1. The following water stage, wind, wave, and weather data are provided for inclusion in the subject project’s P&S. The water level datums provided here are for information only and are not for use in conjunction with any contract-related hydrographic surveying.

a) Water Stages. Water levels in the project area are mainly affected by wind and semi-diurnal tidal fluctuations in the Atlantic Ocean. The project area is subject to tropical system storm surge from June through November. Surge from extratropical storms may affect the area any time of the year.

Elevations of tidal datums in the vicinity of the project area were gathered using the National Oceanic and Atmospheric Administration’s (NOAA) National Ocean Service (NOS) tide station shown in Figure 1 and Table 1. These data are referenced to Mean Lower-Low Water (MLLW) from the tidal epoch period of 1983 – 2001 and are based on a controlling tide station near Miami Beach, Florida (NOAA Tide Station 8723170). Additional tidal data on stations in the vicinity of the subject project area can be found at the following website:

https://tidesandcurrents.noaa.gov/map/index.html?region=Florida.

The elevations in Table 1 are taken from NOAA’s Tide Station 8723050 (North Miami Beach FL).

These datums are based on a 12-month analysis from May 1973 – April 1974 from a point on the Atlantic Coast at the Newport Fishing Pier in the City of Sunny Isles.

Daily tidal predictions at locations along the coastline of North and South America, including locations in the vicinity of the project area, are included in the publication East Coast of North and South America Tide Tables, United States (U.S.) Department of Commerce, National Oceanic and Atmospheric Administration, National Ocean Service. In addition to daily tidal predictions, this publication provides mean tide levels, diurnal tide ranges, and some astronomical data (sunrise, sunset, moonrise, and moonset). Of note, tidal data provided in this publication are also listed at the following website: https://tidesandcurrents.noaa.gov/tide_predictions.html.

b) Wind and Wave Data. The publications in this section include wind and wave information in the vicinity of the project area. They are available for review at the websites or agencies indicated.

1. U.S. Coast Pilot Volume 4, Atlantic Coast: Cape Henry to Key West, U.S. Department of Commerce, National Oceanic and Atmospheric Administration, National Ocean Service is a publication that supplements the navigational information shown on NOAA’s NOS nautical charts and provides miscellaneous meteorological data. This publication is available through NOAA or on the following website: https://nauticalcharts.noaa.gov/publications/coast-pilot/index.html.

2. U.S. Army Corps of Engineers’ Coastal & Hydraulics Laboratory, Wave Information Study (WIS) Database is a wave hindcast database for various stations located along the U.S.

Atlantic, Gulf of Mexico, and Caribbean coastlines. WIS Station 63469 is located in roughly 296.0 meters (m) of water relative to the Mean Sea Level (MSL) datum (i.e. 971.1 feet [ft] MSL) at 25° 55.2' N, 79° 55.2' W. This station lies approximately 12.5 miles east of the Sunny Isles. Available data includes a hindcast time series of wave heights, periods, and directions taken at 1-hour intervals for the 35-year period of 1980 – 2014. The following website provides links to WIS summary tables and plots, as well as other sources of wave data: http://wis.usace.army.mil/.

3. National Data Buoy Center (NDBC) Website provides a wide range of real-time and archived meteorological and oceanographic data collected at offshore and nearshore stations worldwide. Data provided on this website include wind speed, wind gusts, atmospheric pressure, air temperature, sea temperature, wave height, and wave period. Gauge readings are updated hourly, and archived data is available for most stations. The website address for data relevant to Florida projects is http://www.ndbc.noaa.gov/maps/Florida.shtml.

c) Weather Conditions. The project area is subject to tropical systems June through November and to windy and rainy weather any time of the year. The climate of the area is essentially tropical, as temperatures below freezing are seldom. During the wet season (May through October), rainfall events are usually short and sporadic and closely associated with convective activity. Winter months generally constitute the dry season, where rainfall is typically associated with mid-latitude, or extratropical, systems and distributed in a more spatially uniform pattern. Daily rainfall events in the dry season are occasionally heavy when mid-latitude systems impact northeast Florida.

Notably, hazardous thunderstorms can occur in this area at any time of the year.

1. It is the contractor's responsibility to obtain information concerning weather conditions in the project area. The Climate Data Online website (http://www.ncdc.noaa.gov/cdo-web/)

SECTION 00 33 50 Page 4 published by NOAA’s National Centers for Environmental Information (formerly the National Climatic Data Center) in Asheville, North Carolina contains climatological and meteorological data relevant to this region. Available data include quality-controlled daily, monthly, seasonal, and yearly measurements of temperature, precipitation, wind, and degree days as well as radar data and 30-year climate normals.

NOAA’s Climate Data Online website also includes 1981 – 2010 Monthly Normals at the following website: http://www.ncdc.noaa.gov/cdo-web/datatools/normals. This product provides monthly average values for temperature, precipitation, and other information. NOAA’s Miami Beach, FL station (ID USW00092811) lies roughly 8.0 miles south of Sunny Isles at 25° 48.4' N, 80° 8.0' W, where monthly normal rainfall data are provided over the period of record from January 2010 to December 2010.

1.7.1 Established Project Control

The Government has established monuments along the work site(s). Each monument is represented in the contract drawings by a Designation and in most cases, an alphanumeric Permanent Identifier (PID). Information concerning the location and elevations can be found within the Survey Notes on the plan sheets. The Survey Notes for each included field survey will cite a particular survey number, and specify the control used to conduct that survey. Additional information is included in the Survey Notes that must be duplicated if an attempt to recreate the subject survey is desired.

For navigation channels, the Government has established tidal calibration sites for projects constructed and maintained to a tidal datum. Each tidal calibration site is represented in the plan sheet drawings by Station ID, and is cited in the Survey Notes. All projects constructed and maintained to a tidal datum shall be calibrated to the Station ID specified in the plan sheet drawings. Information regarding the location and associated benchmarks of the referenced Station ID is included in the Monument Description section of these specifications.

See Section 00 31 21 CONTROL MONUMENT DESCRIPTIONS.

1.7.2 Layout

From the monuments, control data and elevations established by the Government, complete the layout of the work and obtain all measurements that may be required for the execution of the work to the location and limit marks prescribed in the specifications or on the contract drawings, subject to such modifications as the Contracting Officer may require to meet changed conditions or as a result of necessary modifications to the contract work.

1.7.3 Survey

Provide equipment, tools, material, labor for laying out any part of the work from the monuments, control data, and elevations established by the Government. Maintain and preserve all monuments, stakes and other marks established by the Contracting Officer until authorized to remove them, and if such marks or monuments are destroyed by the Contractor or through negligence, prior to their authorized removal, they may be replaced by the Contracting Officer, at their discretion, and the expense of replacement will be deducted from any amounts due or to become due the Contractor.

The Contracting Officer may require that work be suspended at any time when location and limit marks established by the Contractor are not reasonably adequate to permit checking of the work.

SECTION 01 11 00 Page 4

1.8 DAMAGE TO WORK

The responsibility for damage to any part of the permanent work will be as set forth in Clause PERMITS AND RESPONSIBILITIES of Section 00700 CONTRACT CLAUSES in Volume 1. However, if, in the judgment of the Contracting Officer, any part of the permanent work performed by the Contractor is damaged by flood, earthquake, hurricane, or tornado, which damage is not due to the failure of the Contractor to take reasonable precautions or to exercise sound engineering and construction practices in the conduct of the work, make the repairs as ordered by the Contracting Officer and full compensation for such repairs will be made at the applicable Contract unit or job prices as fixed and established in the Contract. If, in the opinion of the Contracting Officer, there are no contract unit or job prices applicable to any part of such work, an equitable adjustment pursuant to Clause CHANGES of Section 00700 CONTRACT CLAUSES in Volume 1 will be made as full compensation for the repairs of that part of the permanent work for which there are no applicable contract unit or job prices. Except as herein provided, damage to all work (including temporary construction), utilities, materials, equipment and plant shall be repaired to the satisfaction of the Contracting Officer at the Contractor's expense, regardless of the cause of such damage.

1.9 EXISTING WORK

In addition to FAR 52.236-9, Protection of Existing Vegetation, Structures, Equipment, Utilities, and Improvements:

a. Remove or alter existing work in such a manner as to prevent injury or damage to any portions of the existing work which remain.

b. Repair or replace portions of existing work which have been altered during construction operations to match existing or adjoining work, as approved by the Contracting Officer. At the completion of operations, existing work must be in a condition equal to or better than that which existed before new work started.

1.10 TIME EXTENSIONS FOR UNUSUALLY SEVERE WEATHER (31 OCT 1989)

This provision specifies the procedure for the determination of time extensions for unusually severe weather in accordance with the Clause DEFAULT (FIXED-PRICE CONSTRUCTION) of Section 00700 CONTRACT CLAUSES in Volume 1. In order for the Contracting Officer to award a time extension under this clause, the following conditions must be satisfied:

a. The weather experienced at the project site during the contract period must be found to be unusually severe; that is, more severe than the adverse weather anticipated for the project location during any given month.

b. The unusually severe weather must actually cause a delay to the completion of the project. The delay must be beyond the control and without the fault or negligence of the Contractor.

1.10.1 Contractor Responsibility

The project area may be affected by stormy, windy and/or rainy weather, including thunderstorms, during any time of the year. Obtain information concerning rain, wind and wave conditions that could influence safety, hauling and placement operations prior to submitting a proposal or bid.

SECTION 01 11 00 Page 5

a. Research the project site conditions and incorporate potential adverse weather delays into their schedule prior to submitting a proposal or bid. Develop a schedule of monthly anticipated adverse weather based on the equipment to be used to complete the project and determine the conditions that would cause them to cease operations using the sources provided in Section 00 33 50 WEATHER, WATER STAGE AND TIDE DATA.

Include the anticipated adverse weather delays in all weather dependent activities in the progress schedule.

b. Upon acknowledgment of the Notice to Proceed (NTP) and continuing throughout the Contract, record on the daily CQC report the occurrence of adverse weather and unusually severe weather with the purpose to note impact to normally scheduled work. Actual adverse weather delay days must prevent work on critical activities for 50 percent or more of the Contractor's schedule to be considered unusually severe weather.

c. Include days impacted by actual adverse weather in the number of actual adverse weather delay days, calculated chronologically from the first to the last day of each month, and recorded as full days. If the number of actual adverse weather delay days exceeds the number of days anticipated for adverse weather by the Contractor, the Contracting Officer may convert any qualifying delays to calendar days, giving full consideration for equivalent fair weather work days that should have been anticipated for the conditions at the project location.

MEASUREMENT AND PAYMENT

PART 1 GENERAL

1.1 SUMMARY

This section describes how Line Items will be measured and paid for when making progress payments. Work to be measured is described in specification sections listed for each Line Item. Measurement procedures for payment, required quantity survey or procurement documentation and payment restrictions are described in applicable specification sections.

Allocate costs for work not specifically mentioned to the Line Item most closely associated with work involved. Unless there is a specific Line Item for administrative costs, such as Quality Control and Safety, allocate such costs proportionally across all Line Items.

1.2 RESIDENT MANAGEMENT SYSTEM (RMS)

1.2.1 Definition

The terms Contract Line Item Number (CLIN) and Line Item are interchangeable herein (e.g.: CLIN 0001 is Line Item 0001). The term CLIN is a contracting term used in the Resident Management System (RMS) payment data base.

1.2.2 Instructions

See Section 01 45 00 RESIDENT MANAGEMENT SYSTEM CONTRACTOR MODE (RMS CM) for more information on CLINs, schedule of values of pay activities and construction schedule, and payment procedures. The Contractor mode user manual with in-depth instructions can be downloaded from the RMS web site indicated in Section 01 45 00 RESIDENT MANAGEMENT SYSTEM CONTRACTOR MODE

(RMS CM).

1.3 SUBMITTALS

Government approval is required for submittals with a "G" designation;

submittals not having a "G" designation are for information only. When used, a designation following the "G" designation identifies the office that will review the submittal for the Government. Transmit submittal items in accordance with Section 01 33 00 SUBMITTAL PROCEDURES. Submit the following preconstruction submittal items no later than 30 calendar days after Notice to Proceed:

SD-01 Preconstruction Submittals

1.4 JOB PAYMENT ITEMS

Payment items for the work of this contract for which contract lump sum payments will be made are listed in the LINE ITEMS AND PRICING SCHEDULE

SECTION 01 22 00 Page 2 with the unit JOB and described below. All costs for items of work, which are not specifically mentioned to be included in a particular job or unit price payment item, shall be included in the listed job item most closely associated with the work involved. The job price and payment made for each item listed shall constitute full compensation for furnishing all plant, labor, materials, and equipment, and performing any associated Contractor quality control, environmental protection, meeting safety requirements, tests and reports, and for performing all work required for which separate payment is not otherwise provided.

Progress payments for job CLINs will be made in accordance with the Payments Under Fixed-Price Construction Contracts clause of Section 00700 CONTRACT CLAUSES in Volume 1. Submit Schedule of Values for Government approval with the baseline schedule submittal (see Section 01 32 01 PROJECT SCHEDULE). Include a list of pay activities to breakdown bid for each job CLIN as part of the RMS Schedule. Schedule of Values will become basis for CLIN and Pay Activity data in the RMS payment data base. An unbalanced Schedule of Values and Pay Activity Schedule will be returned for revision. If this contract contains either the Continuing Contracts clause or the Continuing Contracts (Alternate) clause, take into account the amount reserved for contract payments when preparing the construction schedule.

1.4.1 Construction/Vibration Control and Monitoring (Line Item 0003)

Payment will be made for costs associated with or incidental to the protection of existing structures from construction activities and monitoring. See Section 02 22 13 VIBRATION MONITORING REQUIREMENTS FOR

EXISTING STRUCTURES.

1.4.2 Environmental Species Monitoring (Line Item 0004)

Payment will be made for all costs associated with and incidental to species monitoring of migratory birds, sea turtles and other species as required in Section 01 57 20 ENVIRONMENTAL PROTECTION.

1.4.3 Turbidity Monitoring (Line Item 0005)

Payment will be made for costs associated with or incidental to obtaining, analyzing, and reporting the results of monitoring for turbidity. See Section 01 57 25 TURBIDITY AND DISPOSAL MONITORING.

1.5 UNIT PRICE PAYMENT ITEMS

Payment items for the work of this contract on which the contract unit price payments will be made are listed in the LINE ITEMS AND PRICING SCHEDULE and described below. The unit price and payment made for each item listed shall constitute full compensation for furnishing all plant, labor, materials, and equipment, and performing any associated Contractor quality control, environmental protection, meeting safety requirements, tests and reports, and for performing all work required for each of the unit price items.

Each Unit Price CLIN may be a single pay activity item or may be broken down into pay activities with smaller quantities equal to CLIN total.

Contract unit price multiplied by agreed quantity is full compensation.

SECTION 01 22 00 Page 3

1.5.1 Beach Fill (Line Item 0001)

1.5.1.1 Payment

a. Payment will be made for costs associated with or incidental to barricades and signs, debris removal, excavation and transportation of beach fill, constructing the beach profile and final dressing; noise control; condition surveys; restoration of all access areas to preconstruction condition; and monitoring and reporting turbidity.

See Sections 01 57 20 ENVIRONMENTAL PROTECTION, 01 57 25 TURBIDITY AND DISPOSAL MONITORING, and 35 30 00 BEACH FILL (TRUCK HAUL).

b. In addition to the above, payment will be made for in-place beach fill to the tolerance line indicated on both berm and slope. Payment quantities will be determined by the Government using average end area method of calculation, except in locations where a Construction Baseline (CBL) Points of Intersection (PI) existing between two stations and at the end tapers/transitions. At these two locations, Digital Terrain Model (DTM) surface-to-surface method of calculation shall be used. When beach fill is placed above the slough zone to compensate for wave action, payment will be based on a cut and fill calculation. Survey data in beach template tapers may be collected perpendicular to the toe of fill instead of the CBL based upon angle of taper. Determination shall be made at pre-construction conference. No payment will be made for material placed in excess of the tolerance template A(T) indicated on the drawings.

c. The Government will pay 95 percent (withhold 5 percent) of progress and total payment made under this line item until all access areas have been restored as indicated above. This is not considered retainage under clause PAYMENTS UNDER FIXED-PRICE CONSTRUCTION CONTRACTS of Section 00700 CONTRACT CLAUSES. This is considered payment withheld for work paid for under this line item which has not been performed. Acceptance of repairs to access routes may be subject to final approval of local permitting authorities.

1.5.1.2 Measurement

a. The maps and/or drawings already prepared (clause CONTRACT DRAWINGS, MAPS, AND SPECIFICATIONS of Section 00700 CONTRACT CLAUSES in Volume

1) are believed to represent accurately the existing conditions at the time the surveys were performed, but the depths and elevations shown thereon may be verified and corrected by elevations and soundings taken before commencing the work. Once quantities within a specified reach or section have been determined through the use of in-place measurement, they will not be reopened except on evidence of collusion, fraud, or obvious error.

b. Beach fill satisfactorily placed will be measured for payment by use of the average end area method and Digital Terrain Model (DTM) surface-to-surface difference method at the respective locations stated in subparagraph "Payment" above. The quantities will be computed by the Government in accordance with clause QUANTITY SURVEYS of Section 00700 CONTRACT CLAUSES in Volume 1. Measurement of quantity placed for pay purposes will be based on original and final surfaces made on the section or reach indicated on the drawings. The Contractor shall give 3 calendar days advance notice, in writing, to the Contracting Officer's Representative of the need to perform the original and final surveys. Quality Control Surveys shall be the

SECTION 01 22 00 Page 4 responsibility of the Contractor. Monthly partial payments will be based on approximate quantities determined by measurement of the in-place beach fill and in accordance with clause QUANTITY SURVEYS of Section 00700 CONTRACT CLAUSES in Volume 1.

c. In accordance with clause QUANTITY SURVEYS of Section 00700 CONTRACT CLAUSES in Volume 1, the Government will perform pre- and post-construction topographic survey at 100-foot stations with elevations taken at 10-foot range intervals from the baseline to the toe slope elevation. An additional cross section shall be collected at CBL PI's along a line bisecting the angular difference of lines tangent to the incoming and outgoing CBL and every 50 feet within the end tapers/transitions. In order to achieve final grade in slough zone, Contractor shall place material to final grade within tolerance for entire slope or may stockpile beach fill up-slope of slough zone.

After stockpiled beach fill is measured for payment, the Contractor shall shape slope to within the required and tolerance grades from top of slope to waterline producing a smooth uniform slope. Once post-construction survey is performed, no measurements will be revised except on suspicion of fraud or obvious error.
