LOWER GRANITE LOCK & DAM

HENLEY HMU-WEST IRRIGATION PUMP AND MOTOR

1.0 INTENT

The following specifications pertain to the purchase of one (1) new vertical turbine pump, motor driver, and O&M manuals. The pump is to be installed at the John Henley Habitat Management Unit (HMU). A pump that is a direct, bolt-in replacement for the current Crown Turbine Pump is preferred.

2.0 SCOPE

The successful offerer will supply one (1) Vertical Turbine Pump, one (1) Electric Motor Driver, one (1) digital copy of the Operations & Maintenance (O&M) manual, and four (4) hardcopies of the O&M manuals. The equipment shall meet the salient characteristics listed below. All furnished components shall be new and not refurbished and conform in strength, quality of materials, workmanship, and sound engineering standards. The equipment will meet the shipment and delivery instructions listed below. All items will be installed by government personnel; no on-site startup assistance is required.

3.0 VERTICAL TURBINE PUMP SALIENT CHARACTERISTICS (CLIN 001)

3.1 The vertical turbine pumps shall be constructed in accordance with American Water Works Association E103 and as specified below.

3.2 Pumps shall be of the multi-stage vertical turbine type with the number of stages determined by the pump manufacturer-supplier.

3.3 Pump speed may be 1800 RPM or 3600 RPM at the manufacturer’s discretion. 1800 RPM is preferred.

3.4 The successful bidder will include pump curves and related pump performance information to facilitate the evaluation of his or her quotation.

3.5 Pump Assembly:

Shall consist of the pump baseplate, discharge head, pump column, pump stages, intake bell, and the motor driver.

The maximum diameter of the pump assembly shall be suitable for installation in a 10” Schedule 40 PVC well liner (10” ID).

Intake bell shall be located at approximately 90 feet below the pump baseplate (between 88 feet and 95 feet acceptable).

A direct, bolt-in replacement of the Crown Turbine Pump is preferred. See USACE Drawing No.

GDL-9-3-22-1 for interface dimensions.

A standard baseplate and/or discharge position differing from USACE Drawing No. GDL-9-3-22-1 combined with meeting the required leadtime will be heavily weighted.

3.6 Pump Baseplate & Discharge Head:

Shall be cast iron, cast steel, or fabricated steel.

Pump discharge head and baseplate shall be capable of withstanding all end and side thrusts imposed by the pump during operation and have adequate strength and rigidity to resist vibration at any operating speed.

Discharge head shall have an 8” ANSI-ASME B16 flanged outlet.

Discharge head shall have at least two eyebolts, or cast or fabricated eyelets, or other means of securely fastening shackles and/or slings for safely setting and lifting of the pump.

Pipe taps shall be provided on the discharge head for gauge connections.

3.7 Pump Column, Bearings and Lineshaft:

Lubrication shall be furnished by the process fluid (the water being pumped).

The pump column (10’ sections preferred, 5’ sections as required) shall consist of the column segments, column couplings, lineshaft with hardened bearing journal surfaces, lineshaft couplers, and bearing spiders.

Lineshaft bearings shall be spaced at five (5) feet (nominal).

Lineshafts, lineshaft couplers, and lineshaft bearing journals (or sleeves) shall be of a stainless steel alloy capable of transmitting the required thrust as well as the total torque of the unit.

3.8 Pump Bowl Assemblies:

Pump bowl assembly shall include the bowls, impellers, driveshaft, and bearings.

Bowls shall be of ASTM A48, Class 30 close-grained cast-iron (or material of equal or greater performance) and shall have integrally-cast vanes with smooth, streamlined water passageways.

Wear rings of suitable bronze or stainless steel shall be provided per the manufacturer’s engineering discretion.

3.9 Impellers:

Impellers may be of the enclosed, semi-open, or open type with smooth passageways and transitions.

Impellers shall not load the motor driver beyond the nameplate rating over the entire performance range of the pump.

Impellers shall be constructed of suitable stainless steel or bronze per the manufacturer’s engineering discretion.

Impellers shall be statically and dynamically balanced.

3.10 Bearings (general guidance) – Water lubricated bearings shall be bronze, fluted rubber, or polymer type

(Orkot, Thordon, Vesconite, etc.). Where and if used, grease-packed bearings in water contact shall use non-water-soluble grease, be permanently sealed against grease loss, and be equipped with sand caps.

3.11 Suction Strainer – The suction strainer shall be of the cone type and extend beyond the 90’ depth of the suction bell but not more than 98’ in depth. Strainer shall be fabricated from 300-series stainless steel alloy of the manufacturer’s discretion. Stainer shall be capable of blocking debris that poses a significant risk to the pump while allowing the largest non-damaging debris to pass.

3.12 Water-Level Indicator:

A manual, air-line type water level indicator shall be provided with the pump.

Indicator assembly shall include a suitable length (coil) of copper tubing.

Provisions for accurately and securely attaching the copper tubing to the pump column as the pump is field assembled shall be provided.

A valve-stem type air valve inlet is required. No air pump is required; USACE will provide compressed air when required.

The pressure gauge shall have a range suitable for the application and report the water depth directly in units of FEET.

Instructions for the installation and calibration of the water level indicator shall be provided.

3.13 Pump Operating Parameters & Performance:

Pump shall be rated at 575 GPM (550 – 600 GPM) capacity at 290 feet of differential head.

Required pump horsepower at the pump design rating and throughout the operating curve shall be suitable for the electric motor driver.

Offerer shall specify the motor and horsepower per Electric Motor Driver section below.

Pump efficiency should be 70% or better.

3.14 Well Characteristics:

Well is 115’ feet deep (total) with bedrock from 105’ deep to 115’ deep.

Static water level is approximately 45’ below pump mounting plate.

Well is cased with 12” schedule 40 steel pipe. Due to age and corrosion, the well will be lined with 10” Schedule 40 PVC pipe. Liner will be adequately perforated.

Note: Liner is not in the scope of supply; liner will be supplied and installed by USACE.

The well has historically supported 600-700 GPM for extended periods of time.

Pump shall be compatible with the well casing and 10” liner constraints.

4.0 Electric Motor Driver (CLIN 002):

4.1 Electric motor shall be Brand Name or equal to U.S. Motors or General Electric brands of the vertical hollow shaft, continuous-duty, NEMA premium efficiency type with a WP1, WP2, or a totally enclosed, fan-cooled (TEFC) enclosure.

4.2 The motor will not be used with a variable frequency drive but should be inverter duty and suitable for future upgrade to a variable frequency drive.

4.3 Motor shall be 230/460 VAC, 3 phase, 60 Hz.

4.4 Motor RPM shall be determined by the pump manufacturer/offerer.

4.5 Pump manufacturer shall specify the motor horsepower required to adequately drive the pump.

4.6 Motor shall have a standard service factor of 1.15.

4.7 Motor shall be equipped with a space heater to reduce moisture accumulation and corrosion damage.

4.8 Motor shall have normal starting torque and low starting current characteristics.

4.9 Motor bearings shall provide smooth operation for the life of the motor and shall have a minimum calculated L-10 rating life of 100,000 hours in accordance with ABMA 9.

4.10 Thrust bearings shall be capable of carrying the weight of all rotating parts plus the hydraulic thrust and shall be capable of withstanding upthrust imposed during pump startup and under variable pumping head conditions. If there is a potential for pump upthrust during any operating condition, the drive shall be designed for this upthrust.

4.11 Motor shall be provided with a non-reversing ratchet device to prevent reverse rotation of the pump and lineshaft.

4.12 Motor shall have provision at the top of the motor for vertical position adjustment of the pump impeller.

4.13 Location of motor junction box and electrical connections can vary to allow for different motor brands and models.

4.14 Motor shall be provided with at least two eyebolts or other means for securely setting and lifting.

5.0 Coatings and Paint:

5.1 The inside and outside of water-contact, ferrous-alloy pump casings, bowls, column pipe and similar non-stainless steel, non-brass, and non-bronze parts of the pump shall be coated with an epoxy, fusion-bonded, powdercoating system or an equivalent catalyzed or thermally-cured epoxy sprayed or dipped coating.

5.2 Coating(s) shall be potable water compliant to ANSI/NSF Standard 61 and to AWWA C210, C213, and/or C550 as applicable.

5.3 The coating system manufacturer’s preparation, application and dry film thickness instructions shall be followed for the application. However, pump manufacturer is allowed modification of the coating system application per their engineering discretion.

5.4 Ferrous surfaces and interfaces that are intentionally uncoated shall be coated with Cosmoline, grease, or suitable, temporary rust preventative.

5.5 Motor driver and related electrical parts may be coated with the manufacturer’s standard industrial enamel paint, powder coating, or other standard coating system suitable for outdoor or industrial service.

6.0 WARRANTY – ALL ITEMS SHALL BE COVERED BY A MINIMUM 1-YEAR WARRANTY ON ALL PARTS, LABOR, WORKMANSHIP, AND FACTORY DEFECTS.

7.0 SUBMITTALS:

7.1 Descriptive Materials (brochures, illustrations, standard drawings, data sheets, manufacturers catalog cut sheets, pump curves, specifications sheets, warranty, detailed maintenance specifications, etc.)

must be submitted for each offer.

7.2 Submittals shall be sufficiently complete as to allow the Contracting Officer to determine, without discussion with the offerer, whether the products being offered meet or exceed the products being requested in all regards.

7.3 Descriptive Materials must include pump curves and show physical dimensions.

7.4 If awarded, the supplier shall submit approval drawings for USACE review and approval prior to the commencement of manufacturing.

7.5 If requested, manufacturer shall provide a solid model, in Parasolid or SolidWorks format, of the pump and motor assembly.

8.0 OPERATION AND MAINTENANCE MANUALS (CLIN 3):

8.1 Four (4) complete hardcopies and one (1) electronic copy in PDF format of the Operation and Maintenance Manual (O&M) shall be provided.

8.2 Revisions, errata, service bulletins shall be provided in electronic format.

8.3 O&M manuals shall include instructions on the installation, operation, maintenance items, maintenance schedule, repair, troubleshooting, and warranty of the equipment.

8.4 O&M manual shall include a list of recommended spare parts.

8.5 The maintenance schedule shall include a timeline of recommended inspections, lubrication, non-failure replacements, etc. based on the product lifecycle. Timeline shall be indicated as monthly, quarterly, annually, 5-year, etc.

8.6 The O&M manual shall include As-Built drawings showing all system components and part numbers.

8.7 Any standard catalog, product data sheet, or general product information not specifically pertaining to the pumps, motors, and components of this procurement shall be lined out or (pages) crossed out.

8.8 The O&M manual shall include the names, phone numbers, fax numbers, email addresses, and websites of the contractor, manufacturer, and dealer/distributor (prefer local or regional) where spare parts, repair parts, and service items can be purchased.

8.9 The digital O&M manual shall be submitted via email to the Contracting Officer’s Representative upon shipment of the equipment. The hardcopy O&M manuals shall be shipped with the equipment or shipped at the time of equipment shipment.

8.10 The hardcopy O&M manual(s) shall be inscribed on the binding and the front outside cover with the following information:

9.0 SHIPMENT AND DELIVERY:

9.1 All items shall be delivered FOB destination to Lower Granite Lock and Dam within twelve (12) weeks after contract award.

9.2 The contractor shall be responsible for packing and shipping the components in a manner that will ensure undamaged and complete arrival to Lower Granite Lock and Dam.

9.3 Shipments are received only during normal business hours, Monday through Thursday, 7:00 AM to 4:00

PM at the South Shore entrance. Shipments cannot be received at the North Shore entrance.

Shipments are not allowed on federal holidays.

9.4 All shipments shall be delivered to:

(a) Definitions. As used in this provision, “covered telecommunications equipment or services” and "reasonable inquiry" have the meaning provided in the clause 52.204-25, Prohibition on Contracting for Certain Telecommunications and Video Surveillance Services or Equipment.

(b) Procedures. The Offeror shall review the list of excluded parties in the System for Award Management (SAM) (https://www.sam.gov) for entities excluded from receiving federal awards for “covered telecommunications equipment or services”.

(c) Representations.

52.212-3 OFFEROR REPRESENTATIONS AND CERTIFICATIONS--COMMERCIAL ITEMS (FEB 2021)

ALTERNATE I (OCT 2014)

The Offeror shall complete only paragraph (b) of this provision if the Offeror has completed the annual representations and certification electronically in the System for Award Management (SAM) accessed through https://www.sam.gov. If the Offeror has not completed the annual representations and certifications electronically, the Offeror shall complete only paragraphs (c) through (v) of this provision.

(a) Definitions. As used in this provision--

"Covered telecommunications equipment or services" has the meaning provided in the clause 52.204-25, Prohibition on Contracting for Certain Telecommunications and Video Surveillance Services or Equipment.

"Economically disadvantaged women-owned small business (EDWOSB) concern" means a small business concern that is at least 51 percent directly and unconditionally owned by, and the management and daily business operations of which are controlled by, one or more women who are citizens of the United States and who are economically disadvantaged in accordance with 13 CFR part 127. It automatically qualifies as a women-owned small business eligible under the WOSB Program.

"Forced or indentured child labor" means all work or service—

(1) Exacted from any person under the age of 18 under the menace of any penalty for its nonperformance and for which the worker does not offer himself voluntarily; or

(2) Performed by any person under the age of 18 pursuant to a contract the enforcement of which can be accomplished by process or penalties.

"Highest-level owner" means the entity that owns or controls an immediate owner of the offeror, or that owns or controls one or more entities that control an immediate owner of the offeror. No entity owns or exercises control of the highest level owner.

"Immediate owner" means an entity, other than the offeror, that has direct control of the offeror. Indicators of control include, but are not limited to, one or more of the following: Ownership or interlocking management, identity of interests among family members, shared facilities and equipment, and the common use of employees.

"Inverted domestic corporation," means a foreign incorporated entity that meets the definition of an inverted domestic corporation under 6 U.S.C. 395(b), applied in accordance with the rules and definitions of 6 U.S.C. 395(c).

"Manufactured end product" means any end product in product and service codes (PSCs) 1000-9999, except—

(1) PSC 5510, Lumber and Related Basic Wood Materials;

(2) Product or Service Group (PSG) 87, Agricultural Supplies;

(3) PSG 88, Live Animals;

(4) PSG 89, Subsistence;

(5) PSC 9410, Crude Grades of Plant Materials;

(6) PSC 9430, Miscellaneous Crude Animal Products, Inedible;

(7) PSC 9440, Miscellaneous Crude Agricultural and Forestry Products;

(8) PSC 9610, Ores;

(9) PSC 9620, Minerals, Natural and Synthetic; and

(10) PSC 9630, Additive Metal Materials.

"Place of manufacture" means the place where an end product is assembled out of components, or otherwise made or processed from raw materials into the finished product that is to be provided to the Government. If a product is disassembled and reassembled, the place of reassembly is not the place of manufacture.

"Reasonable inquiry" has the meaning provided in the clause 52.204-25, Prohibition on Contracting for Certain Telecommunications and Video Surveillance Services or Equipment.

"Restricted business operations" means business operations in Sudan that include power production activities, mineral extraction activities, oil-related activities, or the production of military equipment, as those terms are defined in the Sudan Accountability and Divestment Act of 2007 (Pub. L. 110-174). Restricted business operations do not include business operations that the person (as that term is defined in Section 2 of the Sudan Accountability and Divestment Act of 2007) conducting the business can demonstrate—

(1) Are conducted under contract directly and exclusively with the regional government of southern Sudan;

(2) Are conducted pursuant to specific authorization from the Office of Foreign Assets Control in the Department of the Treasury, or are expressly exempted under Federal law from the requirement to be conducted under such authorization;

(3) Consist of providing goods or services to marginalized populations of Sudan;

(4) Consist of providing goods or services to an internationally recognized peacekeeping force or humanitarian organization;

(5) Consist of providing goods or services that are used only to promote health or education; or

(6) Have been voluntarily suspended.

"Sensitive technology"—

(1) Means hardware, software, telecommunications equipment, or any other technology that is to be used specifically—

(i) To restrict the free flow of unbiased information in Iran; or

(ii) To disrupt, monitor, or otherwise restrict speech of the people of Iran; and

(2) Does not include information or informational materials the export of which the President does not have the authority to regulate or prohibit pursuant to section 203(b)(3) of the International Emergency Economic Powers Act (50 U.S.C. 1702(b)(3)).

"Service-disabled veteran-owned small business concern"—

(1) Means a small business concern—

(i) Not less than 51 percent of which is owned by one or more service-disabled veterans or, in the case of any publicly owned business, not less than 51 percent of the stock of which is owned by one or more service-disabled veterans; and

(ii) The management and daily business operations of which are controlled by one or more service-disabled veterans or, in the case of a service-disabled veteran with permanent and severe disability, the spouse or permanent caregiver of such veteran.

(2) Service-disabled veteran means a veteran, as defined in 38 U.S.C. 101(2), with a disability that is service-connected, as defined in 38 U.S.C. 101(16).

"Small business concern"—

(1) Means a concern, including its affiliates, that is independently owned and operated, not dominant in the field of operation in which it is bidding on Government contracts, and qualified as a small business under the criteria in 13 CFR part 121 and size standards in this solicitation.

(2) Affiliates, as used in this definition, means business concerns, one of whom directly or indirectly controls or has the power to control the others, or a third party or parties control or have the power to control the others. In determining whether affiliation exists, consideration is given to all appropriate factors including common ownership, common management, and contractual relationships. SBA determines affiliation based on the factors set forth at 13 CFR 121.103.

"Small disadvantaged business concern, consistent with 13 CFR 124.1002," means a small business concern under the size standard applicable to the acquisition, that--

(1) Is at least 51 percent unconditionally and directly owned (as defined at 13 CFR 124.105) by--

(i) One or more socially disadvantaged (as defined at 13 CFR 124.103) and economically disadvantaged (as defined at 13 CFR 124.104) individuals who are citizens of the United States; and

(ii) Each individual claiming economic disadvantage has a net worth not exceeding $750,000 after taking into account the applicable exclusions set forth at 13 CFR 124.104(c)(2); and

(2) The management and daily business operations of which are controlled (as defined at 13.CFR 124.106) by individuals, who meet the criteria in paragraphs (1)(i) and (ii) of this definition.

"Subsidiary" means an entity in which more than 50 percent of the entity is owned—

(1) Directly by a parent corporation; or

(2) Through another subsidiary of a parent corporation.

"Veteran-owned small business concern" means a small business concern—

(1) Not less than 51 percent of which is owned by one or more veterans(as defined at 38 U.S.C. 101(2)) or, in the case of any publicly owned business, not less than 51 percent of the stock of which is owned by one or more veterans; and

(2) The management and daily business operations of which are controlled by one or more veterans.

"Women-owned business concern" means a concern which is at least 51 percent owned by one or more women; or in the case of any publicly owned business, at least 51 percent of the its stock is owned by one or more women; and whose management and daily business operations are controlled by one or more women.

"Women-owned small business concern" means a small business concern --

(1) That is at least 51 percent owned by one or more women or, in the case of any publicly owned business, at least 51 percent of the stock of which is owned by one or more women; and

(2) Whose management and daily business operations are controlled by one or more women.
