About this file
This Statement of Work (SOW) details an excitation system upgrade for Canyon Ferry and Yellowtail Powerplants, involving the replacement of existing static excitation systems. The project requires retrofitting new Basler Electric DECS-2100 control boards and Human Machine Interfaces (HMIs) for generator units at both facilities. The work includes removing existing ECS-2100 equipment, installing new hardware, performing comprehensive system testing and commissioning, and providing training for up to 8 individuals at each location.
The project scope encompasses multiple detailed requirements, including precise installation of control modules, compatibility with existing systems, comprehensive testing protocols, and specific documentation deliverables. The installation is scheduled across January through April, with one unit anticipated to be available per week for commissioning. Contractor qualifications mandate Basler factory-trained technicians, and the work will be conducted under strict site security and safety protocols. The government anticipates a firm-fixed-price contract with a 4-month performance period, targeting a solicitation release on July 3, 2025.

The Contractor shall comply with all federal, state and local laws and standards as well as the
Bureau of Reclamation manual Reclamation Safety and Health Standards (RSHS). The
Contractor should plan to download or view the electronic version of the RSHS manual at no charge from the Bureau of Reclamation web site at:
https://www.usbr.gov/ssle/safety/RSHS/rshs.html
The required safety documents are a written safety plan (site specific) and a job hazard analysis. These documents will be approved by the Government, prior to the start of onsite work. RSHS Appendix A and Appendix B provide excellent descriptions of how to write a safety plan and how to write a job hazard analysis. The site safety plans shall be submitted at least 90-days before site work is to start.
The contractor will be required to participate in each facility’s hazardous energy control program (F-HECP). Program documentation and material will be made available after award.
At the beginning of the site work (each facility separate), the contractor will be provided an orientation by a Bureau representative on the F-HECP Lockout/Tag procedure.
Prior to commencing work the contractor will be required complete a Special Work Permit
(SWP). This will be completed in conjunction with a Bureau representative. The SWP will detail the specific equipment that is intended to be worked on. Due to the coordinating schedules covering multiple units and facilities, there will be multiple SWP throughout the execution of the work.

11.0 Special Work Permit
At each powerplant location the powerplant supervisor and powerplant operator will prepare a special work permit regarding the site work. The contractor will be required to sign and abide by the instructions in a special use permit spelling out what areas of the power plant and dam the contractor will be allowed to work in. It is critical that the contractor remain in work areas necessary to accomplish the work requirement. The special use permit will also identify any unusual hazards that might exist in the construction areas.
In the case of a fire alarm, drill or actual fire, all contractor personnel must report to the designated muster area.
