SUBMISSION REQUIREMENTS
The Government will award a firm-fixed-price (FFP) contract to the responsible quoter whose quote conforms to the requirements as stated in this request for quotation (RFQ). The award will be made based on the following three
(3) evaluation factors: Technical, Past Performance, and Price. All quoters who receive an acceptable rating for the above Factors, the lowest price quoter will be selected for award.
The Government intends to evaluate quotes and make award without questions to quoters.
Therefore, the Quoter's initial quote should contain the Quoter's best terms from a Technical and Cost standpoint. Unclear quotes may not result in questions for clarifications. Quoters with an omission or unclear quote may be judged to mean the contractor does not fully understand the requirements or understand what it takes to meet the requirements, regardless of the proposed cost/price, and will be rated unacceptable. In that case, the Quoter may be found unacceptable, and ineligible for award. The Government reserves the right to ask questions of quoters if the Contracting Officer determines them to be necessary. In order to be considered for this award, all items labeled “MUST” are required.
Evaluation Criteria Factors/Ratings:
Factor I Technical –
Equipment Plan: The proposed equipment list should only include the equipment which will be used on this contract. Equipment listed should be identified for use on roadways. Include size, make, model, and ownership (owned or rented) of equipment.
Staffing Plan: The proposed staffing plan shall include both numbers of personnel proposed and position titles. Resumes for proposed key personnel, consisting of experience and other pertinent information, inclusive of superintendents, quality control inspectors, and foremen must also be submitted.

ADJECTIVE RATINGS AND DEFINITIONS TO BE USED TO BEST REFLECT
YOUR EVALUATION OF THE CONTRACTOR’S PERFORMANCE
RATING DEFINITION NOTE
(E) Exceptional Performance meets contractual requirements and exceeds many to the Government/Owner’s benefit. The contractual performance of the element or sub-element being assessed was accomplished with few minor problems for which corrective actions taken by the contractor was highly effective.
An Exceptional rating is appropriate when the Contractor successfully performed multiple significant events that were of benefit to the Government/Owner. A singular benefit, however, could be of such magnitude that it alone constitutes an Exceptional rating. Also, there should have been NO significant weaknesses identified.
(VG) Very Good Performance meets contractual requirements and exceeds some to the Government’s/Owner’s benefit. The contractual performance of the element or sub-element being assessed was accomplished with some minor problems for which corrective actions taken by the contractor were effective.
A Very Good rating is appropriate when the Contractor successfully performed a significant event that was a benefit to the Government/Owner. There should have been no significant weaknesses identified.
(S) Satisfactory Performance meets minimum contractual requirements. The contractual performance of the element or sub-element contains some minor problems for which corrective actions taken by the contractor appear or were satisfactory.
A Satisfactory rating is appropriate when there were only minor problems, or major problems that the contractor recovered from without impact to the contract. There should have been NO significant weaknesses identified. Per DOD policy, a fundamental principle of assigning ratings is that contractors will not be assessed a rating lower than Satisfactory solely for not performing beyond the requirements of the contract.
(M) Marginal Performance does not meet some contractual requirements. The contractual performance of the element or sub-element being assessed reflects a serious problem for which the contractor has not yet identified corrective actions. The contractor's proposed actions appear only marginally effective or were not fully implemented.
A Marginal is appropriate when a significant event occurred that the contractor had trouble overcoming which impacted the Government/Owner.
(U) Unsatisfactory Performance does not meet most contractual requirements and recovery is not likely in a timely manner. The contractual performance of the element or sub-element contains serious problem(s) for which the contractor's corrective actions appear or were ineffective.
An Unsatisfactory rating is appropriate when multiple significant events occurred that the contractor had trouble overcoming and which impacted the Government/Owner. A singular problem, however, could be of such serious magnitude that it alone constitutes an unsatisfactory rating.

1.0 Introduction. The U. S. Army Corps of Engineers at Raystown Lake is requesting wildlife enhancement services. Contractors shall be capable of providing services on Federal lands. All work will be performed on the Raystown Lake Project in Huntingdon County, Pennsylvania.
2.0 Background. Raystown is home to numerous wildlife species and it’s the Corps responsibility to manage its lands to benefit these species. The work management tasks performed as part of this contract will provide benefits to Raystown’s forest and wildlife resource for years to come.
3.0 General Requirements. The Contractor shall provide all labor, materials, equipment, equipment operators, tools, transportation, and supplies necessary to perform wildlife enhancement services on the Raystown Lake Project, Baltimore District, U.S. Army Corps of Engineers in accordance with the specifications contained herein. Services include, but are not limited to seedling plantings, tree/shrub plantings, tree girdling, forest mowing, deer fence removal, habitat structures and vernal pond creation. There are seven (7) line items. The Contractor must provide a bid for all line items to be considered for award.
The Contractor will not perform wildlife enhancement services under any conditions where the task cannot be completed properly to obtain the Government’s goal. The OPM or their representative, based on independent judgment, may halt work based on inappropriate weather.
The Contractor and all Contractor employees shall be subject to the rules and regulations provided in Title 36, Code of Federal Regulations, Part 327, during the performance of this contract. Upon request a copy of these provisions can be provided by the Government.
Any work performed outside the scope of this contract must be negotiated in advance. Failure to acquire advance approval will result in the Contractor not being compensated for the work performed outside the scope.
3.1 Work Task Description. There are seven (7) line items as summarized below. The
Contractor must provide a bid for all line items to be considered for award.
3.1.1 Tree Seedling Plantings.
The Contractor shall provide and plant eighteen thousand seven hundred eighty five (18,785) seedlings in twelve (12) locations across the Project. All seedlings shall be planted in accordance with the following specifications and Table 1. Maps of the planting locations are in Appendix A. Planting locations may vary, but the total number of seedlings will remain the same.
Table 1. Tree Seedling Plantings.
If a species is unavailable or has insufficient quantities, the Contractor may utilize a comparable species, pending Government approval. The Government reserves the right to change quantities at each location (the overall quantity shall not change) due to active timber sale operations. The Contractor shall provide the Government with a copy of their purchase receipt(s) to serve as proof that the required sizes and quantities of each species was purchased. The Contractor shall notify the Government prior to starting each planting operation so that the Government can inspect for compliance with contract specifications. Any seedlings planted without notifying the Government are considered misplants and shall be replanted at the Contractors expense.
Seedlings shall be planted from October 12 – November 20, 2021 and/or April 5 – May 28, 2022. Planting operations shall be performed only during periods when beneficial results can be obtained. When drought, excessive moisture, or other unsatisfactory conditions exist; work shall be stopped until favorable conditions exist. Seedlings shall be set plumb and held in position until sufficient soil has been firmly placed around the roots. At least two inches of mineral soil should cover the first lateral root. Seedlings shall be planted by placing the root collar at the soil line or no more than 1/2 inch deep.
Each seedling should be set firmly in the ground so that it passes the tug test. Soil around the roots should be packed so that there are no air pockets around or adjacent to the roots. The seedlings shall be planted at minimum 10'x10' spacing; trees planted closer than this are considered mis-plants and shall be replanted at the Contractors expense. The roots of each seedling must be so placed that they assume a near natural position. The roots must not be twisted (corkscrew). Seedlings shall be planted with a tool capable of opening a vertical hole deep enough to allow proper placement of the roots while avoiding soil compaction. Each seedling should stand erect, perpendicular to the horizontal plane not perpendicular to the slope of the ground. Spots which are considered unsatisfactory for planting are loose mounds of soil, rotten wood, clumps no rt he rn re d oa k

The roots must not be twisted (corkscrew). Trees shall be planted with a tool capable of opening a vertical hole deep enough to allow deep placement of the roots while avoiding soil compaction.
Each planted tree should stand erect, perpendicular to the horizontal plane not perpendicular to the slope of the ground. Spots which are considered unsatisfactory for planting are loose mounds of soil, rotten wood, clumps of dead vegetation, abnormal depressions, or spots in which free water appears in the planting hole.
A combination of evergreen trees, selected from the following list, shall be used:
• Douglas-fir (Pseudotsuga menziesii)
• Fraser fir (Abies fraseri)
• White spruce (Picea glauca)
• Norway spruce (Picea abies)
A combination of fruit trees, selected from the following list, shall be used:
• American crabapple (Malus glaucescens)
• Hawthorn (Crataegus spp.)
• Persimmon (Diospyros virginiana)
• Mulberry (Morus spp.)
• Apple (Malus spp.)
• Pear (Pyrus spp.)
• Plum (Prunus Americana)
• Paw Paw (Asimina triloba)
A combination of fruit bearing shrubs, selected from the following list, shall be used:
• Red raspberry (Rubus idaeus)

• Low bush blueberry (Vaccinium angustifolium)
• Elderberry (Sambucus)
• Gooseberry (Ribes uva-crispa)
All trees/shrubs shall have a one (1) year 100% guarantee after one growing season. A survivability survey will be conducted by the Government in the late summer/early fall of 2022. All dead trees shall be replaced, at the Contractors expense, with new trees of the original species mixture and in accordance with contract specifications during the fall planting season of 2022.
3.1.3 Tree Girdling.
Girdling a tree is a traditional method of killing trees without felling them and often used as a practice to enhance wildlife habitat. In this case, girdled trees may promote suitable roosting sites for forest dwelling bat species.
The Contractor shall girdle a total of 10 trees in one (1) enhancement area. All trees to be girdled will be identified and field marked by the Government. Trees identified to be girdled will be marked with a blue “G”. An approximate location map is provided in Appendix C.
The Contractor shall ensure that the girdling method used severs the bark and cambium layer and that the sever (ring) created extends entirely around the trunk of the tree. The ring must be wide enough and deep enough to prevent the cambium layer from growing back, but not deep to the extent that the heartwood of the tree is compromised and creates an immediate felling hazard. Any leafing branches on the trunk below the girdling ring must be cut off to completely ensure successful killing of the tree.
3.1.4 Forest Mowing.
The Contractor shall complete approximately 38.04 acres of forest mowing at four (4) locations across the Raystown Lake Project. Forest mowing shall be completed in accordance with the following specifications and Table 3. A location map is provided in Appendix D.
a) Equipment to be used for this project must be a forestry type mowing machine with suitable cutting devices such as a “hydroax”, “Fecon”, or other suitable cutting head mounted on a machine capable of negotiating forest terrain. All machines used for this project must be of at least 90hp with high flow hydraulics. The Government reserves the right to reject any piece of equipment, based on independent judgment, which will not safely and adequately complete the job.
b) Vegetation to be mowed consists of nuisance/invasive plants, shrubs, vines, and all undesirable trees under six (6) inches diameter at breast height. Desirable tree species such as oaks, hickories, dogwood, and serviceberry may be reserved where possible.
c) Forest mowing shall occur November 15, 2021 – March 31, 2022.
d) The Contractor shall notify the Government, at least one day (24 hours) prior to beginning each unit. The Contractor shall meet with a Government representative onsite before any work begins. The meeting will involve a walkthrough of the unit and review of contract specifications.
e) The Contractor shall notify the Government, within one day (24 hours) after completion of each unit. The Contractor shall meet with a Government representative onsite after completion of each unit. The meeting will involve a walkthrough of the unit and review of contract specifications. Mowing equipment shall not be removed from the unit until work has been inspected and approved by the Government.
f) All vegetation designated for removal shall be completely severed and mulched. The maximum allowable stump height is six (6) inches above ground level.
g) Care shall be taken to avoid damage to the residual stand. Preventing residual stand damage is the responsibility of the Contractor. When in the opinion of the Government, damage to the residual stand becomes excessive, the Government may deduct the assessed damage value from the Contractor’s invoice. The value will be determined by the Government.
h) All equipment will be cleaned of soil and debris before being moved onsite, between units, and offsite to prevent spread of invasive species.
Table 3. Forest Mowing.
3.1.5 Deer Fence Removal.
The Contractor shall remove approximately 6,427' of deer fence at two (2) locations.
Work shall include removal of all fencing materials (i.e. wire fence, wooden posts, metal posts, metal fencing staples, etc.). All fencing materials shall be properly disposed of offsite. Both sites are accessible by four-wheel drive vehicle or an all-terrain vehicle. Vegetation intertwined with the fence may be pruned or felled to assist in the removal process. Damage to vegetation shall be kept to a minimum. A location map is provided in Appendix E.
Table 4. Deer Fence Removal.
3.1.6 Wildlife Habitat Structures.
The Contractor shall provide placement of nesting or habitat structures for different species of wildlife in accordance with the following specifications:
Nest structures:
Nest or den boxes should be made of rough-cut cypress, cedar, redwood, or other rot resistant wood. Cedar is the best choice.
Boxes shall not be constructed of metal or plastic or treated with creosote, green preservative (a.k.a., “pressure treated”) or finishes with pentachlorophenol as an ingredient.
Boxes shall not be painted or stained.
For ventilation several ⅝" holes should be drilled near the top of a box on both sides, with an exception for duck nest boxes.
Four ⅜" diameter holes should be drilled in the bottom of each box for drainage.
¼" galvanized hardware cloth or plastic mesh shall be attached to the inside front panel of all duck nest boxes.

A hinged side or roof should be designed to allow easy access for box maintenance. All metal parts should be stainless steel to reduce likelihood of rust.
Wood screws or concrete coated nails are recommended for box construction.
Galvanized nails should be avoided, due to their tendency to loosen with wood expansion.
The box floorboard should be recessed at least ¼" up from the bottom of the sides.
The top of the box should be flush with the sides or be slightly overhanging, with a front overhang of at least 2".
Do not add perches to box designs as this will attract and benefit non-native house sparrows and European starlings.
Boxes should be firmly attached to a support post, building or tree. Lag screws and washers are the preferred means to attach boxes as one can loosen the screws as a tree grows.
Predator guards shall be installed. Guards should be made of 26-gauge galvanized metal.
Nest boxes shall have wood shavings/chips placed in box.

Bat Boxes shall be ordered from Batmanagement.com, ColonyLodge - Universal 4 Chamber Bat House Green with mounting kit. The bat box shall be mounted to a wood post (pressure-treated 4" x 4" x 16') cemented 2.5'+ into the ground.
Turtle platforms shall be constructed per the Pennsylvania Fish and Boat Commission, Habitat Management Section guidelines in Appendix F. Each basking habitat platform is 48" x 48" in dimension constructed of rough-cut hemlock or poplar lumber. Wooden structures allow turtles to gain a better claw-hold when compared to other plastic or rock structures. The structures are designed to float, as turtles prefer sites out of the water where they may gain higher body temperatures, therefore they are anchored in place with two concrete blocks and galvanized or stainless-steel wire rope. Reflectors are placed on all four corners of the structures to warn boaters about the floating object. Structures should be placed in relatively shallow water, between depths of 2-10'.
The nesting/habitat structures shall be installed in accordance with the specifications contained herein, Table 5, and instructions in Appendix F. Maps of the locations are within Appendix G. Exact locations for installation shall be determined on-site in conjunction with Raystown Lake staff. Locations are subject to change. It shall be the responsibility of the Contractor to coordinate a PA One Call prior to digging to ensure no impact to underground utilities.
3.1.7 Vernal Pond Construction.
The Contractor shall construct three (3) 30' x 40' x 24" vernal ponds in three locations across the Project in accordance with the following specifications. See Appendix H for more specific pond construction details and material suppliers:
1) Use a dozer to dig a shallow depression in the soil. Make the depression 6 - 8" deeper than the desired water depth so that soil can later be placed over the liner. A small dam may need to be built along a low end of the site to make the outer edge of the vernal pond level.
2) Place a geo-textile pad in the depression. The geo-textile pad protects the liner from puncture by sharp rocks or sticks.
3) Place the synthetic liner on top of the geo-textile pad. Liners must be “fish grade” or “aquatic safe” that do not contain toxic chemicals that kill aquatic life. Liners made of EPDM (ethylene propylene monomer) that is 45 mils thick, or PCV (polyvinyl chloride) that is 30 mils thick will be acceptable.
4) Place another geo-textile pad on top of the synthetic liner.
5) Anchor the top edges of the synthetic liner and geo-textile fabric pads with wire stakes or large nails with washers placed approximately 24" apart. The stakes keep the liner from being pushed down into the depression when it is being covered with soil.
6) Use the dozer to cover the liner with 6 - 8" of soil. The dozer will not harm the liner if it rides on top of soil that it is pushing over the liner. Avoid turning the dozer while on top of the liner. Turns will tear the liner.
7) Seed the exposed area with FACW Wetland Meadow Mix. This seed mix is available through Ernst Conservation Seeds item number ERNMX-122. Mulch the exposed soil to reduce erosion.
Vernal pond construction shall occur November 30, 2021 – March 1, 2022.
Construction shall be done in accordance with the specifications contained herein and instructions in Appendix H. A location map is included in Appendix I. Exact locations shall be determined on-site in conjunction with Raystown Lake staff. All equipment will be cleaned of soil and debris before being moved onsite, between units, and offsite to prevent spread of invasive species. It shall be the responsibility of the Contractor to coordinate a PA One Call prior to digging to ensure no impact to underground utilities.
It shall be the responsibility of the Contractor to conduct a wetland determination to make sure area is not a wetland.
