Expected Start Date: Work shall commence within 30 days are issuance of NTP, but no sooner than 15
October 2021 when the recreation area closes.
Contract Duration: Project shall be completed within 30 days of work commencement; however, due to the small quantity of this highly specialized work, the contractor may have until 01 April 2022 to complete the work such that scheduling minimally impacts the cost of the work.
Project Location: 2981 Summersville Lake Rd, Summersville, WV 26651.
1. SCOPE OF WORK
1.1 GENERAL DESCRIPTION
The Contractor shall rehabilitate the identified sanitary sewers and manholes in the Battle Run Recreation Area at Summersville Lake to eliminate groundwater infiltration into the sewer system. The project area is located approximately one mile west of Summersville Dam and 0.3 miles north along Battle Run Road, and is shown on Attachment A, Location and Vicinity Maps. All identified sanitary sewers shall be inspected, thoroughly cleaned, relined, and leak tested for a complete turn-key product. All identified manholes shall be inspected, thoroughly cleaned, waterproofed, and leak tested. The Recreation Area will be closed to the public during the construction of this contract; therefore, no bypass provisions are required to maintain existing sewer service during construction.
1.2 REAL ESTATE REQUIREMENTS
The Contractor shall keep work activities confined to a 100’-foot wide work area (50’ on each side of the sewer alignment) in as far as practical. Equipment and Material storage, employee parking, and other incidental work areas shall be at the Beach Area Parking Lot, located just north of the project area. Should additional equipment and material storage areas on Government property be required during construction, the Contractor shall submit a request Contracting Officer’s Representative (COR) for approval at least 48-hours before the area is needed for use.
The contractor shall not completely block or close any site access road. One lane shall be kept open at all times.
1.3 INSTALLATION REQUIREMENTS
All materials and installation shall be in accordance with all applicable standards of the National Association of Sewer Service Companies (NASSCO) and the State of West Virginia Bureau of Public Health regulations. The Contractor shall clean the work area at the end of each workday and shall maintain a clear and safe means of ingress and egress from the work area at all times. The use of the site for construction staging shall be coordinated with the on-site Government representative. Upon completion of construction, the Contractor shall clean all debris and waste resulting from construction operations and restore all surfaces, structures, ditches, and property to its original condition to the satisfaction of the Contracting Officer. All waste materials shall be disposed at an approved landfill facility. Three (3) manholes (MH#6, MH#7, and MH#8) and the two segments of sewerline between them (245 LF and 175 LF) and shall be rehabilitated in accordance with this specification. Sewerlines shall be rehabilitated using the Cured in Place Pipe (CIPP) method. Manhole rehabilitation shall be accomplished using an approved polymer, epoxy, or cementitious sealant. Care shall be taken not to damage the new sewer liner or the new manhole coatings if one these tasks is completed before the other. Refer to Attachment B, Sewer Rehabilitation Plan, for the exact location and extent of the work. Refer to Attachment C, Sewer Profile, for a profile of the existing sewerline. Even though no sewer flows will be present at the time of construction, the contractor shall use temporary plugs in all incoming lines to prevent the accidental admission of sewage into the sewers being rehabilitated.
1.3.1 Videos: The contractor shall provide before and after videos of the manholes and sewerlines to be rehabilitated. Videos shall indicate the location and severity of any damaged areas in the sewer system and the repair. Videos shall be provided in a standard video format on compact disc or DVD.
1.3.2 Cleaning, and Flushing: The contractor shall thoroughly clean and flush the manholes and sewerlines to ensure proper bonding of the liner materials to existing surfaces. Sewage, sewage buildup, and organic materials may be flushed into the treatment system following Manhole #8. Any gravel, concrete, or pipe materials shall be collected at Manhole #8, removed, and properly disposed. Prior to beginning any other phase of work, the sanitary sewer and manholes shall be free of all sludge, mud, sand, gravel, rock, grass, roots, or any other objects which may prevent the proper installation of rehabilitation products. The Contractor shall also flush the completed work after it is complete to remove any leftover residue or construction debris. All debris shall be collected at Manhole #8, removed, and properly disposed.
1.3.3 Sewer System Rehabilitation
1.3.3.1 Preparation: Prior to beginning work, each segment of sewerline shall be thoroughly inspected to ensure the sewerlines are free of all materials that could interfere with the proper installation of the pipe lining system. Special attention should be used during the cleaning operation to assure the removal of all roots from the joints. Any roots which could prevent the proper installation of the pipe lining system shall be removed.
1.3.3.2 Sewer Lining: The sewer lining system used shall be the Cured-in-Place Pipe (CIPP) method of rehabilitation. All installation procedures shall conform to the recommendations of the product manufacturer, including temperature, presence of moisture, environmental controls, product handling, mixing, installation equipment, and methods. There are NO service taps between manholes. All influent laterals or force mains enter at a manhole.
The minimum length of the pipe liner shall be that deemed necessary by the Contractor to produce a finished pipe tightly formed to the existing pipe and which effectively spans the distance from the inlet to the outlet of the respective manholes. The wall color of the interior pipe surface of the pipe after installation shall be a light-reflective color so that a clear detail examination with closed-circuit television inspection equipment may be made.
The Contractor shall be responsible for all aspects of the design of the rehabilitation pipe. The Contractor shall guarantee that the installed pipe is capable of sustaining outside loads, resisting chemical attack that normally occurs in sanitary sewer, and will maintain hydraulic characteristics over a fifty-year design life. No design shall rely on bonding to the existing pipe or rely on any remaining strength of the existing pipe.
The pipe liner shall be designed to fit the existing sanitary sewer. The pipe liner shall be fabricated to a size that, when installed, will tightly fit the internal circumference and length of the original pipe. The existing sewer shall be considered to be in a fully deteriorated gravity condition and that the original pipe is not structurally sound and cannot support soil and live loads. The cured-in-place pipe shall be designed to support hydraulic, soil, and live loads. A copy of the calculations used for the design of the pipe liner shall be submitted for approval prior to fabricating of the pipe liner. Standard formulas as used in the design of flexible pipes shall be used for the design calculations. Height of water over the pipe shall be considered as 10 feet and a Factor of Safety of 2.0 shall be used in all calculations. Overall condition of the pipeline system shall be maintained with its hydraulic profile as large as possible. The completed pipe liner shall have a minimum of the full flow capacity of the original pipe before rehabilitation. Calculated capacities may be derived using a commonly accepted roughness coefficient for the existing pipe material, taking into consideration its age and condition. The Contractor shall submit the details of the proposed processing, including the steps, the pressure (specified steam air or water), the duration, and the temperatures for approval prior to manufacturing the pipeliner.
1.3.3.3 Cured-in-Place Pipe: The tube material and design considerations shall meet the requirements of ASTM F1216, Section 5.1 and modified as follows (or current ASTM standards). The tubes shall have a uniform thickness that when compressed at installation pressures will equal the specified nominal tube thickness. The outside layer of the tube (before inversion) shall be plastic-coated with a translucent flexible material that clearly allows inspection of the resin impregnation (wet-out) procedure. The plastic coating shall not be subject to delimitation after curing.
The tube shall be homogeneous across the entire wall thickness containing no intermediate or encapsulated elastomeric layers. No materials shall be included in the tube that is subject to delimitation in the cured pipe. The resin system shall meet the requirements of ASTM F1216. A submittal denoting these requirements shall be submitted for approval prior to manufacturing the pipeliner.
The quantity of resin used for tube impregnation shall be sufficient to fill the volume of air voids in the tube with additional allowances for polymerization shrinkage and the loss of resin through cracks and irregularities in the original pipe wall. A vacuum impregnation process shall be used to uniformly distribute the resin throughout the tube. A roller system shall be used to uniformly distribute the resin throughout the tube. The resin shall be cured by circulating hot water within the tube. When cured, the finished pipe will be continuous and tight fitting.
Temperature gauges shall be placed to determine the temperature of the incoming and outgoing water from heat source. Another such gauge shall be placed inside the tube at the remote end to determine the temperature at that location during the cure cycle. Leakage testing of the pipe liner shall be accomplished during cure while under a positive head. Products in which the pipe wall is cured while not in direct contact with the pressurizing fluid (e.g., a removable bladder) must be tested by an alternative method approved by the Contracting Officer.
1.3.4 Manhole Restoration
1.3.4.1 Preparation and Repair: Prior to beginning work, each manhole shall be thoroughly inspected, and any areas of structural damage, holes, or missing concrete shall be repaired. The contractor shall remove any remaining manhole steps and repair any holes/damaged caused by removing the steps. All repair work/grouting and surface preparation shall be in accordance with the lining manufacturer’s recommendations. Prior to patching, all loose and deteriorated material shall be removed and disposed of by the contractor. The manhole benches and flow channel shall be checked for leaks and then patched and/or grouted. The prepared surface shall be smooth and provide smooth flow through the manhole. The entire surface of the manhole’s benches shall be uniformly sloped in such a manner as to direct all water to the manhole’s channel and outlet. Manhole wall repair shall include the plugging and/or patching of all visible leaks, cracks, holes, voids, and deteriorated surfaces in the manholes. Concrete surface defects, such as deteriorated concrete or masonry, hollow areas, bugholes, honeycombs, cracks and voids shall be filled flush and true with an approved grouting, plugging or patching compound. The manhole surfaces, including the bench shall be free of leaks for a minimum of 12 hours prior to proceeding with the application of the final manhole rehabilitation product. Pipe-to-manhole connections shall be grouted watertight. The contractor shall stop all leaks with patching materials or infiltration control materials that are compatible with the manhole rehabilitation product(s) in accordance with the manufacturer’s instructions. After concrete and masonry surfaces have been rendered free of leaks, and all surface preparation and repairs have been completed, all surfaces shall be thoroughly cleaned and prepared for application of the lining material.
1.3.4.2 Sealant/Lining Systems: The contractor shall submit, for approval, the proposed manhole sealant to be used before ordering any materials. The manhole sealant shall be a polymer, epoxy, or cementitious sealant specifically made for use in sewage systems. All application procedures shall conform to the recommendations of the product manufacturer, including temperature, presence of moisture, environmental controls, product handling, mixing, application equipment, and methods. Spray equipment, if used, shall be specifically designed to accurately ratio and apply the product, and shall be in proper working order. Prepared surfaces shall be coated to a minimum thickness as recommended by the product manufacturer. Subsequent top coating or additional coats of the polymer coating product shall occur within the product’s recoat time. Additional surface preparation procedures will be required if the recoat time is exceeded. The manufacturer’s recoat time for the specific application, based on temperature and project conditions, shall be strictly followed by the applicator. The coating product shall ensure 100% bonding with adjoining construction materials throughout the manhole structure to effectively seal and protect concrete or masonry substrates from infiltration and attack by corrosive elements. Procedures and materials necessary to achieve this bond shall be as recommended by the product manufacturer. No pinholes, gaps, or voids in the new lining will be accepted.
1.4 SITE RESTORATION REQUIREMENTS
Any areas disturbed by construction activities shall be restored to its undisturbed (pre-project) condition before the end of the contract. Any disturbed lawn areas shall be seeded with a mixture containing at least 40% Creeping Red fescue, 40% Perennial Rye grass, and 20% Kentucky Bluegrass. Seed and mulch application rates shall be per the seed manufacturer’s instructions. All seeded areas shall be thoroughly mulched (straw) and watered. All work, staging, and stockpile areas shall be thoroughly cleaned before the Contractor completes work at the site.
