PRE-SOLICITATION NOTICE
Purchase and Installation of Hydronic Boilers
*** THIS IS NOT A SOLICITATION***
This Pre-Solicitation notice is to announce The Department of the Interior (DOI), U.S. Geological Survey (USGS), Upper Midwest Environmental Sciences Center (UMESC) located at 2630 Fanta Reed Road, La Crosse, Wisconsin 54603, requires replacement of existing hydronic boilers and installation of new standard efficiency boilers and all appurtenances. The existing facility's hot water system is served by three Thermal Solutions (Model Number EVA3000BN1) 3,000,000 BTU/hr non-condensing hot water boilers. The boilers have reached the end of their useful lives and require replacement.
The contractor shall supply all construction services, provide all equipment, labor, travel, supervision, and materials (unless otherwise provided herein) necessary to replace existing hydronic boilers and any required changes to new boiler venting, all piping, and appurtenances, and complete the work.
The North American Industry Classification System (NAICS) for this project is 238220: Plumbing, Heating, and Air Conditioning Contractors. The Small Business Size Standard is $19 million dollars. The services described herein are for a Construction project. This requirement is a total Small Business set-aside.
The government intends to award a single firm-fixed-price contract as a result of solicitation 140G0226R0008. The main objective of the project is to furnish all equipment and install all venting, piping, electrical, controls, enclosures, equipment, conduit, and low-voltage wiring as required to furnish a complete and operational hydronic boiler system.
In accordance with FAR 36.204, Disclosure of the magnitude of construction projects, the estimated price for the subject project is described as between $250,000.00 and $500,000.00.
It is anticipated that Solicitation (140G0226R0008) will be available on or around early May of 2026 at the following web address: https://www.sam.gov. No hard copies of the solicitation will be available. Telephone requests for the RFP will not be accepted after the RFP is released.
