This is a Sources Sought Notice. In preparation for an upcoming procurement, Department of the Interior (DOI), the Bureau of Reclamation (BOR), Region 10 California Great Basin Region Supply & Service Acquisitions Office, Sacramento, CA, is conducting market research to determine potential sources for a large service, Willows Construction Office (WCO) Construction Support Professional Services. The North American Industrial Classification System (NAICS) code is 541330, – Engineering Services which has a corresponding size standard of $16.5M. This notice is not a request for proposal/quote and the information presented in this announcement will not obligate the Bureau of Reclamation in any manner. The Government will use this information to determine the best acquisition

All types of businesses with the capability to fulfill the requirements briefly described herein are encouraged to submit responses.

The services required shall be primarily performed in Region 10 California Great Basin Region Supply & Service Acquisitions Office, Sacramento, CA. Additional services may be required for regions Missouri Basin [MB], Arkansas-Rio Grande-Texas-Gulf [ART], Upper Colorado Basin [UCB], Lower Colorado Basin [LCB], and Columbia-Pacific Northwest [CPN].

The types of services may include:

a. Construction Inspection:

a. Civil Engineer or Technician.

i. Civil Specialty.

ii. Geotechnical Specialty.

iii. Structural Specialty.

b. Electrical Engineer or Technician.

c. Mechanical Engineer or Technician.

b. Construction Management.

c. Materials Engineering Testing.

d. Technical Draftsman.

e. Specialty Monitoring:

a. Onsite Biological Monitor.

b. Safety Manager.

c. Safety Engineer.

d. Certified Industrial Hygienist.

f. Construction Geologist.

The period of performance for this requirement is estimated to be 2023 through 2028.

Interested parties shall include the following information in response to this Sources Sought announcement:

(1) Company name and address

(2) DUNS number and CAGE Code

(3) Type of business (e.g., small business, 8(a), veteran-owned small business, service-disabled veteran owned small business, HUBZone small business, small disadvantaged business, and/or women owned small business) as validated via the System for Award Management (SAM)

(4) Company point of contact (name, phone, and e-mail address)

(5) A positive statement of intent to submit an offer to a solicitation for this work as the prime contractor. Additionally, please provide any anticipated teaming arrangements and delineate between the work that will be accomplished by the prime and the work accomplished by the teaming partners.

(6) Evidence of recent (within the last 5 years) experience in performing work of a similar scope and magnitude. For each statement of evidence (limit to no more than three (3)), include the following:

a. Contract/Project Number

b. Customer/Client name (business or agency for which the work was completed)

c. Project Value (dollar amount)

d. Project period of performance

e. Points of Contact (include phone numbers and email addresses)

(7) Single contract bonding capacity
