About this file
This document is a Sources Sought announcement from the U.S. Bureau of Reclamation's Pacific Northwest Regional Office for a Turbine Runner Cavitation Repair construction contract. The work will be performed at the Hungry Horse Dam in Montana and includes assessing cavitation damage, welding and grinding to repair the turbine runners, and related site work. The contract is anticipated to be between $1-5 million over a 5-year period, with no guarantee of orders. The Bureau is seeking responses from small businesses, including 8(a), woman-owned, service-disabled veteran-owned, HUBZone, and Indian small business enterprises, to provide information on their capabilities, relevant experience, product lead times, and past performance. Respondents must provide contact details, business size/classification, capabilities statement, product information, and past performance within 10 pages. The Bureau will use the responses to shape the acquisition strategy and potentially issue a separate solicitation announcement on SAM.gov at a later date. Drawings are not currently available but will require a non-disclosure agreement to obtain.

Sources Sought -- 140R10-25-R-0002 Hungry Horse Field Office, Turbine Runners Cavitation Repair
This is a Sources Sought announcement only. THIS IS NOT A REQUEST FOR PROPOSALS, QUOTATIONS OR BIDS, NOR A PROPOSED SYNOPSIS OF A PROPOSED CONTRACT
ACTION UNDER FAR SUBPART 5.2 and no contract shall be awarded from this notice. No reimbursement will be made for any costs associated with providing information in response to this Sources Sought or any follow up information requests. No solicitation is currently available.
Draft specifications are subject to change. This market research is to gain knowledge of interest, capabilities, and qualifications of interested Small Business firms. Responses to this Sources
Sought will shape the acquisition strategy in developing a competitive requirement.
The Pacific Northwest Regional Office of the U.S. Bureau of Reclamation is conducting market research for a Turbine Runner Cavitation Repair construction contract. The work location will be at the Hungry Horse Dam located approximately 20 miles northeast of Kalispell, Montana, 9 miles southeast of Columbia Falls, Montana, and 15 miles south of the west entrance to Glacier National
Park in Flathead County.
The principal components of work will be:
A. Turbine Runner Cavitation Repair – Hungry Horse Dam; Hungry Horse, Montana. Four (4)
G1, G2, G3, and G4) hydro-electric turbines.
1 *Assessment of cavitation damage to the generator runners
2 *Estimation of time and welding material needed to repair cavitation damage
3 Grinding to runners in preparation for repair
4 Welding to repair runners
5 Grinding to runners to restore contours of the blades
6 Pre-mobilization site meeting, mobilization, demobilization
NOTES TO ABOVE:
*1. Damage assessment will be conducted by the Government and communicated to the contractor both ahead of time for material ordering and initially upon on-site meetings and mobilization.
*2. Timeframe of cavitation repair (i.e. the window) is set by Government due to maintenance outages. Contractor will manage their schedule within Government constraints to meet repair deadlines.
The turbine runners which may be contracted for repair work per this specification are those in units G-1 through G-4 located in the Hungry Horse Powerplant.
1. The phrase “turbine runner” includes the crown, outer ring, hub, air vents and blades, which make up the “runner” proper, as well as the top part of the draft tube discharge ring
(immediately below the runner). Each Hungry Horse turbine contains 15 blades (also called
“buckets” or “vanes”).
2. Hungry Horse G-1 through G-4 units are equipped with 105,000 HP Francis-type turbines, serial number 1231, 1232, 1233 and 1234, respectively, designed and manufactured by Allis-
Chalmers, Milwaukee, WI. The runner throat diameter is 126-inches. The base metal of the runner assembly is steel casting conforming to Federal Specifications QQ-S-681b, Class 2
Medium, Annealed. Note – QQ-S-681b was canceled in 1985 with no superseding specification. The Contractor shall provide an alternative base metal to qualify their weld procedures and submit to the Government for approval. (Reclamation Facilities Instructions, Standards and Techniques (FIST) Manuals, Volume 2-5; Turbine Repair, Runner Materials:
Older runners in Reclamation service are commonly cast steel conforming to the requirements of Federal Specification QQ-S-681b class 2. This specification specified a chemical requirement of 0.35 C, 0.7 Mn, 0.05 P, 0.06 S, 0.60 Si, 0.50 Cu, and 0.50 Ni. Physical requirements included a tensile strength of 65,000 lb/in2 and a yield strength of 35,000 lb/in2).
The Hungry Horse turbines have been in service since 1950. Each turbine has had different work crews and varying amounts of repair work completed. Thus, no two units are in the same condition.
Much of the runner is carbon steel, but a significant amount of stainless steel exists from previous repair areas. Previously applied protective coatings consisted of primer and various kinds of epoxy paints.
The turbine types have noticeably different properties and characteristics with respect to the nature of damage seen. The damage to Hungry Horse G-1 through G-4 units is mostly seen as cavitation enhanced corrosion (severe surface pitting, with a porous appearance like some kinds of cheese) in the crown area and on the face of the blades. Although these units are not known for having cracks in the blades, some have been found in the past. Several areas of the units have already been cladded with stainless steel in the most troublesome areas. The leading edge of most of the blades exhibit corrosion erosion.
B. The magnitude for this construction project is between $1,000,000 and $5,000,000 for the term of this five (5) year requirements contract; however, no guarantee is made for orders.
Sources are being sought for firms with a North American Industry Classification System (NAICS) code 238190 (Other Foundation, Structure, and Building Exterior Contractors), PSV 2KZA and with a Small Business Size Standard of $19.0 million. NAICS code 238190 is not currently identified on the list of codes for Women Owned Small Businesses (WOSB). Small Business, 8(a), Woman Owned Small Business, Service-Disabled Veteran Owned Small Business, HUBZone and
