Fort Belknap Indian Irrigation Project: White Bear Diversion Rehabilitation Project

Statement of Work

I. Purpose The Bureau of Indian Affairs (BIA) requires the services of a construction contractor to remove and replace the White Bear Diversion, located on the Fort Belknap Indian Irrigation Project (FBIIP). All work under this contract must be coordinated to avoid impacts to irrigation water deliveries and comply with all environmental work restrictions and / or permitting requirements.

To accomplish the project objectives, the BIA seeks to hire a reputable, competent, and qualified construction contractor familiar with constructing hydraulic (diversion) structures, earthwork, and foundation dewatering in remote areas as well as familiarity with cold weather concrete placement practices. The successful contractor must be able to work under challenging construction schedules and time constraints, react to unforeseen conditions, and work with the BIA to deliver a successful project within the defined work restrictions and milestone dates.

II. Background The Fort Belknap Indian Irrigation Project is in North Central Montana. (See Figure 1). The White Bear Diversion was originally constructed in 1988, and is located 13.5 miles east of Fort Belknap Agency, on MT Hwy 2. Diverting water impounded by the White Bear Dam, the diversion structure controls flow into the FBIIP Main Canal C via four gates, of which 2 are inoperable.

The diversion structure will be rehabilitated. This will include removal of the diversion headgate structure, cofferdam construction as needed, foundation dewatering as necessary, construction of a new reinforced concrete structure with two new steel slide gates, safety railings, placement of riprap, and other miscellaneous structural, operational, and safety improvements. The existing structure is approximately 50-feet wide with wingwalls, and 10 feet high.

Construction schedule cannot adversely affect irrigation deliveries. Irrigation season is defined as beginning May 1 and ending October 30th. At this Main Canal C, irrigation deliveries are completed by October 1. Work must be completed and ready to deliver water by April 15.
