GEOTECHNICAL DATA REPORT
1 SCOPE
The information provided in this section encompasses the geotechnical field investigations available for this project. The investigations consist of borings and surface samples. The associated boring logs and laboratory data are presented in paragraphs 4.5 and 4.6, respectively.
Available vibracore penetration reports are attached in paragraph 4.7. A character of materials paragraph is included to provide a comprehensive description of the materials utilizing both recent and historical knowledge of the project area. Also included in this section are definitions of terms and boring log notes, which provide additional explanation of the boring logs and drilling techniques.
Items discussed in the character of materials paragraph may not appear explicitly on the boring logs. Based on historic knowledge of the project area, the character of materials paragraph includes items that supplement the data documented by the boring logs. When reviewing the boring logs, use all of the data on the logs, including the materials description, legend, and blow counts. When evaluating the subsurface conditions, use all of the data, including the character of materials paragraph and boring logs.
During the solicitation period, any questions that pertain to the information provided in this section should be addressed to the contract specialist identified in Block 9 of SF1442. After contract award, questions should be addressed to the appointed ACO/COR, which will coordinate with Geosystems Branch.
2 CHARACTER OF MATERIALS
2.1 THE LOCAL GEOLOGY
The local geology of the project area is characterized by Pleistocene and Holocene age, marine terrace and beach ridge sediments, which were deposited on an irregular and undulating surface.
The thickness of these deposits can be up to 10 feet in the St. Johns River valley. The deposits are thickest below the ridges and in places where they overlie depressions. The deposits consist primarily of tan to yellow, medium to fine grained quartz sands, which are locally stained rusty brown or red due to iron oxide. Locally thin gray sandy clay beds, which contain occasional mollusk shells, are present, particularly near the coast.
Beneath these sediments, the Pliocene age Cypresshead Formation is encountered which typically consists of tan or light gray quartz sand, shell, and clayey sand/sandy clay. The Miocene age Charlton Member of the Coosawhatchie Formation underlies the Pliocene age sands in the project area. Contained within the Hawthorn Group, the Charlton Member includes limestone, dolostone, clay, and phosphates. The thickness of the Miocene age Charlton Member and the Pliocene age deposits ranges from as little as 25 feet to more than 130 feet in the project area.
The Miocene age Hawthorn Group consists mainly of dark gray and olive green sandy to silty clay, clayey sand, clay, sandy limestone, and dolostone., The lithology of the unit is distinguished by the presence of significant percentages of black phosphate sand, granules, and pebbles. The Hawthorn Group ranges in thickness from about 250 feet to as much as 500 feet in the project area.
2.2 MATERIALS ENCOUNTERED
Jacksonville Harbor has been dredged, historically, multiple times for maintenance and deepening. The last comprehensive dredging event of Cut-3 through Cut-41, cut-43 through the
Jacksonville Harbor O&M
SECTION 00 31 32-3
Lower Terminal Channel, and Cut-G, was in 2022/23. Cut-42 was deepened in 2020/21 and has not been dredged since. Cut-3 through Cut-41 were maintenance dredged after deepening was complete in 2021.
The shoaling material to be dredged is described below. Additionally, there will be material in the channel dredge template that sloughed in from the side slopes, containing gravel to boulder-size rock fragments, clay balls, and remnants of relict oyster beds. The overdepth will also contain gravel to boulder-sized rock fragments, relict oyster bed remnants, and stiff clays remaining from channel deepening. Any in situ rock, if encountered, is not required to be dredged.
This is an active navigation channel and trash and debris, such as ropes, anchors, aluminum cans, and plastic bottles from navigation activities are present in the materials to be dredged.
Vibracore and SPT/core borings were collected to characterize the material to be dredged. The material above the design depths shown on the boring logs drilled in 2018 or before, has been removed. However, the borings give important information about the material in the side slopes and overdepths of the channel.
All sampling locations are depicted on Plates 2 through 4 with boring locations listed in Tables 1 and 2, and surficial sampling locations in Table 3. Laboratory data for the project is summarized in Table 4.
2.2.1 Materials Encountered: Cut-17 through Cut-41
Vibracores were collected in January 2022 to characterize the shoaling material to be dredged.
The material shown on the core boring logs drilled prior to 2019 in cut-18 through cut-42 has been removed to the design depths plus overdepth.
The material encountered is shoaling material consisting of poorly-graded quartz sand (SP), sand with silt (SP-SM) and silty sand (SM), clayey sand (SC) with varying amounts of sand to gravel-sized shell, including oyster shell. Remnants from the deepening material, characterized as gravel to boulder-size rock fragments, clay balls, and relict oyster bed fragments are mixed in with the shoaling material to be dredged.
2.2.2 Materials Encountered: Cut-42 and Turning Basin
Cut-42 and the turning basin have not been dredged since the completion of the deepening to -47 feet MLLW plus overdepth. Recent borings from after the deepening are not available. The material shown on the boring logs included in this GDR for cut-42 and the turning basin has been removed to the design depths plus overdepth. The upper few feet of material shown on the boring logs indicate the typical shoaling material for cut-42 and the turning basin.
The dredge material encountered is shoaling material consisting of silt (ML and MH), silty sand (SM) and clayey sand (SC) with varying amounts of sand to gravel-sized shell, including oyster shell. Remnants from the deepening material, characterized as gravel to boulder-size rock fragments, clay balls (gravel to boulder-size), and relict oyster bed fragments are mixed in with the shoaling material to be dredged.
2.2.3 Materials Encountered: Cut-52 through Upper Terminal Channel
The material presented on the boring logs within the dredging template has been removed by previous dredging events with subsequent shoaling of similar material. However, the historic boring logs still provide valid information about the materials in and below the dredge template and in the slopes and thus, indicate what type of dredge material can be expected.
The material encountered within the dredged template consists of silt, clay, and sand with various amounts of silt and clay. Surficial samples were collected in March 2020 in the Terminal Channel and laboratory tests, including grain-size, Atterberg limits and water contents, were performed on
Jacksonville Harbor O&M
SECTION 00 31 32-4
the samples. The testing result classified the samples as supersaturated, highly plastic clay and silt with water contents up to 450%, silty and clayey fine-grained quartz sand.

4.3 BORING LOG NOTES
Borings of the CB-JHB03-, CB-JHPM09-, CB-JH14- CB-JH18- series were driven using the Standard Penetration Test (SPT) procedure with a 140 pound hammer with a 30-inch drop using a
2.0 foot split spoon (1 3/8-inch I.D. and 2-inch O.D.). Borings were advanced in 18-inch intervals, or until refusal was encountered. Refusal is defined as a total of 50 blows of the hammer within any 6-inch increment, a total of 100 blows within any 1-foot increment, or no observed advance of the sampler after 10 successive blows of the hammer. When refusal was encountered, the borings were continued with a 4-inch by 5 1/2-inch diameter core barrel until the rate of penetration indicated softer material, at which point the SPT procedure was resumed.
The CB-42- series, and CB-94, CB-95, CB-97, CB-98, CB-99, CB-J91-15, CB-J91-16, CB-91-18 were driven using a 300 pound hammer with a 18-inch drop using a 2.0 foot split spoon similar to the Standard Penetration Test (SPT) procedure. The blow counts indicated are those required for sampling only and do not correlate to the N-values of a SPT.
Jacksonville Harbor O&M
SECTION 00 31 32-14
All vibracore borings were sampled using an Alpine style, pneumatic vertical hammer, vibracore drilling apparatus having a continuous 20-foot by 3 or 3 1/2-inch core barrel with clear plastic core liner until refusal was encountered. Refusal is defined as no additional penetration of the vibracore with two minutes of additional effort applied to penetrate through the resistant layer at maximum vibration. Available penetration reports are attached in Paragraph 4.7.
All Surficial Samples were collected with an AMS 6”x6”x6” clam shell sampler weighing approximately 25 pounds. The sampler was tied to nylon rope and mounted on a shipboard winch with pulley. During sampling, the clam shell was allowed to free-fall from the winch at the target location.
4.4 INSPECTION OF RECOVERED MATERIALS
The material recovered from borings marked with a checkmark in Tables 1 and 2 is available for inspection by prospective offerors at the Corps of Engineers District warehouse listed below:
Address: 3077 Talleyrand Avenue Jacksonville, Florida Hours: 7:00 am to 2:30 pm
The recovered materials will be available for inspection during normal business hours as noted above, except Federal holidays, during the entire bid period. Prospective offerors shall notify the project geologist at 904-232-1890 or Chief, Geology and Explorations Section at 904-232-1617 at least seven (7) working days before the visit. The following information will be required to schedule the visit: (1) the project title; (2) the specific borings or entire set which are to be viewed; (3) the date, time, and duration of the visit; the name of the person(s) and company to view the borings; and
(5) a point of contact and phone number regarding the visit. Prospective offerors shall record their material examination visit in a record book maintained at the inspection site.
It is strongly suggested that prospective offerors view the samples before submitting their bid.

4.5 BORING LOGS
Applicable boring logs are presented on the following pages.
The borings presented in this section are available historic and recent borings within the project area. Most of the materials within the project template presented on the historic boring logs drilled before 2021 have been removed by previous maintenance and deepening dredging events with subsequent shoaling of similar materials. The current elevations of the materials at these locations are shown on the contract drawings.
While the Government’s borings are representative of subsurface conditions at their respective locations and vertical reaches, local variations in the characteristics of the subsurface materials of this region are to be expected. .
