About this file

This sources sought notice requests responses for the synthesis of 13,492 antisense oligonucleotides targeting the SARS-CoV-2 viral genome. Interested parties are requested to identify how their proposed products meet the project requirements, including delivering the specified oligonucleotides normalized to 10 nmol each in four 384-well plates hydrated in IDTE buffer. Responses should be submitted electronically to the National Institutes of Health Contracting Officer by May 30, 2022, and include the organization's DUNS, address, point of contact, and small business classification relative to NAICS code 325414 for biological product manufacturing. The intent is to define the acquisition strategy such as set-aside or sole source for a forthcoming solicitation to have the oligonucleotides synthesized and delivered within three to four weeks of order receipt.

2. Title: Synthesis of 13,492 Antisense Oligonucleotides (ASOs) for SARS-Cov2

Project

3. Classification Code: 6505 – Drugs and Biologicals

4. NAICS Code: 325414

5. Description: Biological Product (except Diagnostic) Manufacturing

This is a Sources Sought Notice. This is NOT a solicitation for proposals, proposal abstracts, or quotations. The purpose of this notice is to obtain information regarding the availability and capability of all qualified sources to perform a potential requirement.

This notice is issued to help determine the availability of qualified companies technically capable of meeting the Government requirement and to determine the method of acquisition. It is not to be construed as a commitment by the Government to issue a solicitation or ultimately award a contract. Responses will not be considered as proposals or quotes. No award will be made as a result of this notice. The Government will NOT be responsible for any costs incurred by the respondents to this notice. This notice is strictly for research and information purposes only.

Background: The National Center for Advancing Translational Sciences (NCATS) focuses on getting more treatments to more patients more quickly. A significant emphasis of NCATS is the rapid development of effective therapies for emergent viruses such as SARS-CoV2. This virus has led to considerable morbidity and mortality among the American population. NCATS is directly addressing this problem by discovering new technologies and other approaches that could significantly accelerate the process of developing and deploying solutions that all translational researchers can use.

The Contractor will synthesize and deliver 13,492 antisense oligonucleotides targeting the SARS-CoV2 viral genome that requires a high degree of sequence specificity and purity needed for our assays. This research program aims to identify antisense oligonucleotides that can target the SARS-CoV2 viral genome with high specificity. This approach potentially represents a new means to treat this viral infection.

Purpose and Objectives: The purpose of this procurement is the acquisition of Antisense Oligonucleotides (ASO’s) for SARS-CoV-2 variant testing and therapeutics testing. The required oligonucleotides will be used as part of a long term SARS-CoV2 study, that has previously used these exact IDT oligonucleotides to perform research. To ensure continuity of science, we must continue to use these exact oligonucleotides since to introduce any other vendor's items, made using different processes and procedures, could compromise data integrity and invalidate results.

Project requirements:

• Line 0001: Number of Oligos: 13,492. Delivered Yield: 10 nmol. Example Sequence: /52MOErG/*/i2MOErC/*/i2MOErG/*/i2MOErA/*/i2MOErC/*T*A*T*A*C* G*C*G*C*A*/i2MOErA/* /i2MOErT/*/i2MOErA/*/i2MOErT/*/32MOErG/

The oligonucleotides will be synthesized, standard desalted, and normalized to the listed quantity. The oligos will be plated between 4 384-well Deep Well plates and hydrated to 100uM in 100uL of IDTE pH 8.0 buffer. Oligo component combinations outside of the provided example will incur standard pricing.

Oligonucleotides must be IDT brand name.

Oligos must be shipped via overnight delivery on dry ice. Shipping costs must be included in quote.

Anticipated period of performance: One-time delivery to ship within 3-4 weeks after receipt of order.

Requested Response:

The intent of this sources sought notice is to define the procurement strategy (e.g. set-aside, sole source, unrestricted) for a solicitation that is intended to be posted soon.

Interested contractors are requested to respond by (1) identifying how their proposed product meets or exceeds the project requirements listed above; and (2) providing product literature, white papers, or capability statements that demonstrate their bona fide ability to supply such an item within the time frame described above.

In addition, please state your business size status and whether you are the manufacturer or authorized distributor of the item you propose.

Please note that NCATS is particularly interested in small business sources. If you are a small business, please state the type of small business (small business; HUBZone;

service-disabled, veteran-owned; 8(a); veteran-owned; woman-owned; or small disadvantaged businesses) and your size classification relative to the North American Industry Classification System (NAICS) code for the proposed acquisition. Your responses to the information requested will assist the Government in determining the appropriate acquisition method, including whether a set-aside is possible.

The respondent must also provide their DUNS number, organization name, address, point of contact, and size and type of business (e.g., 8(a), HubZone, etc.), pursuant to the applicable NAICS code and any other information that may be helpful in developing or finalizing the acquisition requirements.

The information submitted must be must be in an outline format that addresses each of the elements of the project requirements and in the capability statement /information sought paragraphs stated herein. A cover page and an executive summary may be included but is not required.

The response must include the respondents’ technical and administrative points of contact, including names, titles, addresses, telephone and fax numbers, and e-mail addresses.

All responses to this notice must be submitted electronically to the Contracting Officer.

Facsimile responses are NOT accepted.

The response must be submitted to Kevin Alvarez, Contracting Officer, at e-mail address kevin.alvarez@nih.gov.

The response must be received on or before May 30, 2022, 9:00am, Eastern Time.

Disclaimer and Important Notes: This notice does not obligate the Government to award a contract or otherwise pay for the information provided in response. The Government reserves the right to use information provided by respondents for any purpose deemed necessary and legally appropriate.
