WEATHER, WATER STAGE AND TIDE DATA
FOR
BIG FISHWEIR CREEK
AQUATIC ECOSYSTEM RESTORATION
CAP SECTION 206
1. The following water stage, wind, wave, and weather data are provided for inclusion into the subject P&S. The water level datums provided here are for information only and are not for use in conjunction with any contract-related hydrographic surveying.
a) Water Stages. Water levels in the project area are mainly affected by wind and semi-diurnal tidal fluctuations from the Atlantic Ocean, but could also be affected by riverine influences from the St. Johns River. The project area is subject to tropical system storm surge from June through November. Surge from extratropical storms may affect the area any time of the year.
Elevations of tidal datums in the vicinity of the project area were gathered using the National Oceanic and Atmospheric Administration’s (NOAA) National Ocean Service (NOS) tide stations shown in Figure 1 and Table 1. These data are referenced to Mean Lower-Low Water (MLLW) from the tidal epoch period of 1983 – 2001 and are based on a controlling tide station near Mayport, Florida (NOAA Tide Station 8720220). Additional tidal data on stations in the vicinity of the subject project area can be found at the following website:
https://tidesandcurrents.noaa.gov/map/index.html?region=Florida.
The elevations in Table 1 were taken from NOAA’s Tide Station 8720296 (Ortega River Entrance, FL). These datums are based on a 6-month analysis from August 1978 – January 1979 from a gauge on the St. Johns River, which is roughly 0.7 m iles (mi) southeast of the project area.

Daily tidal predictions at locations along the coastline of North and South America, including locations in the vicinity of the project area, are included in the publication East Coast of North and South America Tide Tables, United States (U.S.) Department of Commerce, National Oceanic and Atmospheric Administration, National Ocean Service. In addition to daily tidal predictions, this publication provides mean tide levels, diurnal tide ranges, and some astronomical data (sunrise, sunset, moonrise, and moonset). Of note, tidal data provided in this publication are also listed at the following website: https://tidesandcurrents.noaa.gov/tide_predictions.html.
b) Wind and Wave Data. The publications in this section include wind and wave information in the vicinity of the project area. They are available for review at the websites or agencies indicated.
1. U.S. Coast Pilot Volume 4, Atlantic Coast: Cape Henry to Key West, U.S. Department of Commerce, National Oceanic and Atmospheric Administration, National Ocean Service is a publication that supplements the navigational information shown on NOAA’s NOS nautical charts and provides miscellaneous meteorological data. This publication is available through NOAA or on the following website: https://nauticalcharts.noaa.gov/publications/coast-pilot/index.html.
2. U.S. Army Corps of Engineers’ Coastal & Hydraulics Laboratory, Wave Information Study (WIS) Database is a wave hindcast database for various stations located along the U.S.
Atlantic, Gulf of Mexico, and Caribbean coastlines. WIS Station 63407 is located in roughly 15.0 meters (m) of water relative to the Mean Sea Level (MSL) datum (i.e. 49.2 feet [ft] MSL) at 30° 25.2' N, 81° 15.0' W. This station lies approximately 9.0 mi east of the mouth of the St. Johns River. Available data includes a hindcast time series of wave heights, periods, and directions taken at 1-hour intervals for the 35-year period of 1980 – 2014. The following website provides links to WIS summary tables and plots, as well as other sources of wave data: http://wis.usace.army.mil/.
3. National Data Buoy Center (NDBC) Website provides a wide range of real-time and archived meteorological and oceanographic data collected at offshore and nearshore stations worldwide. Data provided on this website include wind speed, wind gusts, atmospheric pressure, air temperature, sea temperature, wave height, and wave period. Gauge readings are updated hourly, and archived data is available for most stations. The website address for data relevant to St. Johns County projects is http://www.ndbc.noaa.gov/maps/Florida.shtml.
c) Weather Conditions. The project area is subject to tropical systems June through November and to windy and rainy weather any time of the year. The climate of the area is essentially tropical, as temperatures below freezing are seldom. During the wet season (May through October), rainfall events are usually short and sporadic and closely associated with convective activity. Winter months generally constitute the dry season, where rainfall is typically associated with mid-latitude, or extratropical, systems and distributed in a more spatially uniform pattern. Daily rainfall events in the dry season are occasionally heavy when mid-latitude systems impact northeast Florida.
Notably, hazardous thunderstorms can occur in this area at any time of the year.

1. It is the contractor's responsibility to obtain information concerning weather conditions in the project area. The Climate Data Online website (http://www.ncdc.noaa.gov/cdo-web/) published by NOAA’s National Centers for Environmental Information (formerly the National Climatic Data Center) in Asheville, North Carolina contains climatological and meteorological data relevant to this region. Available data includes quality-controlled daily, monthly, seasonal, and yearly measurements of temperature, precipitation, wind, and degree days as well as radar data and 30-year climate normals.
NOAA’s Climate Data Online website also includes 1981 – 2010 Monthly Normals at the following website: http://www.ncdc.noaa.gov/cdo-web/datatools/normals. This product provides monthly average values for temperature, precipitation, and other information. NOAA’s Jacksonville Naval Airport Station, FL gauge (ID USW00093837) lies roughly 4 miles south of the project area at 30° 14.0' N, 81° 40.0' W, where monthly normal rainfall data are provided over the period of record from January 2010 to December 2010.

1.11 TIME EXTENSIONS FOR UNUSUALLY SEVERE WEATHER (31 OCT 1989)
This provision specifies the procedure for the determination of time extensions for unusually severe weather in accordance with the Clause DEFAULT (FIXED-PRICE CONSTRUCTION) of Section 00700 CONTRACT CLAUSES in Volume 1. In order for the Contracting Officer to award a time extension under this clause, the following conditions must be satisfied:
a. The weather experienced at the project site during the contract period must be found to be unusually severe; that is, more severe than the adverse weather anticipated for the project location during any given month.
b. The unusually severe weather must actually cause a delay to the completion of the project. The delay must be beyond the control and without the fault or negligence of the Contractor.
1.11.1 Contractor Responsibility
The project area may be affected by stormy, windy and/or rainy weather, including thunderstorms, during any time of the year. The Contractor shall be responsible for obtaining information concerning rain, wind and wave conditions that could influence safety, hauling and placement operations prior to submitting a proposal or bid.
a. Contractor shall research the project site conditions and incorporate potential adverse weather delays into their schedule prior to submitting a proposal or bid. The Contractor shall develop a schedule of monthly anticipated adverse weather based on the equipment to be used to complete the project and determine the conditions that would cause them to cease operations using the sources provided in Section 00 33 50 WEATHER, WATER STAGE AND TIDE DATA. The Contractor's progress schedule must reflect these anticipated adverse weather delays in all weather dependent activities.
b. Upon issuance of the Notice to Proceed (NTP) and continuing throughout the contract, the Contractor will record on the daily CQC report the occurrence of adverse weather and unusually severe weather with the purpose to note impact to normally scheduled work. Actual adverse weather delay days must prevent work on critical activities for 50 percent or more of the Contractor's schedule to be considered "unusually severe weather".
c. The number of actual adverse weather delay days shall include days impacted by actual adverse weather, be calculated chronologically from the first to the last day of each month, and be recorded as full days.
If the number of actual adverse weather delay days exceeds the number of days anticipated for adverse weather by the Contractor, the Contracting Officer may convert any qualifying delays to calendar
SECTION 01 11 00 Page 6 days, giving full consideration for equivalent fair weather work days that should have been anticipated for the conditions at the project location.

1.5 UNIT PRICE PAYMENT ITEMS
Payment items for the work of this contract on which the contract unit price payments will be made are listed in the LINE ITEMS AND PRICING SCHEDULE and described below. The unit price and payment made for each item listed will constitute full compensation for furnishing all plant, labor, materials, and equipment, and performing any associated Contractor quality control, environmental protection, meeting safety requirements, tests and reports, and for performing all work required for each of the unit price items.
Each Unit Price CLIN may be a single pay activity item or may be broken down into pay activities with smaller quantities equal to CLIN total.
Contract unit price multiplied by agreed quantity is full compensation.
1.5.1 Channel Debris Removal (Line Item 0005)
1.5.1.1 Payment
Payment will be made for costs associated or incidental to removal, transportation, and disposal of debris encountered during dredging activities and within the areas noted as Debris Removal Area on the plans.
Debris not considered for this payment include any contractor generated construction debris, waste materials, packaging material and the like.
Maintain a separate Debris Container for disposal of channel debris as described in Section 01 50 02 TEMPORARY CONSTRUCTION FACILITIES. All methods of removal, handling and legal disposal site must be approved by the Contracting Officer.
1.5.1.2 Measurement
a. Channel debris will be measured for payment by the weight removed and
SECTION 01 22 00 Page 4 hauled offsite. Channel debris removed will be measured for payment by weighing on approved, accurately calibrated scales furnished by and at the expense of the Contractor. The scales must be capable of printing a weight ticket including time, date, truck number, and weight. Weight certificates furnished by a public weighmaster will be acceptable. Submit Certified Weight Tickets to account for the quantities to be paid. Provide State certified weight tickets per transportation unit for all channel debris hauled off the construction site to dispose of for the purpose of payment.
b. Each truck load will be weighed to the nearest 0.1 ton and the final quantity rounded to the nearest whole ton. Channel debris will be measured for payment by weighing on approved scales before being hauled to the approved disposal location. Payment will be based on submission of Certified Weight Tickets. Scales must be of sufficient length to permit simultaneous weighing of all axle loads and have accuracy within 0.2 percent throughout the range of the scales. The scale's accuracy must conform to the applicable requirements of NIST HB 44 and be certified by an inspector of the State Inspection Bureau charged with scales inspection within Florida prior to weighing any channel debris. The scales must be capable of printing a weight ticket including time, date, truck number and weight. If commercial scales are readily available in close proximity to the dredging area or the project site, documentation must be submitted certifying that the scales meet the requirements of the specification. The Contracting Officer will evaluate scale prior to construction, and will make periodic observations of weighing operations throughout construction. Submit a copy of the Weight Scale Certification from the regulation agency attesting to the scale’s accuracy.

c. In addition to the above, payment will be made for cubic yard in-place to the allowable overdepth shown on the drawings. Payment quantities will be determined by the Government using Digital Terrain Model (DTM)surface-to-surface method of calculation.
SECTION 01 22 00 Page 5
1.5.2.2 Measurement
a. The maps and/or drawings already prepared (clause CONTRACT DRAWINGS AND SPECIFICATIONS of Section 00700 CONTRACT CLAUSES in Volume 1) are believed to represent accurately average existing conditions, but the depths shown thereon may be verified and corrected by soundings taken before dredging. Once quantities within a specified reach or section have been determined through the use of in-place measurement, they will not be reopened except on evidence of collusion, fraud, or obvious error.
b. The total amount of material removed, and to be paid for under the contract, will be measured by the cubic yard in place. The volume computed shall be between the bottom surface shown by soundings taken within 3 weeks before dredging and the bottom surface shown by the soundings taken within 2 weeks after the work specified in each acceptance section has been completed. The Contractor shall give 10 days advance notice, in writing, to the Contracting Officer's Representative of the need for a pre-dredging survey or after-dredging survey for final acceptance for each acceptance section. The quantity shall include the volume within the limits of the side slopes described in subparagraph "Side Slopes" of paragraph REQUIRED DEPTH, ALLOWABLE OVERDEPTH, AND SIDE SLOPES of Section 35 20 23 DREDGING, less any deductions that may be required for misplaced material described in subparagraph "Misplaced Materials" of paragraph DISPOSAL OF EXCAVATED MATERIAL of Section 35 20 23 DREDGING.
c. Hydrographic surveys for final measurement and payment and for channel clearance will be made by the Government. All surveys will be performed in accordance with EM 1110-2-1003 . Survey methodology will be determined in the field and will remain consistent throughout the contract. Survey frequency will be the same as that shown in the drawings. The Government will perform before- and after dredge hydrographic surveys perpendicular to the channel centerline with spacing at 25 feet at each station (STA.) for the upper reaches of Big Fishweir Creek (STA 1_00 to STA. 18+25), Little Fishweir Creek (STA.
1+50 to STA. 9+57), and Channel Widener (STA. 33+19 to STA. 35+33.02) and 100 feet spacing at the main channel (STA. 35+33.02 to STA.
55+38). Surveys will also include collection of sections perpendicular to the channel centerline at all point of intersection (PI) stations. In addition, soundings will be collected along the centerline and channel toes.
