1.0 INTRODUCTION
The USACE conducted this sediment study within the Maurice River and New Jersey Intracoastal Waterway (NJIWW) Federal navigation channels to provide pre-dredging chemical sediment analysis. These data will be used for ongoing evaluation of channel sediment quality and will support a dredge permit. An environmental concern over hydraulic dredging is the potential that contaminants trapped within sediments will be released and mobilized to the water column (and hence to biota). This data report summarizes the results of chemical analysis of sediment collected from two locations in the NJIWW channel in the vicinity of Bader Field in Atlantic City, one location in the NJIWW channel near Ocean City/Longport, three locations in the NJIWW channel in the vicinity of Nummy Island/Ring Island/Great Flats, four locations in the NJIWW channel in the vicinity of Wildwood, six locations in the NJIWW channel in the vicinity of Wildwood Crest, five locations in the Cape May Canal, five locations in the Maurice River navigation channel, and three locations in the Maurice River intertidal mudflats. A total of 29 sediment cores were collected from July 14 to July 22, 2022. The sample locations are shown in Appendix A.
2.0 METHODS
The sampling design and analysis plan for this project followed recommended field and analytical methods summarized in The Management and Regulation of Dredging Activities and Dredged Material in New Jersey’s Tidal Waters, October 1997. The vibracoring was performed by Aqua Survey, Inc., a subcontractor to Tetra Tech, using a Rossfelder P3 vibracorer. The core barrels were lined with a soft plastic liner that was retained in place with a stainless steel core cutter/catcher.
Sediment cores were obtained from 29 locations within the Maurice River and New Jersey Intracoastal Waterway (NJIWW) Federal navigation channels, including five locations in the Cape May Canal, five locations in the Maurice River channel, four locations in the channel near Wildwood, six locations in the channel near Wildwood Crest, three locations in the channel near Nummy Island, one location in the channel near Ocean City/Longport, and two locations near Bader Field. Three samples were collected from the intertidal mud flats in the Maurice River.
Sample locations are depicted in Appendix A. Table 1 summarizes the collection information for the 29 locations. After each core was retrieved, the sample liner was cut open and the sediment sample was collected using a stainless steel trowel. The top six feet of the core was composited for the bulk sediment analyses (Table 3) for all the samples (provided sufficient recovery) except for the Maurice River intertidal mud flat samples, for which the top two feet was composited. The sediment was thoroughly homogenized in a stainless steel bowl and then transferred to the appropriate sample containers. Sub-samples for volatile organic compounds and semi-volatile organic compounds were collected from the sediment core prior to homogenization to minimize volatilization during the sampling process. Eurofins TestAmerica of Pittsburgh, Pennsylvania performed the laboratory analyses. Table 2 summarizes the analytical parameters and the analytical methods used. Sediment core logs and photographs are included in Appendix B.
The stainless steel sampling equipment was decontaminated using an alconox detergent wash, DI water rinse, nitric acid rinse, DI water rinse, ethanol rinse, and DI water rinse. All samples were stored in the dark at 4 degrees Celsius (°C) until analysis. Two equipment blanks were created
APPENDIX B40 Page 4
September 21, 2022 during the sampling immediately after the equipment was decontaminated, one for the NJIWW sampling and one for the Maurice River sampling (Table 6).
Sufficient amounts of water were collected at mid-depth in the water column in vicinity of each sediment core location for the preparation of the elutriate. Additional site water was collected near sample locations N-3 (NJIWW) and MR-7 (Maurice River) to represent background surface water conditions (Table 6).
3.0 RESULTS
Bulk sediment results were compared to the New Jersey Department of Environmental Protection (NJ DEP) Residential and Nonresidential Remediation Standards for Soil (N.J.A.C 7:26D Remediation Standards, 2017), and NJ DEP Sediment Ecological Screening Criteria (ESC) for Saline Water. The sediment samples were analyzed for inorganics, pesticides, PCBs (as aroclors), volatile organics, semivolatile organics, cyanide, and TOC (Table 3). Grain size analyses of the bulk sediment samples were also conducted and the results are included in Appendix C. Laboratory Reports are included as Appendix D. There were no exceedances of NJ DEP Remediation Standards for Soil at any of the 29 sampled locations. As shown in Table 3, several metals and semivolatile organics slightly exceeded ESC at Bader Field, Maurice River (metals only), and Wildwood (sample WW-3, mercury only). Most of the ESC exceedances were for the ESC low effects to benthic organism criteria.
In Tables 4 and 5, total and dissolved elutriate results for total cyanide, inorganics, semivolatile organics, pesticides, and PCB aroclors were compared to acute criteria for the protection of aquatic life in saline waters, as listed in NJ DEP Surface Water Quality Criteria for Toxic Substances (N.J.A.C. 7:9B-1.14(f), amended 2020). Saline aquatic life criteria were used because salinity in the project area is typically above 3.5 parts per thousand (ppt). Acute criteria were evaluated because of the short-term nature of a dredged material disposal operation.
The NJ DEP Surface Water Quality Criteria, specifically aquatic life acute criteria for metals, are expressed as the dissolved form of the metal. For this reason, it is appropriate to evaluate the filtered elutriate results with respect to aquatic life acute criteria. The filtered elutriate sample results for metals were below these criteria (Table 5). The unfiltered elutriates had suspended sediment concentrations ranging from 0.013 g/L (WW-4) to 0.680 g/L (WC-2), see Table 4. This suspended sediment accounts for the slightly higher concentrations of inorganics in the unfiltered elutriates compared to the filtered elutriates. There were no exceedances of aquatic life acute criteria for pesticides, or semivolatile organics for total and dissolved elutriate results, as shown in Tables 4 and 5. There are no listed acute criteria for PCB aroclors; however, PCB aroclors were not detected in any of the elutriate samples. There is no listed acute criterion for total cyanide;
however, it was not detected in any of the elutriate samples, except for the filtered elutriate for MR-6, where total cyanide was detected at a low, estimated concentration of 8 ug/L, equal to the method detection limit.
It should be noted that pentachlorophenol is the only semivolatile organic compound with a listed NJ Surface Water aquatic life acute criterion. However, water quality criteria for semivolatile organics, specifically polynuclear aromatic hydrocarbons (PAHs), are available in peer reviewed
APPENDIX B40 Page 5
September 21, 2022 literature (see DiToro et al., 2000). As shown in Tables 4 and 5, none of the detected PAH concentrations for the total and dissolved elutriates exceeded final chronic values as listed in DiToro et al., 2000. Detections of semivolatile organics, including PAHs, were of low concentration and generally sporadic.
Two background surface water samples were tested for total cyanide, metals, semivolatile organics, pesticides, and PCB aroclors. The background surface water samples were collected near MR-7 (Maurice River) and near N-3 (NJIWW). All results were below NJ DEP aquatic life acute criteria (Table 6). In addition, detected PAH concentrations for the surface water samples were below final chronic values as listed in DiToro et al., 2000. Detected concentrations of semivolatile organics in background surface water were few (four detects) and of low concentration. Neither total cyanide nor PCB aroclors were detected in surface water.
4.0 CONCLUSIONS
Results and conclusions from the laboratory analyses of sediment, elutriates, background surface water, and comparisons to NJ DEP sediment and surface water criteria are summarized below.
There were no exceedances of NJ Soil Residential and Non Residential Remediation Standards for soil in any of the sediment samples. Sediments were tested for total cyanide, metals, volatile organics, semivolatile organics, pesticides, and PCB aroclors.
Several metals and semivolatile organics slightly exceeded ESC at Bader Field, Maurice River (metals only), and Wildwood (sample WW-3, mercury only, low effects). Most of the ESC exceedances were for the low effects to benthic organism criteria.
The unfiltered and filtered elutriate sample results were below NJ Surface Water acute criteria for protection of aquatic life. Elutriates were tested for total cyanide, metals, semivolatile organics, pesticides, and PCB aroclors. PCB aroclors were not detected in any of the elutriate samples, and there was one low-level detection for total cyanide. In addition, elutriate total and dissolved results for semivolatile organics, specifically PAHs, were compared to final chronic values as presented by DiToro et al., 2000. None of the detected PAH concentrations for the elutriates exceeded final chronic values as listed in DiToro et al., 2000. Detections of semivolatile organics, including PAHs, were of low concentration and generally sporadic. Therefore, adverse impacts to aquatic life from effluent from a confined disposal facility (if used) is not expected.
Background surface water was tested for total cyanide, metals, semivolatile organics, pesticides, and PCB aroclors. The results were below NJ DEP aquatic life acute criteria.
PCB aroclors and total cyanide were not detected. In addition, detected PAH concentrations for the surface water samples were few (four detects) and of low concentration, below final chronic values as listed in DiToro et al., 2000.
Based on the results of these analyses, there is no reason to believe that dredging shoaled material from the Maurice River and New Jersey Intracoastal Waterway (NJIWW) Federal navigation channels would cause any adverse impacts due to existing contaminants within the sediment.
