1.0 SCOPE OF WORK

1.1 General Description: The Contractor shall replace existing potable waterlines in the Battle Run Recreation Area at Summersville Lake in accordance with the attached Plan Drawings. The project area is located approximately one mile west of Summersville Dam and begins near the intersection of Battle Run Road and WV- 129 (Summersville Lake Road) and is shown on the Location and Vicinity Maps in the attached plan drawings. All underground waterlines shall be installed, tied-in to the existing system as shown, tested, and disinfected for a complete turn-key product. The Recreation Area will be closed during construction of this contract; therefore, no provisions to maintain existing water service in Battle Run are required. All excavation is unclassified; however, based on previous excavations in the area, solid rock excavation is expected in all areas.

1.2 Real Estate Requirements: All work under this contract will be performed on property owned by the United States Government. The Contractor shall keep work activities confined to a sixty-foot (60’) wide work area (30’ on each side of the proposed waterline alignment). Equipment and Material storage, employee parking, and other incidental work areas are available within the Recreation Area and shall be coordinated with the Contracting Officer. Should additional equipment and material storage areas on Government property be required during construction, beyond that established in the Contractor’s approved Work Plan, the Contractor shall submit a request for COR approval at least 48-hours before an area is needed for use. The Contractor will not be required to provide traffic control on Corps of Engineers roads within the Battle Run Recreation Area as this area will be closed to the public; however, Government employees and other contractors working in the area will require access through the work areas. The Contractor shall not completely block or close any site access road. One lane shall be kept open at all times or road plates shall be used to allow traffic to pass if vehicles cannot easily drive around the work area.

Traffic control, in accordance with the latest edition of the Manual of Uniform Control Devices and all applicable West Virginia Department of Highways requirements, shall be provided if there is any impact to WV State Route 129 for deliveries of equipment or materials.

1.3 General Requirements: Waterline materials and installation shall be in accordance with all applicable standards of the American Water Works Association (AWWA) and the State of West Virginia Bureau of Public Health regulations. The contractor shall clean the work area at the end of each workday and shall maintain a clear and safe means of ingress and egress from the work area at all times.

The use of the site for construction staging shall be coordinated with the on-site Government representative. Upon completion of construction, the Contractor shall clean all debris and waste resulting from construction operations and restore all surfaces, structures, ditches, roads, and property in accordance with the attached plans, or to its original condition, to the satisfaction of the Contracting Officer. All waste materials shall be disposed at an approved landfill facility. Excess excavation materials may be placed in low spots in the emergency spillway if graded smooth and seeded and mulched.

1.4 Excavation: All excavation required for this project is unclassified. No additional payment will be made for rock excavation. The contractor shall thoroughly examine the site and the excavation requirements required to install the work. No rock soundings have been performed but based on previous excavations in the area by maintenance staff; it is anticipated that most excavation will be in rock. Line-B of the project may follow the alignment of the existing waterline where practical to reduce the amount of rock excavation required, however, the new line shall have a 36” depth of cover regardless of the depth of the existing line.

1.5 Materials: All pipe, valves, fittings, meters, and related equipment shall be rated for continuous operation at 160 PSI with surge capacity to 250 PSI. All waterline shall be HDPE 3408 DR-11 pipe, regardless of the indicated size. HDPE 4710 DR-13.5 pipe may be used as an alternate to HDPE 3408.

The contractor shall order the pipe in the longest roll possible to minimize the number of joints along runs.

All joints shall be of the fusion type unless a specific field circumstance requires a mechanical coupling.

All required fittings shall be Pressure-Rating-Matched HDPE Electrofusion Fittings unless there is a specific field issue where a mechanical fitting is necessary. All mechanically connected fittings shall be mechanical joint ductile iron fittings in accordance with AWWA C110 and C219. All valves shall be Resilient Wedge Gate Valves in accordance with AWWA C509. The Contractor may elect to use mechanical joint valves or valves with direct-fusing integral polyethylene pipe stubs. Existing underground utilities are shown on the plans from existing as-built drawings; however, the exact location of cannot be fully verified. The contractor shall field located these utilities ahead of the trenching operation to prevent damaging existing utilities.

When notified in advance by the Contractor, the underground electrical power in each area will be deenergized by Government staff prior to excavation. The proposed alignment of the new waterline as shown in the Plan Drawings may be altered by the Contractor to avoid conflicts, utilities, structures, or other obstacles within five-feet (5’-0”) of the alignment shown. If the line is needed to be moved more than five feet during installation, the Contractor shall obtain approval from the Contracting Officer’s

On-site Representative. This may take some time to coordinate with Engineering and Operations staff, therefore, a request of this nature should be made as soon as practical. The Contractor shall connect the new waterline to the new tap at Station 0+00 after it is installed by the water company. If the new service is not installed by the time water is needed for flushing/testing/disinfection, the Contractor shall make a temporary connection to the existing water main in the vicinity of the new tap as shown on the plan drawings. The Contractor shall provide all fittings/couplings/adaptors, and lengths of new pipe necessary to connect the new main to the existing service lines. Summersville Lake is a flood control project and this contract will be undertaken during flood season. Although not likely, should the lake rise enough to suspend construction operations in any area, a time extension will be granted as adverse weather days.

1.7 Testing: After installation, the contractor shall thoroughly flush all new lines and pressure test to 150 psi. Pressure testing procedures shall be in accordance with AWWA M55. The Contractor shall submit Pressure Tests Reports to the Government which identify the areas tested, test results, defects found and repaired, and be signed by the Contractor’s Quality Control Manager. All piping shall be inspected by the On-site Government Representative before it is buried. Before being placed in service, all new lines and appurtenances shall be disinfected and tested for bacteria in accordance with AWWA Standard C651. The contractor shall provide the laboratory results to the Government. If the waterline or a segment thereof fails a bacteria test, the line shall be drained, flushed, and disinfected again until a passing result is obtained.

1.8 Site Restoration requirements: Any areas disturbed by the installation of the waterline shall be restored to their undisturbed (pre-project) condition before the end of the contract as shown in the attached plan drawings. Complete restoration shall consist of proper trench refill and surface treatment. Proper trench refill shall include adequate compaction. In forested and lawn areas, mound soil approximately two-inches higher than the surrounding grade to provide for possible settlement UNLESS this mound will interfere with surface drainage, then omit any mounding and grade to drain. Seed mixture shall contain at least 40% Creeping Red fescue, 40% Perennial Rye grass, and 20% Kentucky Bluegrass. Seed and mulch application rates shall be per the manufacturer’s instructions. In addition to the permanent seed mixture, the Contractor shall also apply an equal amount of Annual Rye Grass seed to establish ground cover as soon as possible. All seeded areas shall be thoroughly mulched (straw) and watered.
