Nimbus Fish Hatchery Terminal Structure Slide Gate System Repair
Nimbus Fish Hatchery, Gold River, California
Statement of Work
1. Background
a. General Description:
i. The Terminal Structure (TS) supplies water to the Nimbus Fish Hatchery (NBF) and the American River Fish Hatchery. The NBF uses this water as the primary water supply for their Hatchery 1 & 2 buildings.
ii. The TS is a steel reinforced water tower that regulates pressure through automated water elevation control through a 48-inch slide gate. The slide gate function is necessary for fish rearing operations at the NBF. Without proper function of this slide gate there is increased risk of mortality for Chinook Salmon and Steelhead Trout during their respective spawning and rearing schedules.
iii. The 48-inch slide gate valve regulates and isolates supply water into the TS. Currently, a separate programmable logic controller (PLC) controls the slide gate motor operator, using water level readings from a transducer installed in the TS. The controls keep the water level in the TS at the normal operating level.
iv. The 48-inch slide gate was recently replaced but the existing motor operator was reused.
b. Deficiency:
i. The TS 48-inch Slide Gate is currently out of service. The motor operator is malfunctioning and has left the Hatchery without the ability to operate the gate in “Local”, “Remote”, or with the manual handwheel. The Hatchery has been using a backup water supply valve configuration as their primary means of water supply, but that is not a long-term solution.
ii. The brass nut within the motor operator has failed twice before: once in service after new installation of an automated system, and after the drive stem and drive nut were replaced.
They failed due to excessive friction during opening and closing while in service, which is localized to the gate leaf sliding on the gate frame. The motor operator also gave error codes indicating IE MWG Error and a Torque Limit Exceeded. Troubleshooting by a valve company indicated than an encoder requires replacing.
iii. The automated PLC system is overly complicated for the application, operation, and maintenance.
2. Scope of Work
a. Repair and replacement services are needed on the 48-inch slide gate motor operator at the NBF as soon as possible.
i. Mobilization
The contractor shall submit a Site Use Plan prior to mobilizing on site. This shall include but is not limited to a plan view drawing/image of the work area, identification of construction areas, vehicle storage areas, water drainage locations if sump pumps are used, public access barrier/exclusion plan, construction vehicle routing plan, declaration and specifications of heavy equipment to be used for this job, and contractor parking if not in the public parking lot. This Site Use Plan shall be approved by Reclamation prior to the start of work.
The contractor shall assemble a Site Safety Plan. This document address all site safety issues, like Confined Space Access, Public Safety, site assessment of hazards and mitigations, etc.
Note that there are overhead powerlines near the construction zone. As applicable, indicate the use of cranes and other heavy machinery necessary to perform the work. The contractor shall use caution and best practices to address this hazard during construction. Additionally, the Contractor shall prepare a Job Hazard Analysis (JHA) for all activities.
This is a public use area with parking, bike/running paths, and recreation. The work area will be visible to the public. The contractor shall be responsible for ensuring public safety for the full duration of construction. This includes but is not limited to public access barriers to notify and in some cases prevent the public from accessing the site. An impact to public use areas require coordination with Reclamation and CDFW; for example, if the bike path must be closed or redirected then there is an impact to the public and this must be coordinated with all parties. Refer to Section 5 for specific deliverables.
Some heavy equipment and materials can be stored behind the locked chain-link fence that surrounds the TS. Any material stored onsite shall be done at the risk of the Contractor.
ii. Clearance Placement
A system clearance (Lock Out Tag Out) is required to make this space safe for personnel to perform work. It is a Permit Required Confined Space. The contractor shall take all necessary OSHA, RSHS, and FIST 1-1 (Reclamation Lock Out Tag Out Policy) precautions before performing the work. This includes but is not limited to providing a Clearance Request, Job Hazard Analysis (Safety Plan), the Start Date of the clearance, the End Date of the Clearance, all reference documentation used to determine safe acc
A previous clearance to access the space inside of the TS shows the following clearance points. The contractor shall be responsible for ensuring that all clearance points are relevant to isolating hazardous energy and ensuring the safety of personnel performing the work.

iii. Construction
The contractor shall be responsible for the disassembly, reassembly, and functional testing of the motor operator assembly. See Section 4 below for specific Contractor tasks.
iv. Project Closeout
1. The contractor shall a furnish a summary report of work performed. This includes but is not limited to the following:
a. Final Scope of major tasks accomplished.
b. Updated Construction Schedule reflecting actual dates the activities were performed.
c. Project Background from the contractor’s perspective
d. List of products, quantities, their manufacturer, and their part numbers used in this installation.
e. Manufacturers Specification Sheets of products used in this installation
Pictures of site conditions before construction, progress pictures during construction at milestone achievements, and site conditions after construction.
3. Objectives
a. Restore normal, automated, operation of the TS 48-inch Slide Gate:
i. The gate leaf is opened and closed by a rising threaded drive stem coupled to a solid gate stem and gear reduced motor operator.
ii. The gate slides within the two gate guides, anchored to the concrete TS wall.
iii. The gate frame is grouted to the TS concrete wall, which makes up the stationary sealing surfaces.
4. Tasks
a. Replace the existing 48-inch Slide Gate Motor Operator and Gearbox assembly, including the threaded drive rod, drive nut, pedestal, and electric motor operator with manual handwheel.
i. Existing Motor Operator and Gearbox assembly with manual handwheel:
1. AUMA Model No. AC 01.2
2. Gearbox Model No. SAR 16.2-FA16.
ii. Reuse the existing TS 48-inch Slide Gate, including all stainless-steel parts: gate leaf, gate frame, gate guides, a solid stem and coupling, and stem guides.
1. 48 x 48-inch Waterman SS-251-1 Slide Gate, non-self-contained. Serial No.
M035612-20-0282. See Manufacture Drawing RB 20-0282.
b. Replace the existing TS water level transducer and cable, and connect to new motor operator.
i. The TS water level transducer shall be replaced and used to control the percent opening of the 48-inch Slide Gate, to maintain normal operating water level, by direct connection and communication with the new electric Motor Operator.
c. Inspect and replace, if necessary, the stem guides or stem guide bushings.
d. Follow Manufacturer’s instructions to check, adjust, and align the 48-inch Slide Gate as installed:
i. Vertical plane,
ii. Square and plumb,
iii. Vertical gate guides parallel,
iv. Seat/seal clearances to maintain consistent seal compression across the full width of gate, and
v. Mounting hardware torque
e. Align the solid stem and stem guides to the gate leaf/gate frame.
f. Align the new Motor Operator to the existing Slide Gate.
g. Furnish all other necessary hardware and materials to completely restore normal Hatchery operations of the 48-inch Slide Gate, such as pedestal anchor hardware and grout.
h. Contractor to furnish all lifting equipment and rigging to safely remove and replace the furnished parts.
i. Safety and Communication
i. The Contractor shall provide first-aid kits in accordance with RSHS Section 5. A direct line of communication via telephone land line, cellular telephone, mobile telephone, or radio with local medical services must be established during all operation times. First-aid and communication services must be available for providing emergency aid to employees.
ii. The Contactor shall employ an Onsite Safety Representative (OSR). The OSR must be designated prior to the start of construction and can be supervisory employee, with appropriate level of safety-related training and experience. Safety responsibility may be adjunct, collateral or ancillary to their duties. The OSR shall be present during any and all construction activity.
The OSR is responsible for the implementation of the Contractor’s Safety Program and correcting unsafe acts as they occur. The OSR must have completed, at a minimum, an OSHA recognized 30-hour Construction Safety Training program and has a minimum of 3 years of experience on similar projects in size and complexity to this contract. Experience should show dealing with the day to day operations and functionality of equipment operations not just occasional safety inspection site visits.
iii. Develop Job Hazard Analysis for each distinct phase of work. Work shall not begin on the respective phase of work until a JHA is acceptable to the Contracting Officer’s Representative (COR) and shared with all construction employees. When violations of safety and health requirements are called to Contractor’s attention by the CO or COR, immediately correct the condition to which attention has been directed. Either oral or written notice shall be deemed sufficient. In accordance with RSHS Section 3.8, report all accidents to the COR.
iv. Participate in a Contractor Safety Program Review meeting, according to RSHS Section 3.4.1, prior to mobilization. If applicable, include subcontractor management representatives. At this meeting, representatives from the Contractor with requisite knowledge and the job shall:
confirm access, discuss the project, address environmental and safety issues, and address any questions that may arise. Coordinate meeting date with COR at least 7 days before meeting.
v. The Contractor shall comply with the safety requirements given by RSHS and OSHA Manuals for all onsite activities. The Contractor shall conform to the most stringent requirement having jurisdiction in cases of conflict between these guidelines.
j. Environmental Controls
i. The Contractor shall use methods and devices to prevent, control, and otherwise minimize atmospheric emissions or discharges of air contaminants. The Contractor shall not operate equipment and vehicles that show excessive exhaust gas emissions until corrective repairs or adjustments reduce such emissions to acceptable levels.
ii. The Contractor shall comply with Federal, State, local laws and regulations, and RSHS, including those of the CARB and SMAQMD. The Contractor shall conform to most stringent requirement having jurisdiction in cases of conflict between specifications, regulatory requirements, and RSHS.
iii. The Contractor shall control waterway pollutants by use of sediment and erosion controls, wastewater and stormwater management controls, construction site management practices, and other controls including State and local control requirements.
iv. The Contractor shall be responsible for obtaining all permits and licenses necessary for the demolition and disposal of all debris and waste in accordance with all local, state and Federal regulations relative to this project.
k. Traffic Controls
i. The Contractor shall provide cones, delineators, barricades, flasher lights, danger signals, signs, and other temporary traffic control devices as required to protect work and public safety during mobilization, construction, and post-construction activities meeting MUTCD requirements. The Contractor shall provide flaggers and guards as required to prevent accidents and damage or injury to passing traffic (CDFW work vehicles, bicyclists, joggers, and vehicles used by people using the nearby trails, etc.). Contractor shall submit a traffic control plan in accordance with Section 5.e The Contractor shall maintain traffic flow and conduct construction operations to minimize obstruction and inconvenience to public traffic.
The Contractor shall protect roads closed to traffic with effective barricades and warning signs and illuminate barricades and obstructions from sunset to sunrise. The Contractor shall remove traffic control devices when no longer needed.
l. Contractor Site-Use
i. The Contractor shall be given two (2) use areas, and parking shall be allowed on site as coordinated by the COR. See drawing 485-208-60211 for locations of both Contractor use areas. Contractor shall coordinate access to worksite and use areas with the COR prior to submittal of the Site Use Plan.
ii. The Contractor shall clean all equipment in accordance with Reclamation Technical Memorandum No. 86-68220-07-05 “Inspection and Cleaning Manual for Equipment and Vehicles to Prevent the Spread of Invasive Species”, prior to delivery to the worksite. COR will inspect construction equipment following procedures described in Cleaning Manual before allowing equipment onsite.
iii. Restore Contractor use areas to pre-construction condition or better.
iv. See Section 12 for additional site-use information.
v. See applicable information under Section 5.c and 10.c.
m. Furnish and Install
i. The Contractor shall provide all materials, labor, equipment, and personnel required for the timely completion of work in accordance with Section 5.
ii. Transport, handle, store and protect manufactured products in accordance with manufacturer’s instructions. Remove and replace damaged items with new items at Contractor’s expense.
iii. Provide type and quality described in this SOW.
iv. Furnish new materials conforming to reference standards unless otherwise specified.
v. For materials not covered by this SOW, furnish materials of standard commercial quality. If materials to be used deviate from or are not covered by recognized specifications and standards, submit, for approval, justification for and exact nature of the deviation, and complete specifications of materials proposed to use.
vi. Make parts accurately to standard gauge where possible.
vii. Use unified screw threads conforming to ASME B1.1 or B1.20.1 for threads, including but not limited to those of bolts, nuts, screws, taps, pipes, and pipe fittings.
viii. Permanently mark fasteners with a symbol identifying the manufacturer and with symbol(s) indicating grade, class, type, and other identifying marks in accordance with reference or applicable standard.
ix. Install products in accordance with manufacturer’s recommendations unless otherwise specified.
x. Final inspection and acceptance of materials will be made only at the jobsite after installation and testing.
n. System Demonstration
i. The demonstration shall be on-site and be coordinated with the COR and CO. The COR to provide a list of personnel required to attend the on-site demonstration. The contractor to provide four hand out copies of training documentation available during the demonstration.
The Government may provide comments during or after the demonstration event. The contractor will revise and submit the finalize demonstration document upon the receipt of Government’s comments.
5. Deliverables
a. Design/Cut Sheet Requirements: 100% design documents or product cut-sheets shall be submitted and approved by the COR and Contracting Officer prior to material procurement. The contractor is responsible to correcting all deficiencies identified in paragraph b, section 1, and all elements within this contract, Federal Code and State Code regulations. The contractor is responsible for all design elements to ensure the success upon final deliverable of the terminal structure gate system. Design elements to include but not limited to the following:
i. Equipment Product Information
ii. Site Layout Drawing
iii. Equipment System Schematic
b. Provide Operation and Maintenance (O&M) Manual to show details for future preventative and corrective maintenance, including:
i. Installation instructions,
ii. list of replacement parts,
iii. manufacturer recommended preventative maintenance and frequency, and
iv. technical drawings and electrical/control schematics with final manufactured dimensions.
v. Documents must be delivered to COR at or before equipment on-site testing and commissioning.
1. Receipt of O&M Manual must be submitted with contract invoicing.
vi. System Demonstration Documentation / Standard Operation Procedures (SOP)
c. Site Specific Safety Plan and List of JHAs
i. Submit Safety Plan
1. The Contractor shall submit a written safety plan covering all aspects of the onsite activities associated with the proposed work/contract. Indicate/show plans to perform all work tasks outlined in the scope and herein the deliverables section. See Section 3 and Appendix B of RSHS for detailed safety plan requirements. In addition, the Contractor shall submit JHAs and shall participate in joint JHA field meetings with Reclamation prior to the start of any onsite activities. See Sections 3 and 4 of the RSHS for specific requirements. No work shall proceed without an approved safety plan and list of JHAs.
d. Security Requirements
i. Submit List of Employees and Vehicles:
1. Provide list of employees that will be present on the job site:
a. Include duration and frequency on-site.
b. Include company affiliation and title/classification.
2. Provide vehicle license plates, models and makes, and colors.
e. Site Use Plan
i. Submit Site Use Plan:
1. The contractor shall submit a Site Use Plan prior to mobilizing on site that shows use location and extent of impact. Site Use Plan shall include but is not limited to the following:
a. Plan view drawing/image of the work area.
b. Identification of construction areas.
c. Contractor vehicle storage/parking areas, temporary roads, haul routes, and fuel and oil storage areas.
d. Construction vehicle routing plan.
e. Declaration and specifications of heavy equipment to be used.
f. Water drainage locations if sump pumps are used.
g. Public access barrier/exclusion plan.
h. Utilities including air, power, and water lines; fire hydrants; and compressor station.
i. First-aid and medical facilities.
j. Areas for processing and temporarily storing waste materials from construction operations.
2. Describe methods to protect, and repair if damaged, existing site features and utilities at or near jobsite.
3. Describe methods for removing temporary structures and facilities, cleanup, and rehabilitating site after completion of construction activities.
4. This Site Use Plan shall be approved by Reclamation prior to the start of work.
f. Traffic Control
i. Submit Traffic Control Plan:
1. The Contractor shall submit a traffic control plan showing all egress routes, road crossings, and travel routes, including bike paths and pedestrian routes.
2. Include locations of signs, lights, barriers, flaggers, or other necessary traffic control measures in accordance with MUTCD requirements for all mobilization, construction, and demobilization activities.
g. Safety Data Sheet
i. Submit Safety Data Sheets:
1. The Contractor shall submit a complete LHM and SDS for all materials delivered on site.
If additional materials are scheduled to be delivered after the initial approval of the LHM and SDS, provide an updated submittal revision with revision number and identified new materials. Do not deliver hazardous materials to jobsite which are not included on original or updated LHM and SDS before receipt of updated LHM and SDS by COR. SDS and LHM shall meet requirements of RSHS.
h. Warranties
i. Submit Warranties:
1. For all work, provide warranties in accordance with the clause at FAR 52.246-21 “Warranty of Construction."
2. Submit a bound and indexed notebook containing written warranties obtained, required, or furnished under the contract. Prepare complete list of warranted products, equipment, materials, processes, and other warranted items. Fully execute and deliver this list to the CO prior to final acceptance of contract work. Provide the list in the format of Table 1:

6. Government-Furnished Property
a. The Government Furnished Property will be slide gate and motor operator parts that require replacement or refurbishment and are used for measurement during refurbishment.
ii. Request the needed parts from the COR.
7. Contract Changes
a. Additional services required by changes in mission assignments must be documented by a written contract modification. If the contractor receives a request from Reclamation personnel directing or requesting work that the contractor believes is not within the terms of the SOW or the contract, then the contractor must notify the Contracting Officer (CO) of the request. The only person that has the authority to modify the terms of the contract or request work for which compensation will be provided is a CO.

9. Period of Performance
b. Period of Performance (POP):
i. 365 upon the receipt of the notice to proceed (NTP). Contractor to note construction shall be performed during 15 July 2024 through 19 Aug 2024.
ii. Period of performance to include preparatory work, approval of submittals, all onsite work, all site cleanup and restoration, as necessary. The onsite period of performance of this project shall be limited to 35 day(s), or as approved by the COR. The Contractor shall submit a schedule for approval of work activities.
b. Hours of Operations:
i. The Contractor is responsible for conducting business during the hours of normal operation of the Nimbus Fish Hatchery and Reclamation (refer to 9.b i-iii) in order to access the project area, which is secured with automatic, timed gates. The COR must be notified, in writing, 2 days prior to increasing the duration of the work shifts or weekend work. The Contractor shall at all times maintain an adequate workforce for the uninterrupted performance of all tasks defined within this SOW when the Government facility is not closed due to recognized holidays. When hiring personnel, the Contractor shall keep in mind that the stability and continuity of the workforce are essential.
ii. Business hours of the CDFW: 0700-1530 (operation of automated gate).
iii. Business hours of Reclamation: 0700-1700 (construction activities).
iv. Construction workdays: Monday through Friday, unless approved by the COR. Weekend work is permitted to facilitate timeliness of project completion during an outage.
10. Site Conditions
a. Place of Performance
i. The work under this contract will be performed at Nimbus Fish Hatchery near Nimbus Dam in Fair Oaks, CA. The address is 2001 Nimbus Road, Gold River, CA 95670.
b. Post Award Conference
i. A post award conference will be held prior to commencement of work. The Contractor shall meet with the contracting officer (CO), the designated COR, Safety Manager, Lead Designer, and Project Manager. The post award conference will provide the Contractor an opportunity to discuss and outline both the safety and work plans, ask any questions relative to the project and to review the proposed time schedule.
c. Security
i. Contractor Security Requirements:
a. The contract solicitation may delineate any applicable specific Contractor security requirements.
i. As such, Contractor personnel performing work under this contract shall meet the security requirements at the time of award and must maintain the level of security required for the life of the contract.
ii. The Contractor shall coordinate access for personnel, materials, and equipment with the COR prior to mobilization on site.
iii. The COR will need the names, company names (including subcontractors), position of each individual and dates and times each individual is expected on site at least five business days prior to any work conducted onsite. A list of vehicles used on site is also required at least five business days prior to any onsite work.
b. The Contractor shall be responsible for safeguarding all Government equipment, information, and property provided for Contractor use. At the close of each work period, Government facilities, equipment, and materials shall be secured.
c. All vehicles entering the worksite may be subject to search by onsite security.
d. Coordinate access and provide security requirements to the COR 72 hours prior to inspection.
ii. Site Security:
a. The Contractor storage and use areas will be as denoted in drawing 485-208-60211.
Any material stored onsite shall be done at the risk of the Contractor.
iii. The Contractor shall be responsible for safeguarding all Government equipment, information, and property provided for Contractor use. At the close of each work period, government facilities, equipment, and materials shall be properly secured against vandalism.
d. Vehicular Access and Parking
i. The Contractor shall meet requirements established by jurisdictional authority for use of existing roadways and haul routes; including seasonal or other limitations or restrictions, payment of excess size and weight fees, and posting of bonds conditioned upon repair of damage. This includes compliance with applicable regulations for haul routes over public highways, roads, or bridges. Established roadways and parking areas are available for Contractor's use subject to existing restrictions and approval of the COR.
a. The Contractor shall promptly repair ruts, broken pavement, potholes, low areas with standing water, and other deficiencies to maintain road surfacing and drainage in original or specified condition.
11. Government Facilities
a. Contractor Area of Work
i. The Contractor shall provide all labor, materials, equipment, and permits necessary to complete the requirements outlined in this SOW and in Reclamation-approved submittals. The items/deliverables provided above are effectively submittal/technical requirements to be provided/complied by the Contractor and will require approval by the COR prior to any work starting on site. See applicable information under Section 10.3 Security above. The Contractor shall be given an adequate work area, and parking shall be allowed on site as coordinated through the COR and upon approval of all submittals.
b. Permit to Work
i. The Contractor shall apply for and receive a CCAO Permit to Work prior to mobilization or any on-site work. The Permit to Work process is the CCAO’s methodology of ensuring work at the local site is communicated to impacted personnel and is in compliance with Reclamation policies and procedures.
ii. Permit to work will not be issued until all of the following Contractor submittals, listed in Section 5, have been received and approved by the Government:
1. Site Specific Safety Plan and List of JHAs
2. Site Use Plan
iii. The Contractor shall assure that only approved workers, Government personnel, construction vehicles, and equipment will have access to the jobsite.
c. Facilities
i. The Government will provide an accommodating work area as indicated in Section 9.0 above.
d. Utilities
i. Contractor shall provide required electrical power for construction, provide generators and other electrical equipment and facilities required for obtaining power and distributing power to points of use. The Contractor shall remove temporary equipment and facilities upon completion of work.
ii. There will be no restroom facilities available on site. No potable water is available. Portable toilets with hand washing facilities, water, power, extension cords and like shall be provided by the Contractor.
iii. The Contractor shall provide water required for construction purposes. The Contractor shall remove temporary equipment and facilities upon completion of work.

13. Contractor Performance Assessment
a. Performance
i. The COR will be the primary individual to monitor and/or assess the Contractor’s work and will report any deficiencies to the CO as appropriate. The COR is responsible to ensure that all technical requirements of the contract and this SOW are met. As such, the COR may be asked to provide input to the CO regarding the Contractor’s performance during the course of the contract, and during the close-out phase in which the Contractor may receive a final evaluation of their work.
