Memorandum

Subject: Pre- Solicitation Notice for Solicitation No. 140L0123R0007

Notice Type: Pre-Solicitation Notice

The Bureau of Land Management (BLM) Acquisition Headquarters is issuing a Request for Proposal (RFP) for the Wild Horse Burro Program (WHBP) Support Services for Off-Range Pastures (ORP) in the following states: Colorado, Idaho, Iowa, Kansas, Montana, Nebraska, Nevada, North Dakota, Oklahoma, Oregon, South Dakota, Utah, Washington and Wyoming. The area west of the Cascade Mt. Range in Oregon and Washington shall be excluded.

The NAICS code is 115210, with a size standard of $11.0 Million.

This requirement involves performing work as defined in the Performance Work Statement (PWS) that will be provided when the solicitation is issued. Detailed requirements and/or specifications will be listed within the solicitation. Service objectives for the ORP are anticipated as follows:

A. Care for a minimum of 200 animals and up to a maximum of 10,000 wild horses in a pasture (grassland) setting on private land.

B. Wild horses are to be maintained in pastures large enough to allow free-roaming behavior; provide adequate forage, water and shelter necessary to sustain animals in good body condition.

C. Minimize the handling of animals by humans.

D. Provide regular, on the ground monitoring and inventory of the animals to ascertain their well-being and safety.

E. Gather and prepare all animals in accordance with the BLM Comprehensive Animal Welfare Program (CAWP).

F. Provide management by individuals who are knowledgeable and experienced about the behavior and nutritional requirements of equines and the management of land for the sustained production of grass and other desirable forage plants.

The Government intends to conduct a multiple award procurement using partial setaside and intends to reserve one or more contract awards for any of the small business concerns identified in FAR 19.000 (a) (3). The Government intends to award this requirement as a five (5) or ten (10) year Multiple Award, Indefinite-Delivery, Indefinite-Quantity (IDIQ) Contract (aka MATOC) from the date of award with Firm Fixed Price (FFP) Ordering Periods and Task Orders (TO). TO may be placed based on the firm-fixed pricing accepted on the base award. If the Government makes multiple awards, TO are intended to be competed between the awardees in accordance with the FAR, the requirements, and at the Contracting Officer’s discretion orders may be set-aside for small business. This acquisition will be procured in accordance with FAR Part 15 and in accordance with the source selection evaluation criteria included in the RFP. Offerors will be asked to submit a technical, business, and a price proposal. Awards will be made using best-value, source-selection procedures as outlined in the solicitation once issued, incorporating tradeoffs between price-related and non-price-related factors. The Government intends to evaluate proposals submitted under this solicitation and select awardees without discussions (unless the Contracting Officer later determines discussions to be necessary.)

The solicitation package will include the Solicitation Forms (SF), PWS, and other attachments as required. Documents will be posted to SAM.gov | Contract Opportunities in the fall of 2024. No documents will be available until the solicitation is issued. The solicitation will only be issued electronically via SAM.gov.
