INSTRUCTIONS TO OFFERORS
A. PROPOSAL SUBMISSION
This request for proposal (“RFP”) seeks proposals from Offerors interested in being selected for the Aluminum Sulfate (Alum) & Polyaluminum Choloride (Pacl) Polyaluminum Hydroxychlorosufate Indefinite Delivery Indefinite Quantity (IDIQ) Contract at the Washington Aqueduct in Washington D.C. Offerors responding to this RFP are required to submit their proposals in accordance with the Instructions to Offerors contained in this Source Selection Plan and the RFP.
The government intends to award without discussions but reserves the right to conduct discussions after receipt of proposals.
B. BASIS FOR AWARD
The award will be made to the lowest priced technically acceptable proposal. Proposals will be evaluated for technical acceptability but will not be ranked using the non-price Factors. In order for an Offeror to be considered for award, the proposal must receive an “Acceptable” rating in every non-price Factor. A proposal receiving a rating of “Unacceptable” in any non-price Factor will not be eligible for award. Additionally, any other than small business offeror must have an acceptable Small Business Subcontracting Plan to receive an award in accordance with Federal Acquisition Regulation (FAR) 19.702(a).
FACTORS TO BE EVALUATED
Factor 1 – Technical: The Government will evaluate capability statements provided. The Capability Statements must provide or address each of the following elements.
• Business license and insurance certificate of Quoter
• A product information sheet (product bulletin) issued by the product manufacturer
• A certified laboratory report for a representative sample of product demonstrating compliance of the Contractor’s product with the requirements of the solicitation (Physical / Chemical Requirements)
• Certification by a certification organization accredited by the American National Standards Institute stating that product meets the NSF/ANSI Standard 60 for addition to drinking water
• Manufacturer’s safety data sheet (SDS) that complies with paragraph (g) of 29 CFR 1910.1200.
If the product of more than one facility or manufacturer may be supplied to fulfill this contract, the information in the capability statement must be submitted for each separate facility or manufacturer. Any request to change the product and/or
SOURCE SELECTION INFORMATION
(SEE FAR 3.104)
manufacturer during the contract period must be submitted for approval to Contracting Officer’s Representative.
C. EVALUATION APPROACH
1. VOLUME I – MINIMUM SUBMISSION CRITERIA, FACTOR 1 – TECHNICAL
The offerors must provide a capability statement that addresses each of the elements above in” Section B
FACTORS TO BE EVALUATED”.
PAST PERFORMANCE QUESTIONNAIRES FOR EXPERIENCE IN RELEVANT PROJECTS
Contractors may submit up to two (2) past performance references ( from the reference provided directly to the Contract Specialist and Contracting Officer as described below), with the attached Performance Assessment Questionnaire to completed, including both the customer point of contact information and details of the work performed. Past performance information shall be recent (performance within the last three years) and relevant (similar in size and scope). The references are to be provided with the Offerors technical submission.
The apparent awardees past performance will be evaluated as part of the contractor responsibility determination to ensure the presence of an acceptable performance record in accordance with FAR 9.104-1. This is not considered a part of the technical evaluation in accordance with FAR 15.304 ( C ) ( 3) ( III). Assess the offeror’s probability of meeting the minimum past performance solicitation requirements and prior compliance with FAR clauses 52.219-8 Utilization of Small Business Concerns and FAR 52.219-9 Small Business Subcontracting Plan ( as applicable). The rationale for this decision is as follows; past performance will be reviewed as a part of the overall responsibility determination prior to award and therefore does not need to be evaluated as part of the technical evaluation.
Past performance information shall be obtained from any sources available to the Government to include, but not limited to, PPIRS or other databases; interviews with Program Managers, customers, and Contracting Officers;
and references provided by the contractor.

ADJECTIVE RATINGS AND DEFINITIONS TO BE USED TO BEST REFLECT
YOUR EVALUATION OF THE CONTRACTOR’S PERFORMANCE
RATING DEFINITION NOTE
(E) Exceptional Performance meets contractual requirements and exceeds many to the Government/Owner’s benefit. The contractual performance of the element or sub-element being assessed was accomplished with few minor problems for which corrective actions taken by the contractor was highly effective.
An Exceptional rating is appropriate when the Contractor successfully performed multiple significant events that were of benefit to the Government/Owner. A singular benefit, however, could be of such magnitude that it alone constitutes an Exceptional rating. Also, there should have been NO significant weaknesses identified.
(VG) Very Good Performance meets contractual requirements and exceeds some to the Government’s/Owner’s benefit. The contractual performance of the element or sub-element being assessed was accomplished with some minor problems for which corrective actions taken by the contractor were effective.
A Very Good rating is appropriate when the Contractor successfully performed a significant event that was a benefit to the Government/Owner. There should have been no significant weaknesses identified.
(S) Satisfactory Performance meets minimum contractual requirements. The contractual performance of the element or sub-element contains some minor problems for which corrective actions taken by the contractor appear or were satisfactory.
A Satisfactory rating is appropriate when there were only minor problems, or major problems that the contractor recovered from without impact to the contract. There should have been NO significant weaknesses identified. Per DOD policy, a fundamental principle of assigning ratings is that contractors will not be assessed a rating lower than Satisfactory solely for not performing beyond the requirements of the contract.
(M) Marginal Performance does not meet some contractual requirements. The contractual performance of the element or sub-element being assessed reflects a serious problem for which the contractor has not yet identified corrective actions. The contractor's proposed actions appear only marginally effective or were not fully implemented.
A Marginal is appropriate when a significant event occurred that the contractor had trouble overcoming which impacted the Government/Owner.
(U) Unsatisfactory Performance does not meet most contractual requirements and recovery is not likely in a timely manner. The contractual performance of the element or sub-element contains serious problem(s) for which the contractor's corrective actions appear or were ineffective.
An Unsatisfactory rating is appropriate when multiple significant events occurred that the contractor had trouble overcoming and which impacted the Government/Owner. A singular problem, however, could be of such serious magnitude that it alone constitutes an unsatisfactory rating.
(N) Not Applicable
