Identification of the agency and the contracting activity, and specific identification of the document as a “Limited Source Justification.”

This is a Brand Name justification. Contracting activity is the Naval Sea Systems Command, Naval Surface Warfare Center, Panama City Division (NSWC PCD), 110 Vernon Avenue, Panama City, FL 32407-7001).

Nature and/or description of the action being approved.

A description of the supplies or services required to meet the agency’s needs (including the estimated value).

The contract effort is to acquire:

Description Part Number Quantity I/O Board G-7137 I/O Board RTM G-7138

SBC RTM

G-7135 Serial Board G-7139 Serial Board RTM G-7140 Video Mux G-7133 Video Mux RTM G-7136

The Government’s minimum needs have been verified by the certifying technical and requirements personnel. This memo does not authorize acquisition for other requirements. This acquisition will be conducted using simplified acquisition procedures with a total dollar value above micro-purchase levels, but not exceeding the simplified acquisition threshold of $250,000.00. All items will be delivered no later than four (4) weeks after award of the order.

Identification of the justification rationale and, if applicable, a demonstration of the proposed contractor’s unique qualifications to provide the required supply or service.

10 U.S.C. 2304(c) (1) - Only one responsible source and no other supplies or services will satisfy agency requirements, FAR 6.302-1.

NSWC PCD is the Systems Engineering Manager (SEM) for LCAC-100 Command, Control, Communications, Computer, and Navigation (C4N) systems. The LCAC-100 C4N system is planning to use the I/O, serial, and video mux boards and their corresponding rear transition modules (RTMs) from General Micro Systems Inc. (GMS) to populate the Versa-Module Eurocard (VME) chassis that are part of the Command and Control (C2) of LCAC-100 systems.. The boards and RTMs are in direct support of the LCAC-100 and meet the current baseline specifications. The use of third party boards and RTMs would be required to match the LCAC-100 requirements and would require significant additional testing to ensure 100% compatibility and functionality. Utilizing a brand other than GMS will require significantly more testing and oversight on the part of the government before the boards can be included in the LCAC-100 software integration laboratory (SIL) environment. The items being procured are proprietary to GMS as the Original Equipment Manufacturer (OEM) and are sold through GMS authorized regional distributors.

A determination by the ordering activity contracting officer that the order represents the best value consistent with FAR 13.106-1(b).

The Contracting Officer has determined that the order represents the best value and results in the lowest overall cost alternative (considering price, reoccurring cost, administrative costs, engineering and redesign costs, etc.) to meet the Government’s needs.

A description of the market research conducted among schedule holders and the results or a statement of the reason market research was not conducted.

This requirement will be synopsized via posting on the Commercial Opportunities website at SAM.gov per FAR 5.2. The synopsis expressed the Government’s intent to-contract on a sole source- basis. No additional market research was conducted for the reasons specified in paragraph 4 above. .

Any other facts supporting the justification:

None.

A statement of the actions, if any, the agency may take to remove or overcome any barriers that led to the restricted consideration before any subsequent acquisition for the supplies or services is made.

As stated in paragraph 4 above, only the GMS products can meet the requirements.

File details come from the government source that posted it. Updated .
