About this file

This document is a Sole-Single Source Justification for a metabolomics analysis project by the National Institute on Aging (NIH). The acquisition is for a specialized metabolite profile analysis of serum samples from mice in longitudinal aging studies, with a total estimated cost of $249,824 and a required completion date of 08/01/2026. The project is restricted to Emory University's Clinical Biomarkers Lab, which is the only facility capable of performing the required analysis using only 15 microliters of serum sample.

The justification highlights the unique requirements of the project, including generating a relative concentration profile of small molecule entities (endogenous compounds, xenobiotics, and metabolites) using an established mass spectrometry-based metabolomics platform. The acquisition will be conducted under Simplified Acquisition Procedures (FAR Part 13), with the sole source justified by the specialized nature of the analysis and the extremely limited sample volume available. The document is signed by the Project Officer and Contracting Officer, with the Project Officer's signature dated 6/16/2025.

Revised10/31/2016

FAR Subpart 13.106-1(b)

SOLE-SINGLE SOURCE (including Brand-Name) JUSTIFICATION

“Source Selection Information – see FAR 2.101 and 3.104”

1. Identification of the Agency and Contracting Activity.

a. Federal Agency and Contracting Activity.

Department of Health and Human Services

National Institute of Health

National Institute on Aging

b. Sponsoring Organization. NIA/IRP/EGS

c. Project Officer Information.

• Project Officer Name. Julie Mattison

• Mailing Address. 16701 Elmer School Rd. Bldg 103 Dickerson, MD

20842

• E-mail Address. julie.mattison@nih.gov

• Telephone Number. 301-435-7637

2. Project Description.

a. Name of Item or Project Title. Longitudinal Study of Aging in Mice: Serum

Metabolomics

b. Description of the Item or Service.

This project requires an exhaustive metabolite profile of longitudinally collected serum samples obtained from mice enrollled in longitudinal aging studies over several years.

Due to the limited volume that is able to be collected in these longitudinal studies only

15uL of serum is available for this analysis. This analysis will include generating a relative concentration profile of all structurally named small molecule entities, which can include both endogenous compounds, xenobiotics, and their metabolites, extracted from the samples and detected by and established mass spec based metabolomics platform and the statistical analysis of the resulting data, which typically consists of univariate significance tests (ttests, ANOVA, repeated measures analysis, etc.).

3. Market Research (see FAR Part 10).

Market Research was conducted and the results of market research are detailed in the attached market research document.

4. Acquisition Type.

This acquisition exceeds $10,000 and not expected to exceed $250,000, and conducted in accordance with FAR Part 13—Simplified Acquisition Procedures.

5. Acquisition Authority. This acquisition is conducted under the authority of the Federal

Acquisition Regulations (FAR) Subpart 13.106-1 (b) Soliciting from a single source. (1)

For purchases not exceeding the simplified acquisition threshold, contracting officers may solicit from one source if the contracting officer determines that the circumstances of the contract action deem only one source reasonably available (e.g., urgency, exclusive licensing agreements, or industrial mobilization).

6. Justification Rationale.

Only one source is available:

I hereby determine that the type of metabolomics analysis with the volume requirements listed herein is available from only one source, and competition is precluded for the reasons indicated below. There are no substitutes available. This acquisition is restricted to Emory University - Clinical Biomarkers Lab. 615 Michael Street, Suite 205, Atlanta, GA 30322. Point of contact: Tony Haney, 1-404-712-9668.

The estimated cost of the required item or service is $249,824 and is required to be performed by 08/01/2026.

The essential characteristics of the untargeted metabolomics analysis that limit the availability to a sole source are the type of analysis required and the limited volume of sample available. Only this suggested source can furnish the requirements, to the exclusion of other sources, because Emory University Clinical Biomarkers Lab will perform a relative concentration profile of all structurally named small molecule entities, which can include both endogenous compounds, xenobiotics, and their metabolites, extracted from the samples and detected by an established mass spec based metabolomics platform and a statistical analysis of the resulting data. Emory is the only facility able to provide the depth of coverage and specificity required by EGS with the sample volume of serum available (15 microliters).

7. Any other facts supporting the justification. Emory is the only company that can provide the services requested with the amount of sample available.

8. Project Officer Certification. The undersigned program official(s) certifies that the information in support of this justification for the proposed acquisition has been reviewed, is completed and correct to the best of my knowledge and belief and recommends approval.

Project Officer Date

9. Contracting Officer Certification. The Contracting Officer certifies that the justification for the proposed acquisition has been reviewed and that to the best of my knowledge and belief the information and/or data provided to support the rationale and recommendation for approval is accurate and complete and in accordance with FAR

13.106-1(b)(1), the facts of this acquisition preclude the use of full and open competition.
