LEASE NO. GS‐04P‐LTN00343 LESSOR: ______ GOVERNMENT: ________

BUILDING/SPACE GUIDELINES FOR AOD/FMB

The building and space requirements below are guidelines to building and space information that may be required for the market research and Solicitation for Offer (SFO) documentation.

GENERAL:

Office space vulnerability of window exposure to public areas, streets, and parking facilities, will be evaluated by the market survey team on a case-by-case basis.

Building setback distance from public streets or unrestricted parking areas will be evaluated by the market survey team on a case-by--case basis.

LOCATION WITH IN THE BUILDING:

Secret Service offices will not be located on the ground floor, or top floor, of any building.

Space should be located on the third (3) to seventh (7) floors.

The offices will be located in contiguous space on one or more floors.

Secret Service offices will not be located in window space that is adjacent to outside fire escapes, ledges, balconies, or mezzanines or directly above the loading dock area.

BUILDING SECURITY:

The building Preference will be given to a building with a 24-hour security system.

Secret Service personnel must have 24-hour unrestricted access to the office space and parking.

PARKING:

Parking/within an adjacent parking garage is the optimum situation. These buildings will be considered before other buildings that do not offer that alternative. A building, which sits above a parking garage, will also be considered, depending upon access control to the parking garage.

Special security requirements for the parking area for official vehicles will depend on local conditions, which will be evaluated before the market survey. If on-site or adjacent parking is available, parking will be within a reasonable walking distance of approximately one block of the office building.

The parking place and/or drop off point will be close to an elevator so that it provides service to the office location. This is desirable when prisoner handling is necessary.

HVAC:

A building that has a HVAC system, zoned floor to floor, or within a floor, and is energy efficient, WILL be given priority over other buildings that do not have these capabilities.

Buildings with HVAC systems that are turned off over weekends MUST have the capability to provide 24-hour cooling/HEATING when Secret Service personnel are working after hours or on the weekends. Certain areas, such as labs, communications equipment & TSD equipment, duty desk, etc., WILL require 24-hour cooling. If needed, an additional independent HVAC system could be installed to provide the MANDATORY 24-hour cooling to these areas.

Elevators:

A freight or public elevator that can be keyed off for exclusive use by the USSS is desirable when transporting prisoners.

The elevators WILL go from the drop off point in the parking area to the floor on which our office is located.

Access to both the freight elevator and loading dock must be made available to USSS personnel.

All public elevators that open into Secret Service space WILL grant access only to the Visitor Waiting Lobby during normal working hours only.

LEASE NO. GS‐04P‐LTN00343 LESSOR: ______ GOVERNMENT: ________

All other elevators that open into Secret Service space require access control devices systems and/or elevator foyers locked from secret service space.

Egress:

Every effort WILL be made to design our space so that our office has two ways of egress, a front door and a back door. Preferably, the doors WILL NOT be located near each other and will open out into different hallways or stairwells.

Emergency Signaling Devices:

Audio speakers WILL not be installed inside private offices. Required speakers WILL be installed in the Secret Service hallway immediately outside the private offices with the volume adjusted so that people inside these offices can hear the alarm.

Emergency lighting WILL be provided throughout the space. This can be achieved either through stand-alone emergency lighting fixtures, or by having the building standard ceiling lights on an emergency lighting circuit that is supported by a standby generator.

Perimeter Doors:

Specifications for all perimeter doors to our office space:

Single solid-core wood doors at least 1-3/4 inches thick. ALL PERIMETER DOORS SHOULD BE BALLISTIC (LEVEL 3). With a 4 x 8 sheet of armor (Level 3) on each side.

Equipped with heavy-duty door closer (On case by case basis single core wood doors 1 3/5 inch thick may be deemed acceptable! Also 16 Ga. steel doors hung in a metal frame are acceptable, if that is the building standard door.)

Equipped with door stoppers.

Hung in a metal frame. (14 Ga.)

Double, glass, and doors with louvers are unacceptable, unless these doors open into the Waiting/Lobby Room from a public hallway & not to be considered perimeter doors!

If doors must be installed so that the hinge pins are exposed in the unsecured area, then non-removable pins WILL be installed.

On out-swinging doors, a steel protector plate, which precludes access to the latch-bolt and deadbolt, must be installed on the door.

Lockset, core and other access security devices will be provided during the design phase of the project.

Perimeter Walls:

All perimeter walls are to be constructed at a minimum of STC 45, so that sound originating in the rooms at a level of normal human speech is not audible in any adjoining room. ONE SHEET

OF BALLISTIC MATERIAL (4’X8’) WILL BE INSTALLED ON EACH SIDE OF PERIMETER

DOORS, WHEN ARMORED DOORS ARE USED.

3-1/2 inch thick fiberglass insulation.

The walls WILL be constructed of slab-to-slab drywall.

9-gauge expanded steel mesh will be installed slab to slab. The expanded steel WILL be securely attached to (16 Ga.) steel studs every six (6) inches using diamond-shaped fender washers designed for that purpose. The joints WILL overlap at the studs to provide strength.

After inspection and approval of the expanded steel installation by the Tenant (or their designee), the expanded steel WILL be covered with drywall.

Wallboard, gypsum: 5/8-inch type X gypsum OR EQUIVALENT, attached to 16”gauge steel studs spaced at 16” inches O.C. securely anchored to the floor and ceiling.

If air plenum transfer openings are required in perimeter walls, Acoustical Z-ducts are to be installed in these openings. Z-ducts are Z shaped sheet metal air transfer ducts lined with

compress fiberglass material to attenuate sound transfer from tenant office space to adjacent office space. A diagram of a Z-duct is attached. If the air transfer opening is larger than 96 square inches, it is to be covered with 9-gauge expanded steel mesh, which is firmly anchored to the wall studs inside the secured area, or half-inch steel bars spaced five (5) inches o.c.

The area of any angle opening WILL not exceed 96 square inches, unless needed for ventilation and covered with Z-duct.

Fire Detection and Suppression (Sprinkler) Systems:

The Agency requires a fire detection system that provides 100% coverage of the controlled office area.

All detection systems used must meet or exceed local and NFPA national fire detection codes.

IT IS INCUMBENT UPON THE CONTRACTOR TO ENSURE ALL DOORS, SECURITY

DEVICES AND ACCESS CONTROL SYSTEMS MEET OR EXCEED LOCAL AND NATIONAL

NFPA FIRE CODES.

In some offices, the installation of a suppression system may be required. The use of a suppression system WILL require modifications to the electrical and air handling systems. If this installation is necessary, it WILL be identified when floor plans are prepared.

All problems with the systems protecting the Agency’s space WILL be reported to the field office supervisor.

Radio Communication Antenna(s) and Base Station(s):

It may be necessary to install a radio communication antenna(s) on the roof of the building and radio communication base stations with associated equipment in the elevator equipment area or similar type area near the roof.

Coaxial cable(s) will have to connect the antenna(s) to the base station(s).

At a minimum, a dedicated 20-amps, 120 VAC, duplex outlet WILL be required for power to each base station installed and telephone keying lines for remotely controlling the base station(s).

A building ground WILL also be provided for the radio base station(s).

EVERY EFFORT SHOULD BE MADE TO RESTRICT ACCESS AND SECURE BASE

STATIONS.

Generator Service:

Some offices may require emergency generator service to be provided to essential areas such as communication and equipment room that house radio equipment, alarms and access control devices and intrusion detection system. NOTE: The Agency does not have an immediate need for generator service. However, the lessor WILL provide information as to the availability of this service, its specifications and proximity to the proposed communication and equipment room.

Cleaning:

Office cleaning must be performed during normal working hours.

Maintenance should be aware that name checks will be conducted on cleaning and maintenance personnel.

Finishes:

Carpeting WILL be provided and installed throughout the office, EXCEPT in the file room, mail room, forms room, secured storage, Evidence Storage Room, Communication Equipment Room, TSD Equipment Closet, locker room, ECSAP Labs, Break Rooms, and the Prisoner Processing Room. These rooms WILL have STATIC-FREE vinyl floor covering, ceramic tile or

VCT.

LEASE NO. GS‐04P‐LTN00343 LESSOR: ______ GOVERNMENT: ________

The Duty Agent Room, ECSAP Lab, TSD Equipment Closet, and the Communications Equipment Room, may have a need for a raised floor.

The Secret Service representative WILL provide a finish package indicating flooring, paint, wall-covering and other finish selections required. The agency may request interior designing recommendations from Lessor’s architectural/design firm.
