INSTRUCTION TO OFFERORS
Quotes can be submitted via e-mail at Nastashia.d.willoughby@usace.army.mil or via mail to U.S. Army Corps of Engineers, Contracting Division, Simplified Acquisition Branch, ATTN: Nastashia Willoughby, 2 Hopkins Plaza, 3rd floor, 03-B-05, Baltimore, MD 21201-2530.
SUBMISSION REQUIREMENTS
The Government will award a firm-fixed-price (FFP) contract to the responsible offeror whose offer conforms to the requirements as stated in this request for quotation (RFQ). The award will be made using the Lowest Price Technically Acceptable (LPTA) method based on the following three (3) evaluation factors: Technical, Past Performance, and Price.
The Government intends to evaluate quotes and make award without questions to offerors.
Therefore, the Offeror's initial quote should contain the Offeror's best terms from a Technical and Cost standpoint. Unclear quotes may not result in questions for clarifications. Offers with an omission or unclear quote may be judged to mean the contractor does not fully understand the requirements or understand what it takes to meet the requirements, regardless of the proposed cost/price, and will be rated unacceptable. In that case, the Offeror may be found unacceptable, and ineligible for award. The Government reserves the right to ask questions of offerors if the Contracting Officer determines them to be necessary.
Site Visit - Offerors are urged and expected to inspect the site where services are to be performed and to satisfy themselves regarding all general and local conditions that may affect the cost or contract performance, to the extent that the information is reasonably obtainable. In no event shall failure to inspect the site constitute grounds for a claim after contract award. Each location can be located online and a site visit coordinated with the station commander. Please bring valid photo identification and a copy of a solicitation for verification purposes to the site visit. Site visit will be help on Wednesday 29 July 2020 at 0900 AM. Please contact Glenn Wernenr for any questions regarding the site visit a Glenn.E.Werner@usace.army.mil .
Questions concerning this solicitation must be submitted by email no later than 03 August 2020 at 2:00 PM EST.
This will allow responses to be posted on Beta.Sam prior to solicitation closing.
Email: Nastashia.d.willoughby@usace.army.mil
Evaluation Criteria Factors/Ratings:
1. Technical –
The offer will be evaluated to ensure all the items below are provided:
Cover Letter on offeror’s letterhead. Letter shall summarize the pricing total and include offeror specific details such as Cage Code, Tax ID#, and DUNS #. Letter shall be signed by the representative managing the account.
Capability Statement Two (2) Past Performance references for similar projects. Projects must have been completed within the previous three (3) years.
Two (2) Past Performance Questionnaires Bid Schedule – Government template provided
The following adjectival ratings will be assigned to the Technical factor
Acceptable: Offer clearly meets the minimum requirements of the solicitation.
Unacceptable: Offer does not clearly meet the minimum requirements of the solicitation.
2. Past Performance (see attached questionnaire below) -
Past performance refers to the quality of recent project experience from the customer’s perspective. The Offeror shall arrange for the reference customer point of contact for two (2) projects to fill out the Questionnaire and return to Nastashia Willoughby, Contract Specialist, e-mail at nastashia.d.willoughby@usace.army.mil. Past Performance for similar projects within the last 3 years (Past Performance) will be evaluated utilizing the information provided by the Contractor, the Past Performance Questionnaires, two (2) references and by checking other sources such as the Contractor Performance Assessment Reporting System (CPARS).
Any offeror who has demonstrated satisfactory past performance will be considered eligible for award. Any offeror who demonstrated unsatisfactory past performance will not be considered eligible for award. If the Government does not obtain past performance information for the projects identified by the offeror and cannot establish a past performance record for the offeror through other sources, or if the offeror has no past performance record and cannot tie significant, relevant experience of key personnel proposed for this project to cited experience, past performance will be evaluated neither favorably nor unfavorably.
The following adjectival ratings will be assigned to the Past Performance factor

UNACCEPTABLE Past performance references and/ or PPQ has unsatisfactory ratings and clearly does not meet the minimum requirements of the solicitation.
NEUTRAL No past performance submitted
3. Price –
Price will be evaluated in accordance with FAR 15.402. The government may require additional pricing information to assist in determining the extent to which the price is fair and reasonableness and the pricing information shall be provide if requested. The Government will evaluate quotes for award purposes by adding the total of all CLIN prices to ensure that pricing is not unbalanced. Offeror must complete all line items to be considered for award. All line items must be priced. Quotes providing partial pricing shall be considered non-responsive.

ADJECTIVE RATINGS AND DEFINITIONS TO BE USED TO BEST REFLECT
YOUR EVALUATION OF THE CONTRACTOR’S PERFORMANCE
RATING DEFINITION NOTE
(E) Exceptional Performance meets contractual requirements and exceeds many to the Government/Owner’s benefit.
The contractual performance of the element or sub-element being assessed was accomplished with few minor problems for which corrective actions taken by the contractor was highly effective.
An Exceptional rating is appropriate when the Contractor successfully performed multiple significant events that were of benefit to the Government/Owner. A singular benefit, however, could be of such magnitude that it alone constitutes an Exceptional rating.
Also, there should have been NO significant weaknesses identified.
(VG) Very Good Performance meets contractual requirements and exceeds some to the Government’s/Owner’s benefit. The contractual performance of the element or sub-element being assessed was accomplished with some minor problems for which corrective actions taken by the contractor were effective.
A Very Good rating is appropriate when the Contractor successfully performed a significant event that was a benefit to the Government/Owner. There should have been no significant weaknesses identified.
(S) Satisfactory Performance meets minimum contractual requirements. The contractual performance of the element or sub-element contains some minor problems for which corrective actions taken by the contractor appear or were satisfactory.
A Satisfactory rating is appropriate when there were only minor problems, or major problems that the contractor recovered from without impact to the contract.
There should have been NO significant weaknesses identified. Per DOD policy, a fundamental principle of assigning ratings is that contractors will not be assessed a rating lower than Satisfactory solely for not performing beyond the requirements of the contract.
(M) Marginal Performance does not meet some contractual requirements. The contractual performance of the element or sub-element being assessed reflects a serious problem for which the contractor has not yet identified corrective actions. The contractor's proposed actions appear only marginally effective or were not fully implemented.
A Marginal is appropriate when a significant event occurred that the contractor had trouble overcoming which impacted the Government/Owner.
(U) Unsatisfactory
Performance does not meet most contractual requirements and recovery is not likely in a timely manner. The contractual performance of the element or sub-element contains serious problem(s) for which the contractor's corrective actions appear or were ineffective.
An Unsatisfactory rating is appropriate when multiple significant events occurred that the contractor had trouble overcoming and which impacted the Government/Owner. A singular problem, however, could be of such serious magnitude that it alone constitutes an unsatisfactory rating.
(N) Not Applicable
No information or did not apply to your contract Rating will be neither positive nor negative.

1.0 Introduction. The U. S. Army Corps of Engineers at Raystown Lake is requesting wildlife enhancement services. Contractors shall be capable of providing services on Federal lands. All work will be performed on the Raystown Lake Project in Huntingdon County, Pennsylvania.
2.0 Background. Raystown is home to numerous wildlife species and it’s the Corps responsibility to manage its lands to benefit these species. The work management tasks performed as part of this contract will provide benefits to Raystown’s forest and wildlife resource for years to come.
3.0 General Requirements. The Contractor shall provide all labor, materials, equipment, equipment operators, tools, transportation, and supplies necessary to perform wildlife enhancement services on the Raystown Lake Project, Baltimore District, U.S. Army Corps of Engineers in accordance with the specifications contained herein. Services include, but are not limited to: seedling plantings, tree/shrub plantings, wildlife plots, tree girdling, forest mowing, and deer fence removal. There are six (6) line items. The Contractor must bid all line items to be considered for award.
The Contractor will not perform wildlife enhancement services under any conditions where the task cannot be completed properly to obtain the Government’s goal. The OPM or their representative, based on independent judgment, may halt work based on inappropriate weather.
The Contractor and all Contractor employees shall be subject to the rules and regulations provided in Title 36, Code of Federal Regulations, Part 327, during the performance of this contract. Upon request a copy of these provisions can be provided by the Government.
Any work performed outside the scope of this contract must be negotiated in advance. Failure to acquire advance approval will result in the Contractor not being compensated for the work performed outside the scope.
3.1 Work Task Description. There are six (6) line items as summarized below. The
Contractor must bid on all line items to be considered for award.
3.1.1 Tree Seedling Planting.
The Contractor shall provide and plant ten thousand six hundred and fifty (10,650) seedlings in seven (7) locations across the Project. All seedlings shall be planted in accordance with the following specifications and Table 1. Maps of the planting locations are in Appendix A.
If a species is unavailable or has insufficient quantities, the Contractor may utilize a comparable species, pending Government approval. The Government reserves the right to change quantities at each location (the overall quantity shall not change) due to active timber sale operations. The Contractor shall provide the Government with a copy of their purchase receipt(s) to serve as proof that the required sizes and quantities of each species was purchased. The Contractor shall notify the Government prior to starting each planting operation so that the Government can inspect for compliance with contract specifications. Any seedlings planted without notifying the Government are considered misplants and shall be replanted at the Contractors expense.
Seedlings shall be planted from October 12 – November 20, 2020 and/or April 5 – May 28, 2021. Planting operations shall be performed only during periods when beneficial results can be obtained. When drought, excessive moisture, or other unsatisfactory conditions exist; work shall be stopped until favorable conditions exist. Seedlings shall be set plumb and held in position until sufficient soil has been firmly placed around the roots. At least two inches of mineral soil should cover the first lateral root. Seedlings shall be planted by placing the root collar at the soil line or no more than 1/2 inch deep.
Each seedling should be set firmly in the ground so that it passes the tug test. Soil around the roots should be packed so that there are no air pockets around or adjacent to the roots. The seedlings shall be planted at minimum 10'x10' spacing; trees planted closer than this are considered misplants and shall be replanted at the Contractors expense. The roots of each seedling must be so placed that they assume a near natural position. The roots must not be twisted (corkscrew). Seedlings shall be planted with a tool capable of opening a vertical hole deep enough to allow proper placement of the roots while avoiding soil compaction. Each seedling should stand erect, perpendicular to the horizontal plane not perpendicular to the slope of the ground. Spots which are considered unsatisfactory for planting are loose mounds of soil, rotten wood, clumps of dead vegetation, abnormal depressions, or spots in which free water appears in the planting hole.

The Contractor shall provide and plant twenty (20) 5'-6' balled and burlapped tree species and twenty (20) 5'-6' balled and burlapped shrub species within the Hillside Nature Trail area at the Raystown Lake Visitor Center. All trees/shrubs shall be planted in accordance with the following specifications and Table 2. A map of the planting location is in Appendix B. The Contractor shall provide a planting plan to the Government for approval. The plan, at a minimum, shall include a map specifying the location, species, and size of each planting.
Only standard trees shall be utilized, dwarf or semi-dwarf are not acceptable. See Table 2 for a list of acceptable species. A mixture of these species shall be utilized. If a species is unavailable or has insufficient quantities, the Contractor may utilize a comparable species, pending Government approval. The Contractor shall provide the Government with a copy of their purchase receipt(s) to serve as proof that the required type, size, and quantities of each species was purchased. The Contractor shall notify the Government prior to starting each planting operation so that the Government can inspect for compliance with contract specifications. Any tree/shrub planted without notifying the Government are considered misplants and shall be replanted at the Contractors expense.
Each tree/shrub planting shall be fenced using a minimum 10' section of galvanized fencing that stands a minimum of 48" in height. The fencing shall be secured using two
(2) 60" metal t-posts that are set 180o from each other. The fencing shall be secured to the t-posts using metal wire.
Trees/shrubs shall be planted from October 12 – November 20, 2020. Trees/shrubs shall be set plumb and held in position until sufficient soil has been firmly placed around the roots or ball. At least two inches of mineral soil should cover the first lateral root. They shall be planted by placing the root collar at the soil line or no more than 1/2 inch deep. Each shrub and tree should be set firmly in the ground so that it totally resists movement. Soil around the roots should be packed so that there are no air pockets around or adjacent to the roots. The roots of each planted tree must be so placed that they assume a near natural position. The roots must not be twisted (corkscrew). Trees shall be planted with a tool capable of opening a vertical hole deep enough to allow deep placement of the roots while avoiding soil compaction. Each planted tree should stand erect, perpendicular to the horizontal plane not perpendicular to the slope of the ground. Spots which are considered unsatisfactory for planting are loose mounds of soil, rotten wood, clumps of dead vegetation, abnormal depressions or spots in which free water appears in the planting hole.

All trees shall have a one (1) year 100% guarantee after one growing season. All dead trees shall be replaced with new trees of the original species mixture and in accordance with contract specifications at the Contractors expense.
3.1.3 Wildlife Plots.
The Contractor shall develop a total of 4 wildlife plots. They will include two (2) pollinator plots, totaling 2.24 acres; one (1) wetland pollinator plot, totaling .22 acres;
and one (1) warm season grasses plot, totaling 3.26 acres. These plots will be placed at various locations across the Raystown Lake Project. Maps of the planting locations are in Appendix C. These plots will serve as wildlife habitat and shall be developed in accordance with the following specifications and Table 3.
The pollinator plots shall be seeded at a minimum rate of ten (10) lbs/acre using the Xerces Society’s Pennsylvania Pollinator Conservation Seed Mix. This seed mix is available through Ernst Conservation Seeds XERC00105. (Note: It would be suitable to add 30 lbs/acre of oats in addition to the required mix. This option is added due to observed plantings having a thick cover of foxtail. High mowing will alleviate the foxtail growth – only if mowed timely). If foxtail emerges as the dominate species during the first growing season, the Contractor is responsible for mowing to a height of 8". All vegetation, stumps, and debris shall be removed from the planting area.
Herbicide treatment of any nuisance/invasive species is permitted/encouraged to control weed infestations. The planting area shall be thoroughly disk/scarified to break up the sod, kill existing vegetation, and create a loosened soil seed bed to ensure seed-to-soil contact. Lime shall be applied at a rate of two (2) tons/acre. Fertilizer shall be applied at a rate of three hundred (300) lbs/acre. If overall site conditions consist of rock fill, little to no topsoil, or heavily compacted areas that are low in fertility; a layer of topsoil or organic matter (compost) may be added. Hand seed, broadcast seed, hydroseed, or drill seed are all acceptable planting options.
The wetland pollinator plot shall be seeded at a minimum rate of twenty (20) lbs/acre using the FACW Wetland Meadow Mix. This seed mix is available through Ernst Conservation Seeds item number ERNMX-122. The Contractor shall eradicate existing vegetation by having a licensed spray technician apply an approved aquatic herbicide to control undesirable vegetation, such as multiflora rose, honeysuckle, and woody species. Due to the potential for water contamination, lime and fertilizer are not recommended. Hand seed, broadcast seed, hydroseed, or drill seed (when the water table is drawn down) are all acceptable planting options. It is not practical to seed any wetland where there is standing water or where severe flooding is likely to occur before germination. Ideal seeding will likely occur October - November 30, 2020.
The warm season grass plot shall be seeded at a minimum of forty (40) lbs/acre using Warm Season Grasses from Ernst Conservation Seeds ERNMX-117. Plantings shall occur from October - May in full sun and well-drained soils. All vegetation, stumps, and debris shall be removed from the planting area. Herbicide treatment of any nuisance/invasive species is permitted/encouraged to control weed infestations before the seeding is complete. The planting area shall be thoroughly disk/scarified to break up the sod, kill existing vegetation and create a loosened soil seed bed to ensure seed-to-soil contact.

The Contractor shall ensure that the girdling methodology severs the bark and cambium layer and that the sever (ring) created extends entirely around the trunk of the tree. The ring must be wide enough and deep enough to prevent the cambium layer from growing back, but not deep to the extent that the heartwood of the tree is compromised and creates an immediate felling hazard. Any leafing branches on the trunk below the girdling ring must be cut off to completely ensure successful killing of the tree.
The Contractor may choose the equipment used in the girdling process.
3.1.5 Forest Mowing.
The Contractor shall complete approximately 96.96 acres of forest mowing at eight (8) locations across the Raystown Lake Project. Forest mowing shall be completed in accordance with the following specifications and Table 4. Maps of the forest mowing locations are in Appendix E.

f) All vegetation designated for removal shall be completely severed and mulched. The maximum allowable stump height is six (6) inches above ground level.
g) Care shall be taken to avoid damage to the residual stand. Preventing residual stand damage is the responsibility of the Contractor. When in the opinion of the Government, damage to the residual stand becomes excessive, the Government may deduct the assessed damage value from the Contractor’s invoice. The value will be determined by the Government.
h) All equipment will be cleaned of soil and debris before being moved onsite, between units, and offsite to prevent spread of invasive species.
