Sources Sought Notice Summary
This is a Sources Sought notice issued for market research purposes only and does not constitute a solicitation or commitment to award a contract. The notice seeks information regarding the availability of turbine oil meeting specific technical criteria to support the government's acquisition planning strategy. The Department of Interior's Indian Office of Solutions (IOS) is conducting this market research to determine appropriate acquisition strategies for a potential future procurement.
The required turbine oil must be Group 1, ISO Grade 68 with detailed specifications across multiple ASTM standards including air release (≤4.0 minutes at 50°C), copper corrosion (1B rating), density (860 kg/m³), demulsibility (≤20 minutes), flash point (≥223°C), foaming characteristics (0/0/0), kinematic viscosity (65.1 cSt @ 40°C and 8.7 cSt @ 100°C), pour point (≤-15°C), rust prevention capability, oxidation stability (≥4,500 hours TOST), and viscosity index (≥95). The notice also lists enhanced specifications for products exceeding minimum requirements. Potential offerors must submit capability statements by 12:00 PM Mountain Time on March 27, 2026, to Brendan Koop at bkoop@ios.doi.gov. Responses must include company name and contact information, DUNS number, small business certifications, and proposed product manufacturer details with part numbers and technical literature. Participation is voluntary with no reimbursement for response costs.
