Solicitation Number: 140L0625B0001 Project Identification: Labarge Watershed Water Wells Point of Contact: Nate Roush, Contracting Officer, nroush@blm.gov Project Location: Sublette County, WY Magnitude of Construction: Between $250K and $500K Estimated Period of Performance: 365 calendar days after issuance of the notice to proceed.
North American Industry Classification System (NAICS) code: 237110 / Water and Sewer Line and Related Structures Produce Service Code: Y1NE – Construction of Water Supply Facilities Small Business Size Standard: $45M Solicitation Set-Aside: Total Small Business – Only companies that qualify as a small business under the applicable size standard will be considered.
Solicitation Issuance Date: The BLM anticipates issuing a subsequent invitation for bid (IFB) in December 2024.
Proposal Submission Deadline: Exact date unknown at this time / 30-days after the issuance of the IFB.
Project Description: The Bureau of Land Management (BLM) has a construction requirement for all labor, materials, equipment, and supervision to drill wells in the Labarge Watershed, WY. The work consists of the following:
A. All work done under this contract will be performed by a contractor currently licensed and in good standing with the Wyoming Board of Examining Water Well Drilling Contractors and Water Well Pump Installation Contractors.
B. All water well work done under this contract will be completed in a manner as to meet or exceed the current State of Wyoming Minimum Well Construction Standards.
C. Description of Work: Furnishing all labor, equipment, supplies, and materials, to drill, construct and develop eight water wells.
D. Location: Work under this Contract is located in Sublette County, Wyoming.
The BLM expects to issue a Total Small Business Set-Aside competitive solicitation in December 2024. The BLM anticipates issuing a single Firm Fixed Price (FFP) award from this solicitation. Davis Bacon Act (DBA) is applicable, and the appropriate DBA Wage Determination(s) will be included in the solicitation. The NAICS code for this acquisition is 237110 – Water and Sewer Line and Related Structures. All materials must be in accordance with the Buy American Act.

An Invitation for Bid(IFB) solicitation package will be available electronically via the government official website Sam.gov. Potential offerors are responsible for monitoring the website for all communication regarding this requirement, including downloading the complete solicitation package and all solicitation amendments. The government will not provide paper copies or email the solicitation. To be eligible for contract award, offerors must be registered and complete the online Representations and Certifications at Sam.gov.
A site visit date, time and meeting location will be provided in the solicitation. Offerors are highly encouraged to attend the scheduled site visit to inspect the site and to ensure they fully understand the requirement and conditions that may affect the cost, specifications, and performance of the project.
Award will be based on best value to the government in accordance with Federal Acquisition Regulations (FAR). This notice does not obligate the government to award a contract, nor does it obligate the government to pay for any proposal preparation costs.
