North American Industry Classification System (NAICS) code: 237990 / Other Heavy and Civil Engineering Construction Produce Service Code: Z2KA – Repair or Alteration of Dams Small Business Size Standard: $39.5M Solicitation Set-Aside: Total Small Business – Only companies that qualify as a small business under the applicable size standard will be considered.

Solicitation Issuance Date: The BLM anticipates issuing a subsequent request for proposals (RFP) early August 2024.

Proposal Submission Deadline: Exact date unknown at this time / 30-days after the issuance of the RFP.

Project Description: The Bureau of Land Management (BLM) has a requirement for a project that will repair Snyder Creek Dam, located in Fremont County approximately 5.5 miles northeast of Lost Cabin, WY. Major work items include: 1. Dewater reservoir and construction area; 2. Excavate a portion of the existing dam embankment; 3. Strip the upstream and downstream surface of the dam embankment; 4. Reconstruct the dam embankment; 5. Construct precast concrete spillway riser for a new principal spillway; 6. Construct concrete encased, precast reinforced concrete pipe outlet conduit; 7. Construct precast concrete low-level inlet structure;

8. Construct a grouted riprap stilling basin; 9. Place road gravel surfacing along the crest of the dam; 10.

Reclaim all disturbed areas including staging areas and temporary roads; and 11. Construct a 3 barbed and 1 smooth, 4-wire fence.

The BLM expects to issue a Total Small Business Set-Aside competitive solicitation in August 2024. The BLM anticipates issuing a single Firm Fixed Price (FFP) award from this solicitation. Davis Bacon Act (DBA) is applicable, and the appropriate DBA Wage Determination(s) will be included in the solicitation. The NAICS code for this acquisition is 237990, “Other Heavy and Civil Engineering Construction.” All materials must be in accordance with the Buy American Act.

A Request for Proposal (RFP) solicitation package will be available electronically via the government official website Sam.gov. Potential offerors are responsible for monitoring the website for all communication regarding this requirement, including downloading the complete solicitation package and all solicitation amendments. The government will not provide paper copies or email the solicitation. To be eligible for contract award, offerors must be registered and complete the online Representations and Certifications at Sam.gov.

A site visit date, time and meeting location will be provided in the solicitation. Offerors are highly encouraged to attend the scheduled site visit to inspect the site and to ensure they fully understand the requirement and conditions that may affect the cost, specifications, and performance of the project.

Award will be based on best value to the government in accordance with Federal Acquisition Regulations (FAR). This notice does not obligate the government to award a contract, nor does it obligate the government to pay for any proposal preparation costs.
