, Colorado 80301-6306) for Anark Core Server (ACS) software products, upgrades, and maintenance support to support the Aviation Product Lifecycle Management (AvPLM) program. The ACS platform transforms engineering and enterprise data into content for engineering release, supply-chain, manufacturing, quality inspection, and field service applications, with specific capability to generate 3D Portable Document Format (PDF) files from Computer Aided Drawing (CAD) models. The software is customizable for multiple CAD tools including PTC Creo, Dassault Systems CATIA, Siemens NX, and Solidworks, and integrates with Teamcenter, allowing multiple users to access a single instance through that platform.

The estimated contract value is $441,000 in Operations and Maintenance (O&MN) funds covering Fiscal Years 2026 through 2031. The Period of Performance spans 16 September 2026 through 15 September 2031, consisting of a one-year base period and four one-year option periods. The sole-source justification is based on 10 U.S.C. 3204(a)(1), citing Anark as the only responsible source and Original Equipment Manufacturer (OEM) with exclusive technical capabilities. NAVAIR has invested over $868,000 in Anark software to date, and transitioning to an alternative platform would incur approximately $1 million in duplicated costs for system integration, Risk Management Framework accreditation, and workforce retraining, plus 18 to 24-month procurement and re-integration delays. Market research conducted through Google, GSA Advantage, NASA SEWP, and a Sources Sought Notice posted on SAM.gov on 1 May 2026 (with a 27 July 2026 closing date) yielded no viable alternative sources; one vendor expressed interest but was not an approved reseller and could not meet the exact software requirements. The Contracting Officer has determined the anticipated cost to be fair and reasonable.

JUSTIFICATION AND APPROVAL FOR USE OF OTHER THAN FULL AND OPEN

COMPETITION

1. Contracting Activity.

Naval Air Systems Command (NAVAIR), Commander, Fleet Readiness Center (COMFRC), Patuxent River, MD.

2. Description of the Action being Approved.

This Justification and Approval (J&A) authorizes and approves, on a sole-source basis, the issuance of a contract to procure Anark products, upgrades, and maintenance support from Anark Corporation, 3005 Center Green Drive, Boulder, Colorado 80301-6306 over a five-year period.

3. Description of the Supplies/Services.

The COMFRC Digital Group's anticipated follow-on contract for Aviation Product Lifecycle Management (AvPLM) program requires the renewal of Anark software licenses and maintenance to support AvPLM capability to generate 3D Portable Document Format (PDF) files from Computer Aided Drawing (CAD) models and associated data files. Anark Core Server (ACS) is an automated content publishing software platform that transforms a wide variety of engineering and enterprise data into fit-for-purpose content for use in engineering release, supply-chain, manufacturing, quality inspection, and field service. Anark Core enables users to publish use-case specific interactive content for use with 3D PDF documents.

ACS is the only authorized CAD-to-PDF solution that is customizable for different CAD tools (PTC Creo, Dassault Systems CATIA, Siemens NX, and Solidworks). ACS is customizable through the use of templates and software scripts that have been previously developed for Naval Air Warfare Center Aircraft Division (NAWCAD) Lakehurst, NAWCAD Pax River, as well as Fleet Readiness Center East (FRCE), and those templates have been deployed to all three sites.

For AvPLM, we benefit from the reuse of this existing investment as we merge this functionality into our system. Anark has also developed software to integrate ACS into Teamcenter, which FRCE and AvPLM have installed and employ for CAD model conversions. This allows multiple users to use Teamcenter to access a single instance of ACS, as opposed to procuring single-user copies of the software. The proposed action will result in a contract consisting of a one-year base period and four (4) one-year option periods. The total anticipated Period of Performance (PoP), including all options, is 16 September 2026 through 15 September 2031.

06 May and 11 June 2026.

4. Statutory Authority Permitting Other Than Full and Open Competition.

10 U.S.C. 3204(a)(1), Only one responsible source and no other supplies or services will satisfy agency requirements.

5. Rationale Justifying Use of Cited Statutory Authority.

The Anark products are proprietary and only available from Anark as the only responsible source in accordance with FAR 6.103-1(b). Anark is the Original Equipment Manufacturer (OEM) for applicable products and does not authorize any third-party modification or patches to its software as per OEM Letter dated 6 May 2026 which will be included with the electronic contract file.

Anark owns the copyrights with all legal rights, privileges, and ownership contained therein. Per the OEM's sole source letter, they do not have any resellers in the United States. The software is critical to the AvPLM program and the Department of the Navy's ability to qualify and certify additively manufactured parts for delivery to the Fleet. Anark has been established as the enterprise solution for Product Lifecycle Management (PLM) implementation by analyses of alternatives conducted independently by both Aviation Logistics Environment (ALE) and Integrated Digital Resource Node (IDRN) programs. In addition to the direct costs to the AvPLM program, NAVAIR would also require additional resources to sustain the legacy systems beyond the currently planned dates for migration into the AvPLM solution. The duplication of costs and delays listed herein would not be expected to be recovered.

Anark software is a critical component of the AvPLM program, and any disruption to the supply chain could impact our ability to deliver additively manufactured parts to the Fleet. The Government has invested significant resources in the development and implementation of the AvPLM program, and the use of Anark software is essential to the program's success.

Anark software licenses have been established as the enterprise solution for AvPLM implementation by analyses of alternatives conducted independently by NAVAIR programs. To date NAVAIR has invested over $868K in Anark software licenses and maintenance support.

Transitioning away from Anark or modifications to the current hardware and software configuration will cause significant delays in the developmental and testing progress and culture change management efforts that have been made over the last six (6) years. Furthermore, in accordance with FAR 6.103-1(b) for the anticipated follow-on procurement of highly specialized software, awarding this requirement to an alternative source would result in a substantial duplication of cost and unacceptable delays that cannot be recovered through competition.

Specifically, transitioning to a new platform would incur an estimated $1 million in duplicated costs derived from historical actuals for initial system integration, Risk Management Framework (RMF) accreditation, custom data template development, and Fleet workforce retraining. Replacing the Anark software would also cause an estimated 18 to 24-month delay to execute a new procurement cycle, secure a new Authority to Operate (ATO), and re-integrate a

This delay is distribution of critical 3D Technical Data Packages (TDPs), and jeopardize depot-level maintenance capabilities, resulting in a direct negative impact on Fleet readiness.

Procuring proprietary Anark software licenses is fully justified under FAR 6.103-1(b). As the OEM, Anark possesses exclusive technical capabilities. Transitioning to an alternative platform would cause substantial, unrecoverable cost duplication, unacceptable schedule delays, and immediately halt NAVAIR's critical digital integration and jeopardize the additive manufacturing support to the Warfighter.

6. Description of Efforts Made to Solicit Offers from as Many Offerors as Practicable.

The AvPLM Subject Matter Experts supporting the COMFRC Digital Group AvPLM/PMW-200 program possess extensive knowledge of the current software data and technology environment.

As part of their ongoing market research efforts, they consistently conduct web searches and stay informed on the latest developments in market research. Recent market research was conducted using various tools, including Google, GSA Advantage, NASA SEWP, and vendor quotes. This research was performed in accordance with FAR Part 10. Market Research was posted to the SEWP Site under Group B, C, and D NAICS 541519 on 01 May 2026, but no responses were received. Additionally, a search was conducted on GSA Advantage using part numbers, and none of the items were available through resellers. The Government anticipates no competition for this sole source item and maintenance.

In accordance with Defense Federal Acquisition Regulation Supplement (DFARS) Procedures, Guidance, and Information (PGI) 206.103-170(d), a Sources Sought Notice was posted on the SAM.gov website with a closing date of 27 July 2026. Although two (2) vendors expressed interest in the opportunity, only one (1) vendor responded with an informational capability statement on 23 July 2026. However, the vendor was not an approved reseller for the OEM and was unable to meet the exact software requirement. A combined synopsis/ solicitation will be posted in accordance with FAR 12.202.

7. Determination of Fair and Reasonable Cost.

The Contracting Officer has determined the anticipated cost to the Government of the supplies/services covered by this J&A will be fair and reasonable.

8. Actions to Remove Barriers to Future Competition.

Based on the justifications outlined in Paragraph 5, COMFRC currently has no plans to competitively procure future requirements for the types of supplies and services covered by this document. Should a viable alternative source emerge, COMFRC will reassess the feasibility of competitive sourcing for future needs. Technical subject matter experts will continue their market research efforts by attending information technology trade fairs, conducting research via the internet and monitoring commercial marketplace for innovative information technology solutions. When practical the Government will promote future competition that is not limited to a certain proprietary solution.

As this is a follow-on for supplies and services previously awarded on a non-competitive basis, in accordance with DFARS 206.104-71, the prior J&A was provided to the approval authority for review. Approval of this J&A signifies the approval authority has made the determination required by DFARS 206.104-72.
