SUBMISSION REQUIREMENTS

The Government will award a firm-fixed-price (FFP) contract to the responsible quotor whose quote conforms to the requirements as stated in this request for quotation (RFQ). The award will be made based on the following three

(3) evaluation factors: Technical, Past Performance, and Price. All quotors who receive an acceptable rating for the above Factors, the lowest price quotor will be selected for award.

The Government intends to evaluate quotes and make award without questions to quotors.

Therefore, the Quotor's initial quote should contain the Quotor's best terms from a Technical and Cost standpoint. Unclear quotes may not result in questions for clarifications. Quotes with an omission or unclear quote may be judged to mean the contractor does not fully understand the requirements or understand what it takes to meet the requirements, regardless of the proposed cost/price, and will be rated unacceptable. In that case, the Quotor may be found unacceptable, and ineligible for award. The Government reserves the right to ask questions of quotors if the Contracting Officer determines them to be necessary. In order to be considered for this award, all items labeled “MUST” are required.

Evaluation Criteria Factors/Ratings:

Factor I Past Performance -

⦁ Two (2) Past Performance References MUST be provided for similar projects. Projects must have been completed within the previous three (3) years.

⦁ And/or Two (2) Past Performance Questionnaires

Factor II Price -

Price- Price will be evaluated in accordance with FAR 13.106-2. The government may require additional pricing information to assist in determining the extent to which the price is fair, and reasonableness and the pricing information shall be provide if requested. The Government will evaluate quotes for award purposes by adding the total of all CLIN prices to ensure that pricing is not unbalanced.

All line items must be priced. Quotes providing partial pricing may be considered non-responsive.

⦁ Bid Schedule – Government template MUST be provided

Evaluation Criteria rating:

1. Past performance-

The Quotor shall arrange for the reference customer point of contact for two projects to fill out the Questionnaire and return directly to Vincent Gier, Contract Specialist, e-mail at vincent.j.gier@usace.army.mil. The questionnaires must be forwarded directly by the references. ADJECTIVE RATINGS AND DEFINITIONS TO BE USED TO BEST REFLECT

YOUR EVALUATION OF THE CONTRACTOR’S PERFORMANCE

RATING DEFINITION NOTE

(E) Exceptional Performance meets contractual requirements and exceeds many to the Government/Owner’s benefit. The contractual performance of the element or sub-element being assessed was accomplished with few minor problems for which corrective actions taken by the contractor was highly effective.

An Exceptional rating is appropriate when the Contractor successfully performed multiple significant events that were of benefit to the Government/Owner. A singular benefit, however, could be of such magnitude that it alone constitutes an Exceptional rating. Also, there should have been NO significant weaknesses identified.

(VG) Very Good Performance meets contractual requirements and exceeds some to the Government’s/Owner’s benefit. The contractual performance of the element or sub-element being assessed was accomplished with some minor problems for which corrective actions taken by the contractor were effective.

A Very Good rating is appropriate when the Contractor successfully performed a significant event that was a benefit to the Government/Owner. There should have been no significant weaknesses identified.

(S) Satisfactory Performance meets minimum contractual requirements. The contractual performance of the element or sub-element contains some minor problems for which corrective actions taken by the contractor appear or were satisfactory.

A Satisfactory rating is appropriate when there were only minor problems, or major problems that the contractor recovered from without impact to the contract. There should have been NO significant weaknesses identified. Per DOD policy, a fundamental principle of assigning ratings is that contractors will not be assessed a rating lower than Satisfactory solely for not performing beyond the requirements of the contract.

(M) Marginal Performance does not meet some contractual requirements. The contractual performance of the element or sub-element being assessed reflects a serious problem for which the contractor has not yet identified corrective actions. The contractor's proposed actions appear only marginally effective or were not fully implemented.

A Marginal is appropriate when a significant event occurred that the contractor had trouble overcoming which impacted the Government/Owner.

(U) Unsatisfactory Performance does not meet most contractual requirements and recovery is not likely in a timely manner. The contractual performance of the element or sub-element contains serious problem(s) for which the contractor's corrective actions appear or were ineffective.

An Unsatisfactory rating is appropriate when multiple significant events occurred that the contractor had trouble overcoming and which impacted the Government/Owner. A singular problem, however, could be of such serious magnitude that it alone constitutes an unsatisfactory rating.

The contractor shall assist the campers/visitors by locating campsites, answering general questions, and by advising them of obvious potential or actual violations of campground regulations.

The Robert W. Craig Memorial Campground is a 68-site facility accessible from West Virginia Route 46 via a blacktopped roadway approximately 1 mile long.

The campground complex consists of an entrance station, a combination shower house/restroom, a separate smaller restroom station, a children’s playground, a group shelter, nature trails, archery trail and a visitor parking area. The shower house has hot and cold running water in sinks and showers. Toilet facilities at both the shower house and the smaller comfort station are flush type. A post hydrant with potable water is located about every fifth site and a bulk sewage dump station for RVs and camping units is located near the entrance station.

Except as noted elsewhere in these specifications there shall be no requirement for significant grounds keeping or janitorial services by the park contractor. These functions are contracted separately with other vendors.

a. The government’s past experience with this campground has demonstrated that although the work is not particularly difficult or time consuming, there are peak periods (usually occurring on weekends and holidays) when the logistics of the campground and the contractual requirements dictate that two people are necessary to perform the work. The following work schedule is therefore based upon the assumption that the campground park contractor duties shall be performed by two separate sets of park contractors, each contractor with a separate contract with the government, but each contractor’s duties requiring interaction and cooperation with the other. The beginning and ending dates for actual performance for Park Attendant services are 1 May through 30 September. A typical workweek shall be as follows:

1) Park attendant #1 will be off Monday and Tuesday, and work Wednesday and Thursday from 7:00 am until 12:00 midnight. On Friday, Saturday, and Sunday the attendants shall alternate every two weeks to fairly share evening work and daytime work. The shifts on Friday, Saturday and Sunday will be 7:00 am until 4:00 pm and 4:00 pm until midnight. 3) Change of shift - for communication purposes the contractor shall be available for no more than 15 minutes before or after their shift change. If the contractor is unavailable for the overlay time the contractor shall be required to leave sufficient shift notes of any issues regarding campers, campground grounds and facilities, and supplies for the next park attendant on duty. Any variations should require the approval of the on-duty Park Ranger.

4) Each contractor’s days off, shift times, and work hours shall remain constant over the e n t i r e c o n t r a c t p e r i o d f o r M o n d a y , T u e s d a y , W e d n e s d a y , a n d T h u r s d a y . However, the Friday, Saturday, Sunday schedule shall alternate every two weeks to fairly share evening work and daytime work.

5) The contractor that has the evening shift on Friday, Saturday and Sunday shall also be required to provide at least one attendant to remain with the contractor’s camper unit overnight on these days to respond to emergencies or disturbances in the campground.

6) There shall be three holidays (Memorial Day, Fourth of July, and Labor Day) within the contract period. It is anticipated that if the holiday falls on a day other than Friday, Saturday, or Sunday the government may alter either or both contractors’ schedules to provide two-shift coverage on the holiday.

The Government will not furnish any type of transportation, pay transportation-related expenses, or pay mileage for performance of the work stipulated in this contract. Trucks or other vehicles will not be driven or parked in unsafe positions or off designated roadways and parking areas. Drivers of all contractor vehicles will comply with all applicable local, state, and federal laws and regulations. The contractor shall assist the campers/visitors by locating campsites, answering general questions, and by advising them of obvious potential or actual violations of campground regulations. The contractor shall be required to check the NRRS daily arrival report for the RWCC Pavilion reservations and post the “Reserved” sign at the RWCC pavilion the night before it is reserved and remove the “Reserved” sign after completion of the reservation and store the sign in the

RWCC Entrance Station. The contractor shall encourage visitors and campers to complete a customer feedback form. All written comments shall be submitted to the Lead Ranger.

a.4. The contractor shall be required to implement all aspects of a campground reservation program to include but not limited to, register campers, collect camping fees, processing reservations, using a Windows based computer system, insuring reserved sites are physically marked as reserved, and issue a copy of the receipt to the camper. Payment for camping fees may be in the form of cash, check, money order, or credit card. The campground status board shall always be kept up to date. The contractor shall be required to operate a credit card reader during the process of collection and to provide and maintain, on hand, a change fund. The fund shall not be less than $100.00. Fees collected plus the supporting documentation shall be deposited at shift’s end in a safe provided by the government. The a m o u n t collected by the Cashier must correspond with the camping permits issued and the contractor shall be required to reimburse the government for any shortages or loss of funds. Any loss, shortage, or other unexplained imbalance is to be promptly reported to a Corps ranger. Contractor shall not be authorized to make monetary refunds under any circumstances and shall refer all such requests to the Corps ranger on duty. The contractor shall be required to be familiar with the NRRS user fee program and be able to answer routine questions from the public about the program.

a.5. The contractor is required to collect camping fees, input applicable data into the computer system or record information manually, and issue camper and vehicle passes to the campers/visitors before they enter the campground. The computer shall be in the entrance station to the campground and all camper registration shall be performed at this location. Specifically, F r i d a y ’ s , Saturday’s, and all holidays a minimum of two contractors shall be required to man the entrance station continually as well as provide the requisite foot patrols and restroom checks in the campground proper. Staffing of the entrance station shall be non-negotiable on the part of the contractors and shall be solely at the discretion of the Corps ranger on duty. Prior to opening the entrance station for daily business, the contractor will conduct a check of the appropriate campground. The check will not exceed one (1) hour in duration. If completed in less than the allotted time the appropriate entrance station shall be opened for business when the check is complete. The contractor shall also have the responsibility of providing campground status and answering questions over the phone. It will be mandatory for at least one attendant to be in the entrance station Monday through Thursday from 9:00 am – 11:00 am and 1:00 pm – 3:00 pm.

a.6. Contractors are required to conduct frequent foot patrols of the campground to assure that camping fees have been collected for all occupied sites and that all vehicles have appropriate passes. The minimum number of foot patrols each day of the week shall be as follows: Not later than 9:00 A.M., around noon, 3:00

P.M., 6:00 P.M., 8:00 P.M., and after 10:00 P.M. Busy weekends or holidays may require more frequent patrols. Contractors shall keep a daily log of their activities to account for how they spent their time, including when foot patrols were made, when the entrance station was manned, significant events that happened in the park (example, told site 34 to turn down radio, asked camper on site 26 to not park car on grass, camper on site 17 complained about noise on site 18, etc.). The entrance station shall remain open and manned during the status check.

a.7. The contractor will restrict access in each campground to registered campers and their registered guests through the issuance of the appropriate type and number of vehicles permits. These will be issued within the rules and regulations established for operation of the Robert W. Craig Campground. This is a family-oriented campground and particular emphasis shall be given to adherence to non-camper (visitor) access.

a.8. In addition to paragraph A.5., foregoing, contractors shall assist the Corps rangers in implementing all the campground regulations. Quiet hours are to be in effect from 10:00 pm to 8:00 am. Frequent foot patrols shall be made through the campground daily to determine if any trouble areas are developing and to advise the individuals involved of the campground rules. Minor violations observed by the contractor such as loud or disruptive behavior, pets off leash, lanterns on trees, fires outside of fire ring, too many vehicles per site, parking on the grass, etc., shall be tactfully brought to the attention of the campers and suggestions for corrective action shall be proposed. If the camper fails to comply with the request the contractor shall refer the matter to a Corps ranger on duty.

a.9. The contractors shall report all disturbances to a Corps ranger for record keeping purposes on a regular basis. Those disturbances that the attendant is unable to diplomatically control shall be immediately reported to the ranger on duty or on call. A priority list of home telephone numbers of Corps staff and management shall be furnished for the attendant’s use if a ranger is not available at the time of the incident. These telephone numbers are for the contractor’s use in an emergency only and are not public information. If the incident warrants calling a ranger at home the contractor shall provide as much detailed information as possible including the type of incident, number of people involved, and the attendant’s evaluation of the seriousness of the incident. If the seriousness merits calling law enforcement officers, the ranger shall make that determination. Only if the contractor is unable to contact anyone on the priority call list or if the situation is such that common sense dictates that law enforcement officials are needed immediately the attendant shall call local police without prior approval of the Corps. In the event that the contractor feels it necessary to call the police based upon his judgment alone, all such communications shall be documented as accurately as possible, noting such things as the time the call was made, whom the call was made to, the time the police arrived and their names, the names of the campers involved, and the action taken by the police to resolve the incident. This information should then be communicated to the Corps staff as soon as practicable.

UNDER NO CIRCUMSTANCES ARE THE ATTENDANTS TO

ATTEMPT TO APPREHEND ANY VIOLATORS OR OTHERWISE

These checks can be made as part of the foot patrols described in paragraph A.6. Report all defects to the Corps ranger on duty at the first convenient opportunity. Although janitorial, trash removal, and certain other routine maintenance services are performed by other contractors, park attendants shall be required to perform minor services in this regard between regularly scheduled contract works by others. Contractors shall assure that restrooms are stocked with supplies, trash does not accumulate excessively, and random litter is picked up during the routine checks of the facilities. Park attendants need approval from the COR to do any mowing of their provided campsites or make any modifications or additions to the campsite provided.

a.12. The contractors shall cooperate with Corps employees and Corps contractor personnel performing maintenance, repairs, janitorial, refuse removal, septic pumping, and grounds keeping services.

A logbook noting the name or site number of the camper and the date and time the equipment is checked out and returned should be all that is required to monitor this service. Typical equipment may include, but is not limited to, basketballs, horseshoes, and similar items.

a.18. The contractors are hired contract labor not directly in the employ of the Corps, but in essence they represent the Corps as an agency in general and the Jennings Randolph Lake project specifically. The visiting public rarely makes any distinction, however, and they usually assume a contractor is a Corps employee whether this is the case or not. For this reason, park attendants shall be required to conduct themselves in a manner that shall enhance the image of the Corps. Tact, diplomacy, courtesy, and a friendly and outgoing manner shall be required any time the attendants are dealing with the public. Personal cleanliness and appropriate attire shall be required of all contractors while in the campground even when they are off duty. While on duty, contractor shall be required to wear appropriate clothing approved by the COR and nametags furnished by the Corps that identifies them as authorized park attendants. a.20. All personnel hired by the contractor during the contract shall be at least 18 years of age.

a.21. Contractors, their families, or their visitors shall not use or be under the influence of alcohol and/or drugs at any time while in the campground or performing any duties outlined under this contract.

a.22. Contractors shall not carry firearms in the park or maintain them in their personal vehicles or camper unit.

a.23. Contractors, their families, or their visitors shall not sell camping supplies or any other commodity or engage in any form of commercial activity on Corps property.

a.24. Due to the nature of the services to be rendered, the contractor shall insure that employees are in good general health, eyesight correctable to 20/20 (Snellen) and be capable of hearing or correctable to hear normal conversation.

a.25. The contractor and employees must be able to read and speak the English language with the equivalency of a high school graduate and have the ability to count money, make change, add columns of figures, input computer data, and write legibly.

a.26. The contractor shall be computer literate to the degree of basic typing, keyboard operation, and the ability to operate a Windows based computer program. The Corps of Engineers reserves the right to require the contractor and employees to demonstrate adequate proficiency prior to the start of each contract year.

a.27. The contractor and employees shall be able to demonstrate basic interpersonal skills and the ability to make decisive decisions based on input from visitors, regulations, and computer information.

a.28. The contractor must be able to demonstrate that all employees either possess or demonstrate how the employees shall gain skills and abilities to fulfill all the requirements of the contract.

a.29. The contractor shall turn in to the Park Office or to a Park Ranger all items found in the Public Use Areas and Facilities.

a.30. The contractor shall maintain the entrance stations and their immediate surrounding area in presentable condition (keep inside and outside litter free;

a.32. No citizen band radios shall be permitted in the entrance station. Cots are not permitted. Radios and TV’s are permitted but shall be used with discretion and not in a manner that would interfere with performing contract duties. Radios and TV’s need to be turned off when interacting with the public.

a.33. The contractor shall not use Corps facilities for storage of personal items. However, the contractor may install a small storage shed on their site for personal storage with prior approval of the Operations Project Manager.

a.34. The contractor and employees shall permit only authorized persons behind the counter in the entrance station. Only scheduled on-duty contractors are allowed in the entrance station during their shift.

a.35. Have the ability to walk a minimum of one mile in distance.

a.36. The contractor and employees shall conduct services in accordance with EM 385-

1-1 “Safety and Health Requirements Manual”, to include the use of seat belts and other vehicle operational requirements. The manual can be found at the following website:

http://www.usace.army.mil/inet/usace-docs/eng-manuals/em385-1- 1/toc.htm a.37. The Contractor shall submit an Accident Prevention Plan to the COR prior to work start.

Plans must be approved prior to start of work.

a.38. The Contractor must provide one surety bond for contracted work at the Robert W. Craig Campground prior to the 2021 contract period of performance at his/her own expense; and the surety bond shall be for not less than $5,000 for the 2021 contract period of performance for work conducted at the Robert W.
