LITTLE GOOSE NAVIGATION LOCK ELECTRICAL TESTING
GENERAL
Contractor must provide all equipment, consumable supplies, and crew necessary to perform inspection and testing of the indicated 5-kV and 480-V equipment at Little Goose Dam in accordance with specified portions of the International Electrical Testing Association (NETA) Maintenance Testing Specifications (MTS).
SAFETY
The Contractor shall comply with all applicable Occupational Safety and Health Act (OSHA) standards and the U.S.
Army Corps of Engineers’ Safety and Health Requirements Manual (EM 385-1-1), dated 15 Sep 08, as amended.
The Contractor shall provide all necessary personal protective equipment for its employees. A PDF version of EM 385-1-1 may be accessed at:

COVID-19. The Contractor shall follow federal CDC, State and Local guidelines.
SITE VISIT
The Government will provide an opportunity for prospective bidders to visit the work site, including possible routes for supplying temporary power from a generator.
TIME TO PERFORM THE WORK
Inspections and testing must be accomplished during the annual maintenance outage window.
13 February 2022 – Outage begins. Contractor may mobilize to site.
21 February 2022 – Contractor may commence work. Work must be performed Monday through Friday between 0630 and 1700.
11 March 2022 – Contractor must complete on-site work and demobilize.
19 March 2022 – Outage ends.

WORK TO BE PERFORMED
Inspect and test the equipment listed below in accordance with ANSI/NETA MTS 2019, excluding optional tasks.
Provide consumables, including lubricants, cleaners, and solvents. Provide a report of the test results, observed deficiencies, and pass-fail evaluations. Thermographic surveys will not be performed. Inspect bolted electrical connections for high resistance using a low-resistance ohmmeter or calibrated torque-wrench. After inspection and testing, return the equipment to the original configuration.
Equipment is located in the navigation lock of Little Goose Dam.

The Government will provide a PDF copy of the latest coordination and short circuit study results. The Government will provide a safe working environment by isolating power sources and coordinating work clearances with the contractor. The contractor will need to hold a parallel clearance with the Government. The Government will provide 120V, 15A power within 25 feet of the testing location. The Government will escort the contractor from the facility entrance to the equipment, and a representative from the Government must be present to witness all testing.
To support the test equipment, the contractor must provide a 480V diesel generator, generator secondary spill containment, flexible cord, cord fittings, temporary supports, strain relief, and cord protection. Protect the cord from vehicle damage, pinch points, excessive strain, and sharp corners, including holes through the structure. Comply with NFPA 70 Article 400. Contractor must inspect flexible cords daily for possible damage. Diesel generator must be operated outside the facility and only refueled when the engine has stopped.
Contractor employees that will be on site must complete approximately 4 hours of mandatory training provided by the Government for site safety and security.
If the Contractor requires Government support or assistance outside of normal work hours, the Contractor must make a formal written request to the Contracting Officer at least one week prior to the date that support/assistance is needed. The Government will review this request, but there is no guarantee that Government support or assistance can be provided.

Submittals before award:
Prospective bidders must provide documentation of NETA accreditation.
Submittals after award for government approval:
Within 1 week after award, provide a schedule for mobilizing and demobilizing.
Safety plan in accordance with EM-385-1-1 Before commencing on-site work, provide documentation of NETA training certificates for each technician on site.
Before commencing on-site work, provide documentation of maximum voltage rating for voltage test equipment.
Within 3 weeks of completing on-site work, submit a PDF report of test values, observed deficiencies, and pass-fail evaluations.

PRE-SCREEN CANDIDATES USING E-VERIFY PROGRAM
The Contractor must pre-screen candidates using the E verify Program (http://www.uscis.gov/e-verify) website to meet the established employment eligibility requirements. The Vendor must ensure that the candidate has two valid forms of Government- issued identification prior to enrollment to ensure the correct information is entered into the E- verify system. An initial list of verified/eligible candidates must be provided to the COR no later than 14 business days after the initial contract award.

This is a request for quote for a Navlock Testing in accordance with the Performance Work Statement for the U.S.
Army Corps of Engineers, Walla Walla District, at Little Goose Dam, Dayton, Washington.
Registration at www.sam.gov is required. Failure to register in the SAM database will make an offeror ineligible for award. Effective 29 April 2018, the notarized letter process is now mandatory on all CURRENT registrants at SAM who have a requirement to update data on their SAM record. The notarized letter is mandatory and is required in order for the GSA Federal Service Desk (FSD) to activate the entity's registration. Both Federal Assistance entities and all non-Federal entities must mail the original, signed copy of the notarized letter to the Federal Service Desk.
Failure to do so within 30 days of activation may result in the registration no longer being active. Mail the completed, signed, notarized letter to:

Submission of Price Quote – Offeror shall submit 1 copy of the following:
1. Signed and dated Standard Form 1449 (Solicitation/Contract/Order for Commercial Items)
2. Signed and dated Standard Form 30, if applicable, for any Amendments to the Solicitation
3. Completed schedule (pricing information) for all contract line item numbers
4. Completed Clause 52.212-3 and Alt I, “Offeror Representations and Certifications—Commercial Items” as noted above.
PRICES QUOTED MUST BE VALID FOR 30 DAYS. Solicitation shall result in a firm-fixed-price contract.
All pricing shall include shipping FOB destination (include shipping cost in price).
BUSINESS HOURS: The standard business hours for the Walla Walla District, Corps of Engineers are Monday through Friday from 8:00 a.m. to 4:00 p.m., excluding federal holidays.
BASIS FOR AWARD
The Government will award one contract resulting from this solicitation in accordance with FAR 13.106 to the responsible offeror meeting or exceeding all solicitation requirements and representing the best value based on price.
The government does not intend to have discussions with offerors so please ensure that all information required in the Technical Specifications is provided with your quote.

Site visit attendees must provide the following information: 1) Solicitation Number; 2) Project Title; 3) Name(s) of individual(s) attending site visit; 4) Are all individuals U.S. Citizens? If not, please refer to ACCESS FOR FOREIGN NATIONALS below; 5) Name of Company; 6) Phone Number of Company.
Each individual must have picture identification on his/her person while at the project site. There can be no substitutions of one individual for another. If an individual arrives at the site visit without having called ahead of time and/or without picture identification, that individual may not be allowed on the project.

52.212-3 OFFEROR REPRESENTATIONS AND CERTIFICATIONS--COMMERCIAL ITEMS (FEB 2021)

The Offeror shall complete only paragraph (b) of this provision if the Offeror has completed the annual representations and certification electronically in the System for Award Management (SAM) accessed through https://www.sam.gov. If the Offeror has not completed the annual representations and certifications electronically, the Offeror shall complete only paragraphs (c) through (v) of this provision.
(a) Definitions. As used in this provision--
"Covered telecommunications equipment or services" has the meaning provided in the clause 52.204-25, Prohibition on Contracting for Certain Telecommunications and Video Surveillance Services or Equipment.
"Economically disadvantaged women-owned small business (EDWOSB) concern" means a small business concern that is at least 51 percent directly and unconditionally owned by, and the management and daily business operations of which are controlled by, one or more women who are citizens of the United States and who are economically disadvantaged in accordance with 13 CFR part 127. It automatically qualifies as a women-owned small business eligible under the WOSB Program.
"Forced or indentured child labor" means all work or service—
(1) Exacted from any person under the age of 18 under the menace of any penalty for its nonperformance and for which the worker does not offer himself voluntarily; or
(2) Performed by any person under the age of 18 pursuant to a contract the enforcement of which can be accomplished by process or penalties.
"Highest-level owner" means the entity that owns or controls an immediate owner of the offeror, or that owns or controls one or more entities that control an immediate owner of the offeror. No entity owns or exercises control of the highest level owner.
"Immediate owner" means an entity, other than the offeror, that has direct control of the offeror. Indicators of control include, but are not limited to, one or more of the following: Ownership or interlocking management, identity of interests among family members, shared facilities and equipment, and the common use of employees.
"Inverted domestic corporation," means a foreign incorporated entity that meets the definition of an inverted domestic corporation under 6 U.S.C. 395(b), applied in accordance with the rules and definitions of 6 U.S.C. 395(c).
"Manufactured end product" means any end product in product and service codes (PSCs) 1000-9999, except—
(1) PSC 5510, Lumber and Related Basic Wood Materials;
(2) Product or Service Group (PSG) 87, Agricultural Supplies;
(3) PSG 88, Live Animals;
(4) PSG 89, Subsistence;
(5) PSC 9410, Crude Grades of Plant Materials;
(6) PSC 9430, Miscellaneous Crude Animal Products, Inedible;
(7) PSC 9440, Miscellaneous Crude Agricultural and Forestry Products;
(8) PSC 9610, Ores;
(9) PSC 9620, Minerals, Natural and Synthetic; and
(10) PSC 9630, Additive Metal Materials.
"Place of manufacture" means the place where an end product is assembled out of components, or otherwise made or processed from raw materials into the finished product that is to be provided to the Government. If a product is disassembled and reassembled, the place of reassembly is not the place of manufacture.
"Reasonable inquiry" has the meaning provided in the clause 52.204-25, Prohibition on Contracting for Certain Telecommunications and Video Surveillance Services or Equipment.
"Restricted business operations" means business operations in Sudan that include power production activities, mineral extraction activities, oil-related activities, or the production of military equipment, as those terms are defined in the Sudan Accountability and Divestment Act of 2007 (Pub. L. 110-174). Restricted business operations do not include business operations that the person (as that term is defined in Section 2 of the Sudan Accountability and Divestment Act of 2007) conducting the business can demonstrate—
(1) Are conducted under contract directly and exclusively with the regional government of southern Sudan;
(2) Are conducted pursuant to specific authorization from the Office of Foreign Assets Control in the Department of the Treasury, or are expressly exempted under Federal law from the requirement to be conducted under such authorization;
(3) Consist of providing goods or services to marginalized populations of Sudan;
(4) Consist of providing goods or services to an internationally recognized peacekeeping force or humanitarian organization;
(5) Consist of providing goods or services that are used only to promote health or education; or
(6) Have been voluntarily suspended.
"Sensitive technology"—
(1) Means hardware, software, telecommunications equipment, or any other technology that is to be used specifically—
(i) To restrict the free flow of unbiased information in Iran; or
(ii) To disrupt, monitor, or otherwise restrict speech of the people of Iran; and
(2) Does not include information or informational materials the export of which the President does not have the authority to regulate or prohibit pursuant to section 203(b)(3) of the International Emergency Economic Powers Act (50 U.S.C. 1702(b)(3)).
"Service-disabled veteran-owned small business concern"—
(1) Means a small business concern—
(i) Not less than 51 percent of which is owned by one or more service-disabled veterans or, in the case of any publicly owned business, not less than 51 percent of the stock of which is owned by one or more service-disabled veterans; and
(ii) The management and daily business operations of which are controlled by one or more service-disabled veterans or, in the case of a service-disabled veteran with permanent and severe disability, the spouse or permanent caregiver of such veteran.
(2) Service-disabled veteran means a veteran, as defined in 38 U.S.C. 101(2), with a disability that is service-connected, as defined in 38 U.S.C. 101(16).
"Small business concern"—
(1) Means a concern, including its affiliates, that is independently owned and operated, not dominant in the field of operation in which it is bidding on Government contracts, and qualified as a small business under the criteria in 13 CFR part 121 and size standards in this solicitation.
(2) Affiliates, as used in this definition, means business concerns, one of whom directly or indirectly controls or has the power to control the others, or a third party or parties control or have the power to control the others. In determining whether affiliation exists, consideration is given to all appropriate factors including common ownership, common management, and contractual relationships. SBA determines affiliation based on the factors set forth at 13 CFR 121.103.
"Small disadvantaged business concern, consistent with 13 CFR 124.1002," means a small business concern under the size standard applicable to the acquisition, that--
(1) Is at least 51 percent unconditionally and directly owned (as defined at 13 CFR 124.105) by--
(i) One or more socially disadvantaged (as defined at 13 CFR 124.103) and economically disadvantaged (as defined at 13 CFR 124.104) individuals who are citizens of the United States; and
(ii) Each individual claiming economic disadvantage has a net worth not exceeding $750,000 after taking into account the applicable exclusions set forth at 13 CFR 124.104(c)(2); and
(2) The management and daily business operations of which are controlled (as defined at 13.CFR 124.106) by individuals, who meet the criteria in paragraphs (1)(i) and (ii) of this definition.
"Subsidiary" means an entity in which more than 50 percent of the entity is owned—
(1) Directly by a parent corporation; or
(2) Through another subsidiary of a parent corporation.
"Veteran-owned small business concern" means a small business concern—
(1) Not less than 51 percent of which is owned by one or more veterans(as defined at 38 U.S.C. 101(2)) or, in the case of any publicly owned business, not less than 51 percent of the stock of which is owned by one or more veterans; and
(2) The management and daily business operations of which are controlled by one or more veterans.
"Women-owned business concern" means a concern which is at least 51 percent owned by one or more women; or in the case of any publicly owned business, at least 51 percent of the its stock is owned by one or more women; and whose management and daily business operations are controlled by one or more women.
"Women-owned small business concern" means a small business concern --

(iii) The Government will evaluate offers in accordance with the policies and procedures of FAR Part 25. For line items covered by the WTO GPA, the Government will evaluate offers of U.S.-made or designated country end products without regard to the restrictions of the Buy American statute.
