Version 11-30-2016-1 FAR Part 11—Describing Agency Needs

STATEMENT OF WORK (SERVICES)

(SOW)

GENERAL INFORMATION

Title of Project:

Annual subscription to Bitplane Imaris Software Maintenance Statement of Need and Purpose:

The National Institutes of Health National Center for the Advancement of Translational

Science is in need of annual maintenance for existing Imaris software packages, which are used for the scientific analysis of f luorescence microscopy three-dimensional image stack data. The Imaris software is required for meeting project milestones of our Stem Cell Translation Laboratory (SCTL). Ongoing projects on establishing optimum culture conditions for stem cells and their directed differentiation to cells of neural and hepatocyte lineages require quantitative analysis of cell morphology and tracking cell proliferation and differentiation. Imaris software is an essential tool for us to analyze images acquired across a broad selection of microscope platforms and to extract quantitative information from these image data. It is imperative that we maintain this software and apply all available upgrades to it annually to facilitate our cutting edge research in Stem Cell technology.

Background Information and Objective:

Ongoing research projects in SCTL focus on understanding molecular mechanisms regulating stem cell pluripotency and their multi-lineage differentiation capabilities with a focus on defining optimum culture conditions for maintaining pluripotent stem cells and their conversion to homogeneous and mature population of differentiated cells. To achieve these aims, high throughput screening is employed to identify mechanisms/small molecules that aid in single cell cloning of stem cells. In addition, detailed high-resolution analysis of intermediate cell types during conversion of stem cells to differentiated cell types is being carried out to better understand regulators of directed differentiation. These projects will facilitate stem cell based drug discovery and disease modeling in addition to meeting project milestones.

Period of Performance:

Maintenance to cover one full year after receipt of award, Base year of 5/30/24 through 5/29/25, then Option Year 1 for 5/30/25 through 5/29/2026 and

Option Year 2 for 5/30/26 through 5/29/2027

SCOPE OF WORK

General Requirements:

Independently and not as an agent of the Government, the Contractor shall furnish all the necessary services, qualif ied personnel, material, equipment, and facilities, not otherwise provided by the Government as needed to perform the Statement of Work below:

Salient characteristics: The National Center for Advancing Translational Sciences

(NCATS)

Division of Preclinical Innovation (DPI) NCGC requires a complete maintenance package to help stay on top of the most cutting-edge features available:

o Two software upgrades per year to the latest and most advanced version of Imaris o Priority online and phone Technical and Applications Support o Imaris Satellite licensing services o Priority Access to the Imaris User Group Meeting (entrance fee needed)

LEVEL OF EFFORT:

Instructions: Specify labor category, e.g., scientific writer, editor, senior researcher, etc., and estimated number of labor hours for each period of performance..

GOVERNMENT RESPONSIBILITIES

Instructions: List any government-furnished data, property or facilities; describe the government‘s responsibility for reviewing and approving reports and final products generated under the contract.

Specify if the government will provide workspace, desktop computers and telephones for contractor personnel. Specify if the contractor will require access to government facilities and identify the facility location and specific area. Identify any federal holidays or other times when access may be restricted.

Delivery to be made within 15-30 days after receipt of order.

REPORTING REQUIREMENTS

Instructions: Specify as applicable if the contractor is required to provide written progress reports.

Specify the frequency of the reports, e.g. monthly, annually, etc. Specify the reporting periods. Specify what the reports will cover, e.g. accomplishments, problems encountered, problem resolution, unresolved problems, etc. Specify the number copies required.

OTHER CONSIDERATIONS

Travel:

Instructions: Identify if contractor travel is required in the performance of the SOW. Specify locations involved, number of trips, and duration of anticipated travel. Specify responsibility for travel reimbursement, e.g., the contractor or the Government. If the travel will be reimbursed by the Government, discuss the method of reimbursement, e.g., in accordance with Federal/agency travel regulations. If applicable, state the Government official authorized to approve contractor travel, e.g., the Contracting Officer’s Representative (COR).

Key Personnel:

Instructions: Specify any contractor key personnel by labor category that are considered to be essential to successful performance of the requirement.

Information System Security Plan:

Instructions: Specify if the statement of work requires the contractor to (1) develop, (2) have the ability to access, or (3) host and/or maintain a federal information system(s), the information security policies and procedures re applicable to the requirement. A "federal information system" is defined as an information system used or operated by an executive agency, by a contractor of an executive agency, or by another organization on behalf of an executive agency. [40 U.S.C., Sec. 11331]

Data Rights:

Instructions: Specify if data is to be produced, furnished, acquired, or used in meeting the requirement of the SOW. Specify the respective rights and obligations of the government and the contractor regarding the use, production, and disclosure of that data. Specify who will have limited or unlimited rights.

Section 508—Electronic and Information Technology Standards:

Instructions: Specify if the contractor is required to develop, procure, maintain, or use Electronic and Information Technology (EIT) in the performance of the SOW. Specify if the EIT will be used by federal employees with disabilities to have access to and use of information and data that is comparable to the access to and use of information and data by other Federal employees. Specify if the public will have access to the EIT.

Confidentiality of Information:

Specify if the contract is expected to generate information or date which is confidential. Specify how the contractor should handle information or data prior to any release, disclosure, dissemination, or publication.
