1 OBJECTIVES
The primary objective of this contract is to provide site survey, work plan(s) and/or specifications, construction, maintenance, repair, and/or rehabilitation (MRR) services to Government installations and facilities located within the geographical boundaries of the Rivers Districts (Huntington and Pittsburgh) locations of the Great Lakes and Ohio River Division, U.S. Army Corps of Engineers. The primary geographic boundaries for work executed under this contract are the Huntington District and Pittsburgh District. However, the Government may execute task orders beyond this geographic area in limited circumstances where the Contracting Officer makes a written determination that the intended delivery method is within the technical scope of the contract, was considered in any contract prices and in the evaluation determination for award, and otherwise complies with the contract’s terms and conditions and all applicable laws and regulations. The absolute boundaries of this contract are the Rivers Districts boundaries of Nashville, Huntington, Louisville, and Pittsburgh. Prior to task order solicitation, the Contracting Officer will coordinate with the existing IDC contractor(s), to ascertain their interest and capability to perform any project requirement beyond the primary geographic area of the IDC. The contractor cannot be compelled to perform outside the primary geographic area of the contract. The Contractor will be required to perform/manage all facets of the work such as surveying the problem, recommending a solution, and correction of the problem in a timely manner. The Contractor shall maintain the capability to provide quick response for this work. The Contractor must be able to perform dredging on major river ways. Work requirements will vary from site to site.
The Government will issue task orders on DD Form 1155. Each task order will include items that are required to complete the job and when the job shall be completed. Examples of work that may be required by this contract include but are not limited to: river and land based stream bank erosion protection; working on/around locks and dams; handling and placement of large derrick stone; excavation; dredging; rehabilitation or construction of bridges, navigational locks, dams, and other Government facilities; repair or replacement of hydraulic, mechanical, electrical, or HVAC systems; demolition of small and large structures and restoration of cleared areas; and various other construction projects within the boundaries of the Great Lakes and Ohio River Division.
Materials that will be incorporated into the work (i.e., stone, filter fabric, filter fabric pins) will either be supplied by the Government or ordered from the Contractor. See paragraph entitled TASK ORDERS in SECTION 00 73 00 SUPPLEMENTARY CONDITIONS. Individual task orders will specify which party will supply: materials, supplies, tools, equipment, fuel, and vehicles (i.e. welding rods, bulldozers, foreman vehicle, hand tools such as wrenches, saws, etc.) required to perform the work in accordance with these contract documents and any issued task orders must be provided by the Contractor.
Responsibilities of the Contractor shall include, but not be limited to, all planning, programming, administration, coordination, and management to ensure that all work is performed in accordance with all laws, regulations, codes or directives. The work shall be of high quality, contracted for at a fair and reasonable price, and performed in a diligent manner with a minimum number of change orders. The ability to: survey and identify deficiencies; plan and document the work required to correct deficiencies; provide incidental engineering services; estimate the cost of the work; obtain subcontracts or perform the work with the Contractor's own work forces; and manage the construction effort while ensuring quality, environmental stewardship, and safety are paramount to the success of this contract. It is not critical that the Contractor be prepared to execute all the work under this contract with its own workforce. The Contractor must perform such work in order to manage the work throughout the Rivers Districts (Huntington and Pittsburg) locations within the Great Lakes and Ohio River Division in a cost effective, diligent, and quality manner while meeting project schedules, scope of work requirements, and/or deadlines. The Contractor shall be responsible for all sub-contracted work (including suppliers, etc.) ensuring that all sub-contracted work performed meets or exceeds the requirements of the contract and/or any task orders written against the contract. The Contractor and/or sub-contractors (including suppliers, etc.) shall be properly licensed, insured, and bonded in accordance with applicable local, state, and federal laws, regulations, codes, and/or directives for where the work is located.
The Contractor shall be responsible for ensuring that the work performed meets or exceeds the requirements of the contract and any task orders written against the contract. The Contractor shall perform all related Contractor administrative services necessary to perform the work, such as quality control, contractor financial control, use of the most recent version of the Government-furnished Residential Management System (Contractor Mode) software, and maintenance of accurate and complete records and files. Also included in the Contractor's area of responsibility is establishing and executing a Contractor Quality Control, Environmental Protection, and Safety Program to ensure that all work is performed in strict accordance with the contract and all health, safety and environmental laws, regulations, codes, and directives (including EM385-1-1 w/ updates); to protect the general public, as well as Contractor and Government employees.
The State of West Virginia requires all contractors working in the state to have a West Virginia State License.

The Contractor shall be responsible for verifying, obtaining, and complying with state licensing requirements for work in other states. Contractor shall price such requirements in their proposal for the subject contract work.

2 DEFINITIONS
The following is a list of typical work requirements contemplated to be performed under this contract. This list is not all inclusive.
a. Site Survey/Investigation: An inspection of an installation or facility to evaluate areas which need MRR action.
b. Site Visit: A visit to an installation or facility to obtain specific information pertaining to a proposed MRR action.
c. Work Plan: The minimal documentation required for the Government to monitor the Contractor's efforts with regard to scope, schedule, costs, codes, and standards in order to perform a MRR action to correct a situation. The work plan's level of detail shall be commensurate with the complexity of the project. Details to be included in a work plan may include, but are not limited to: general methodology for performing the work; single line diagrams; sketches; schedules; engineering calculations and criteria; manufacturers' data such as catalog cuts of equipment and installation requirements; and cost estimates. Ultimately, the approved work plan represents the definitized scope of work. The Contractor may be requested to prepare a cost proposal for the construction portion of the requirement based on the approved work plan.
d. Facility Rehabilitation Project (FRP): A project undertaken to correct an MRR situation identified by the facility with details taken from a site survey, site visit, feasibility study, or related sources. These projects may involve operation, maintenance, repair, or rehabilitation, as stated in the task order, to remedy the situation. They are activated by a task order based on the facility requirements.
e. Maintenance, Repair, and/or Rehabilitation Action (MRR): The construction action taken to correct a MRR situation. It results from the implementation of a work plan or other documents provided. Reference to "MMR" shall also include original construction projects.
f. Submittals: Documents required to be submitted by the Contractor to support or record the actions being taken under the task order requirements. Each task order shall specify what submittals are required.
Examples are: site investigation/survey reports; work plans; site safety and health plan; quality control Program; work schedules; as-built/progress and final drawings; equipment warranties; O&M manuals;
correspondence records.
g. Task Order: Award issued to the Contractor that delineates the requirements for work to be performed. The tasks are the individual efforts to be performed by the Contractor and are contained in the task order.
h. Quality Assurance (QA): The procedure by which the Government fulfills its responsibility to be certain that the Contractor's quality control is functioning and the specified service is realized.
i. Quality Control (QC): The Contractor's system to manage, control, and document its activities to comply with the contract requirements.
j. Resident Management System (RMS): Software used by the Government and the Contractor to document and manage construction contracts.
3 GENERAL REQUIREMENTS
General Requirements follow the provided 01 division specifications. These specifications apply to all task orders issued under this contract. Each identified section contains standard procedures and regulations to which the contractor is held responsible.

4 PERFORMANCE OF WORK
a. General. The Contractor shall, commencing upon issuance of notice to proceed for an executed task order, furnish all submittal materials, equipment, transportation, and supervision to safely and efficiently perform the required work. All tasks to be completed under this contract shall be performed in accordance with applicable provision of the US Army Corps of Engineers Safety and Health Requirements Manual, EM 385-1-1, and the Architectural and Engineering Instruction (AEI) Design Criteria, unless other criteria are provided by the Contracting Officer.
b. Contractor's Representative. The Contractor shall execute all work under the direction of a Project Manager. The Project Manager shall have adequate experience to oversee task accomplishment, administer all instructions, and answer all questions from the Contracting Officer or his/her designated representative pertaining to the specific requirements of each task order. Additionally, the Project Manager shall be responsible for complete coordination of all work under the task order. All work shall be accomplished with adequate internal controls and review procedures which shall eliminate conflicts, errors, and omissions and ensure the technical adequacy of all output. The Project Manager shall be identified, in writing, to the Contracting Officer, prior to commencement of work under each task order. Should there be a need to change Project Managers during task order performance; the Contractor shall notify the Contracting Officer in writing.
c. Overall Responsibility. The Contractor shall be responsible for all site surveys, site investigations, site visits, feasibility studies, calculations, work plans, MRR action, equipment startup and testing and/or repair, warranty, and training required to implement the task order requirements, including, but not limited to, equipment, materials, software, applicable engineering documentation, and other necessary services and/or products required to correct, implement, test and to provide a complete and fully operational facility, unless otherwise indicated in the task order or as directed by the Contracting Officer.
d. Codes and Standards. The site surveys, site visits, work plans, studies, calculations, corrective actions, equipment repair, startup and testing and/or related work shall conform to the requirements of this contract and task order. The Contractor shall adhere to codes and standards as specified therein. All codes and standard requirements shall be based on the latest edition of applicable codes. All work shall comply with local, state, national, and/or installation codes, whichever are the most stringent.
e. Professional Certification. Registered professional engineers, architects, and industrial hygienists shall certify with their signature and stamp all task order efforts involving life safety and/or fire protection situations as well as certifying proper usage of codes and standards.
f. Quality Control Program. The Contractor shall be responsible for preparing and implementing an effective quality control program. Upon issuance of the first task order under this contract, the Contractor shall submit a generic quality control plan within the time limits specified in the task order. The plan shall be capable of being adapted to the sites specified on subsequent task orders. A designated individual shall have direct responsibility for the overall quality control program. Each task order shall have a designated individual responsible for quality control and Site Specific Plan.
g. The Contractor shall obtain (for each task order unless otherwise directed) and comply with all required permits, licenses, etc., including rights-of-entry, and maintain these documents at the project site, readily available for inspection. No work shall start until the Contractor obtains all required permits (Federal, State, and Local) as required. If required, Contractor shall submit one (1) digital copy via ENG Form 4025 to the Government.
h. Labor Requirements. The Contractor must possess or have access to a variety of skills in order to perform certain task order efforts. Representative vocations and related knowledge include, but are not limited to:
(1) Safety Engineer, Project Superintendent, Quality Control Manager, Site Safety and Health Officer, and Contract Administrator. These individuals must have experience in MRR projects.
(2) Architectural, Engineering, Training and Engineering Support Professionals: Experience in design, design review and engineering service for MRR projects. May include architects, senior engineers (except safety), training specialists, and technical writers.
(3) Project Engineer/Architect: Requires a recognized four or five-year degree in engineering or architecture; registered professional engineer. These individuals must have experience in engineering and/or design in MRR projects.
(4) Program and Project Managers: Should have a recognized four-year college degree in engineering or related technical field or business/management. These individuals must have experience managing and supervising engineering and facility MRR.
(5) Technical Personnel: Experience in the specific technical skills needed to accomplish specific task order requirements. Examples of vocations may be: light truck drivers; unskilled laborers; equipment operators; heavy truck drivers; painters; secretaries; word processors; shipping/receiving clerks; and carpenters. Other vocations that required specific certifications to practice their trade and be conversant with various codes and standards may include: electricians, electronic instrumentation;
fire alarm; air conditioning mechanics; sheet metal workers; plumbers; pipe fitters; welders; masons, and documentation preparation clerks.
i. Performance and Payment Bonds and Alternative Protections for Construction Contracts. The Contractor will be required to provide appropriate bonding and/or protection as specified in FAR 28.102 for each task order.
Performance and Payment Bonds will be required for all task orders which exceed the threshold established by the Miller Act (40 U.S.C. 3131 et seq). For award amounts less than the threshold established by the Miller Act, the Contracting Officer will require payment protections for task orders within the monetary range specified in FAR 28.102-1(b). The two payment protections that can be provided to meet this requirement is either a payment bond or irrevocable letter of credit. The Government shall only reimburse the Contractor for the actual amount paid to the surety company for performance and payment bonds, less any discounts or rebates. Consent of Surety may be required for changes increasing the price of a particular task order.
5 MULTIPLE WORK SITES
The Contractor must have the staffing, capabilities, and equipment to mobilize, complete, and manage three (3) projects simultaneously, with supervision as specified herein, unless otherwise agreed in writing by the Contracting Officer's Representative.
6 SITE SPECIFIC SUPPLEMENTAL PLAN(S)
The Contractor shall prepare and submit one (1) digital copy of the following items via ENG Form 4025 through RMS within seven (7) calendar days of award of the task order:
a. Site-specific Accident Prevention Plan
b. Activity Hazard Analysis for each definable feature or sub-feature of the work.
c. Site-specific supplement to the Quality Control Plan.
d. Site-specific Environmental Protection Plan.
7 START WORK NOTIFICATION
Work shall not begin without notice to proceed (NTP) issued by the Contracting Officer.
8 PRICE BREAKOUT BREAKDOWN
For each Task Order, the Contractor shall prepare and submit a Price Breakout Breakdown (Schedule of Values) based on the definable features of the work and their definable sub-features. The breakdown shall include sufficient detail so that the Government can determine what work is being invoiced and the amount of work on each feature that has been completed. An updated Schedule of Values shall be submitted no later than the 7th day of each month or may be submitted with the Contractor's monthly pay request, if any. The Schedule of Values shall show, at a minimum, the amount for each feature completed or invoiced for the current month, and the sub-total of that feature completed or invoiced to date. If a modification is awarded, the Contractor shall add information, including price, to the Schedule of Values to clearly identify the work as a separate item. The Government reserves the right to require the Contractor to revise the Schedule of Values as necessary to provide the Government with the information necessary to evaluate the Contractor's pay requests.
9 TECHNICAL CRITERIA
Unless identified in the task order, the Contractor shall be responsible for performing work in accordance with applicable industry standards and/or best practices for the type of work being performed. Any deviation in the industry standards of practice must be approved by the Contracting Officer prior to work. The Government reserves the right to provide industry publications applicable to the work being performed under individual task orders issued under this contract. Additional publications may be identified as required in each task order. The Contractor is responsible for obtaining and updating all publications listed as well as any others it may use in response to the requirements of the task orders. Work performed under the individual task orders shall utilize the latest issue of the publications as of the date of award. When a required publication is not included on the attached list or not referenced in the task order, the Contractor shall utilize one that has national applications.
Where conflicts arise between publications, the most stringent apply.
10 CONSTRUCTION ACTIVITIES TO BE PERFORMED
a. General. The activities to be performed by the Contractor under this contract and subsequent task orders are described in general terms below. Task requirements described below shall be identified, when applicable, in each task order issued under this contract. This list is not all inclusive, and work requirements may be tailored to the specific needs of a task order. A price for the required work shall be negotiated and agreed upon prior to the start of effort. Generally, the Contractor shall not proceed from one task to another until directed to do so by the Contracting Officer.
b. Site Visit and Site Survey. The purpose of this task is to begin project definitization. The Contractor shall survey the site, building, or area as indicated in the task order. The Contractor shall make a video recording of the proposed MRR actions with emphasis on the particular items to be repaired or rehabilitated, as required by the Corps of Engineers. Unless otherwise stated in the task order, the site visit and site survey shall involve the following as a minimum:
(1) Investigate each of the problem areas statement of work. Investigate and analyze any obvious code or accreditation violations.
(2) Review existing as-built drawings, maintenance records, and other pertinent documentation as required.
(3) Interview on-site maintenance personnel and staff as required.
(4) Gather data to prepare a site description, a hazard and risk analysis, a site control document, and a site disruption plan which itemizes actual, probable and potential interruptions to installation operations along with recommendations to reduce the effects of unavoidable interruptions.
(5) Develop a basis during the survey to prepare budget cost proposals for the MRR action elements.
(6) Operate or observe operation of existing systems/equipment, as applicable, under the direction of installation personnel in order to isolate and evaluate problem areas.
(7) Investigate and document the presence or absence of asbestos and/or lead-based paint in the proposed work area and surrounding work area with the goal of preparing an abatement plan. Interview facility personnel and review existing documentation as required. After the review, conduct an on-site investigation of the proposed work area in conjunction with facility personnel to visually locate and identify asbestos and/or lead-based paint insulation or surface coverings which cannot be proven to be non-asbestos, but shall be considered to be such and treated accordingly. If none is encountered or presumed present, the Contractor shall so certify in writing.
c. Site survey report. The Contractor shall prepare and submit a site survey report documenting the site visit. The report shall be divided into the following sections:
(1) Site description. Provide a brief description of the site under investigation, including a complete summary of safety and health hazards anticipated on site.
(2) Hazard Assessment and Risk Analysis. The Contractor shall provide a complete description of the work to be performed with a complete summary of hazards anticipated. The Contractor shall identify the safety and health hazards that may be encountered for each task or site operation to be performed.
Each task/operation is to be discussed separately. Material Safety Data sheets (MSDS) for each hazardous substance discovered or brought on site shall be included as an appendix to the Site Safety and Health Plan (SSHP).
(3) Site Control. The SSHP shall include a site map, description of work, on/off site communication systems, site access controls, and security procedures.
(4) Site Information. Provide a list of people contacted during the survey, as well as any relevant information obtained.
(5) Problem Areas. Include a narrative description of each problem area (related to rehabilitation action) that was investigated during the survey. Also include a list of any code or accreditation violations in these areas. Indicate areas investigated which warrant further study and those which do not warrant further efforts.
(6) Disruption Plan. Develop and submit a site disruption plan, signed off by installation personnel, which identifies actual, probable, and potential interruptions to installation operation, with corrective actions.
(7) Asbestos and/or Lead Based Paint Abatement (Removal/Encapsulation) Plan. The report shall contain an abatement plan and schedule for the abatement of any asbestos and/or lead-based paint in the work and surrounding area, both identified by type, percent, and location. This plan shall contain recommendations for in-place or removal abatement procedures. OSHA Standard 29 CFR 1910.1001 shall apply. OSHA Standard 29 CFR 1926.1101 requires that asbestos is presumed to be present in all facilities constructed before 1980. The provisions of OSHA Standard 1926.22 shall apply to the abatement of lead based paint. The plan shall be monitored throughout the rehabilitation effort.
Abatement shall be carried out in a manner which minimizes the cost and impact on the rehabilitation action; i.e., encapsulating lead-based paint and/or asbestos containing equipment and areas where possible, instead of removing the materials. No rehabilitation effort shall begin until the work area is certified asbestos/lead based paint free, or abated by the Contractor.
(8) Proposed Work Plan. Clearly define the scope of work to be included in the work plan. Define the recommendations for resolving each problem area that was investigated. Include any drawings/sketches/schedules which may be applicable to the proposed remediation action. Describe any equipment/system to be supplied as part of the rehabilitation action.
11 TYPICAL WORK PLAN ACTIVITIES AND/OR REQUIREMENTS
a. General. Preparation of a quality work plan is the key to the success of the rehabilitation efforts of this contract. Level of detail shall vary with the complexity of the requirement.
The work plan shall be prepared and submitted to the Contracting Officer. The Contracting Officer may accept the submittal on its own merit or reject the submittal and request a resubmittal in the form of a back check final. The back check final submittal shall be to ascertain that all Government comments from the initial submittal have been incorporated.
b. Work Plan Submittal. Each work plan submittal shall be submitted and assembled in such a way to allow the Government to conduct a thorough engineering review, as well as perform a detailed cost estimate. The material presented shall be presented in the specified order (defined below). All submittals shall be itemized on an Engineering Form 4025. The work plan submittal shall include individual sections for each of the topics defined below.
(1) Table of Contents
(2) Statement of Work. A complete copy of the task order statement of work shall be included.
(3) Site Investigation (Survey/Visit) Report. A copy of the complete site investigation (survey/visit) report, to include if applicable, the asbestos/lead-based paint abatement plan.
(4) Study Results. Include a general synopsis of each study performed (i.e., site survey report, feasibility study, etc.). The synopsis shall define each study performed (i.e., site survey report, feasibility study, etc.). The synopsis shall define each of the alternatives evaluated, as well as the approved results.
(5) Work Plan Description. The description shall include detailed discussions of the work to be performed, including descriptions of the work items to be removed and/or installed, all assumptions, a list of specific codes and standards to which the MRR action shall adhere, and all conclusions and recommendations, as well as a list of equipment and/or personnel that shall be used on the site. The narrative shall be accompanied by all calculations, load or sizing, software input and output sheets, system alternative considerations, equipment supplier selection data, and other material utilized in arriving at the MRR action recommended.
(6) Method of Construction Maintenance, Repair, and Rehabilitation (MRR). The work plan shall include, with accompanying description, a schedule of how the work is to be accomplished; in-house, subcontractor, or factory installed. Each Contractor or factory representative to be used to perform the work defined in the task order shall be listed and described. The list shall also include a brief narrative of the responsibilities and duties of each Contractor and/or factory representative. Provide rationale for why the work is to be performed by the entity proposed (i.e. cost effective, quality, and schedule).
(7) Specifications. Completed project specifications shall be included as required to fulfill the requirements of the task order. The completed project specifications shall be used by the Contractor to obtain proposals from the individual equipment/system manufacturers. The project specifications needed for submission are required to obtain competitive bids from equipment suppliers and shall be as called for in each task order. Corps of Engineers Guide Specifications may be used, but are required only when so stated in the task order. Otherwise manufacturers' specifications may be used. To obtain competition for equipment and any subcontractors required, the Contractor shall prepare preliminary drawings, sketches, schedules, etc., as required, and forward these to a minimum of two (2) separate and distinct local suppliers/subcontractors (with no brand name affiliation with each other) for quotes on each equipment/system proposed. The Contractor shall obtain detailed supplier/subcontractor quotes from a minimum of two (2) local suppliers/subcontractors. All quotes shall be provided to the Contracting Officer as backup to the cost proposals. The Contractor shall obtain detailed supplier/subcontractor quotes broken down into distinct equipment costs and installation costs in terms of man-hours, dollars, and skills. The detailed quotes shall be forwarded to the Government as part of the final cost proposal. For other than full and open competition, justification shall be submitted by the Contractor. Where replaced equipment/systems are turned over to the Contractor for disposal; every effort should be made to obtain credit from the disposal of this equipment/system towards reducing the cost of the contract. The Contractor shall then complete the work plan package in such detail and prepare specifications as required to tie together the shop drawings, catalog cuts, and installation requirements into a comprehensive package that defines the maintenance, repair, and rehabilitation (MRR) action in detail that allows the Government to conduct an engineering review and perform a detailed cost estimate.
(8) Manufacturer's Data. Manufacturer's catalog cuts and specifications shall be submitted as required to document the equipment and materials to be supplied. Also, manufacturer's installation procedures or execution specifications shall be included, as required, to indicate the methods and means of installation of all material and equipment. The Contractor shall use the manufacturer's data to tie together the shop drawings, catalog cuts, and installation requirements into a comprehensive package that defines the MRR action.
(9) Drawing/Sketches. Single line drawings with material and equipment schedules plus detailed double line shop/installation drawings shall be submitted to show the location and relationship of all equipment and material. Single line drawings shall include, but not be limited to, floor plans, utility and equipment layout drawings, foundation plans, shop drawings, demolition drawings, control drawings, and P&I diagrams as required to completely define the MRR action when viewed in conjunction with shop drawings, catalog cuts, and manufacturer's installation requirements. MRR actions involving potential life safety hazards shall be overseen and signed off by a registered professional engineer experienced in the area of the MRR action. A phased demolition plan shall be prepared which designates items, equipment, systems, etc., to be removed and indicates the disposition on all removed material, equipment, and debris.
(10)Project Schedule. The project schedule shall define the timeline of all activities required to implement the MRR action for the project. Phasing of the MRR action shall be based upon the coordination and approval of facility personnel. The Contractor shall document the phasing required for the entire MRR action. The project schedule shall define all equipment shutdown and re-activation dates. Also, the Contractor shall define the use of any temporary equipment necessary to perform equipment shutdowns. The project schedule shall be presented utilizing commercially available software such as Primavera, or other commercial software, which shall be compatible to the Corps of Engineers Resident Management System (RMS) and acceptable to the Contracting Officer. RMS shall accept input in Standard Data Exchange Format (SDEF).
(11)Installation Alternatives. The Contractor may document any recommended installation alternatives, potential areas of cost reduction, and any recommended changes to the statement of work if the alternatives are documented to be economically feasible. The Contractor shall present economical justification for each installation alternative. The Contractor shall present enough information (manufacturer's data and/or drawings/sketches) to properly define each alternative, as well as the advantages and disadvantages of each alternative.
(12)Project Specific Site Safety and Health Plan. Any necessary modifications to the Site Safety and
Health Plan submitted under the initial task order shall be documented and submitted as part of the work plan. If applicable, the Contractor shall state that the Site Safety and Health Plan does not require any modifications.
(13)Project Specific Quality Control Plan. Any necessary modifications to the Quality Control Plan submitted under the initial task order shall be documented and submitted as part of the work plan. If applicable, the Contractor shall state that the original Quality Control Plan does not require any modifications.
(14)Project Specific Environmental Plan. Any necessary modifications to the Environmental Plan submitted under the initial task order shall be documented and submitted as part of the work plan. If applicable the Contractor shall state that the original Environmental Plan does not require any modifications.
(15)Operation and Maintenance (O&M) Manuals Outline. Proposed outlines of necessary O&M manuals shall be submitted, including type of equipment or system, level of effort, and worker requirements.
(16)Testing Outline. Proposed outline of required testing shall be submitted, including type, length, and required personnel.
(17)Training Outline. Proposed outline of necessary training shall be submitted, including type, length, and required personnel.
(18)Digital Video Disc (DVD). Four copies of the video recording made for the project, if required by the
Corps of Engineers.
c. Final Price Proposal. Final price proposals for completion of the MRR action (implementation of the work plan) as well as for the remaining contract elements (as may be required by the task order) shall be prepared and submitted under separate cover, as requested by the Contracting Officer.
d. Review Comments. All review comments submitted to the Contractor on the work plan shall be resolved in writing to the satisfaction of the Contracting Officer. The back check final submittal of the work plan shall include a copy of all the review comments submitted to the Contractor regarding the final submittal of the work plan. Where the work plan is accepted without a back check, written responses to review comments shall be provided to the Contracting Officer.
e. Work Plan Review Meeting. Where specified by the task order or requested by the Contracting Officer, the Contractor shall attend a work plan review meeting following the initial work plan submittal. The review meeting shall be used by the Contractor to resolve any technical comments or issues. Review meetings shall be coordinated by the Contracting Officer.
f. Maintenance, Repair, and Rehabilitation (MRR) Action. After approval of the work plan, a price proposal may be requested for the construction portion of the work. The work plan shall be used as the scope of work for the construction portion of the MRR action. The Contractor shall not proceed with this work until a task order has been issued for this work, the Contractor has submitted adequate performance and payment bonds, and a notice to proceed has been issued by the Contracting Officer.
g. Work Plan Proposal Requirements. Shall be provided by the Government and negotiated per task order.

OFFEROR'S QUESTIONS AND COMMENTS
Technical inquiries and questions relating to proposal procedures or bonds are to be submitted via Bidder Inquiry in ProjNet at http://www.ProjNet.org/ProjNet. As noted below, offerors shall not submit their proposals via ProjNet.
Offerors shall submit their proposals in accordance with the provisions stated in the solicitation.
To submit and review bid inquiry items, bidders will need to be a current registered user or self-register into system.
