STATEMENT OF WORK
Note a full and final Statement of Work and SPECS package will be provided to Phase 2 participants.
Description of Construction Requirement: The purpose of this project is to design and construct two (2) Access Control Point’s (ACP) (the main and rear gates) for NGA’s location in Arnold, MO.
a. The proposed work for the Main ACP is to replace existing facility and provides an access control facility, large vehicle inspection facility, and an overwatch position. Access control facility includes a consolidated guard house, visitor control center, and a K-9 shelter. Vehicle inspection facility provides the ability to inspect large delivery vehicles, up to tractor trailer size, in an enclosed environment. The overwatch position provides a protected position where police officers can watch over entry operations, activate barriers, and react to threats.
Supporting facilities include site preparation and improvements, and a temporary visitor control center located at the Rear ACP. Site preparation includes demolition of existing facility and features, grading, and site communication/utility lines. Site improvements include active and passive barriers, ingress area canopy, visitor parking lot expansion, walkways, pavements, drainage and storm water control, landscaping, and all necessary support.
Currently the existing structure serves as both a guard house and a visitor control center and was built in 2003, but no longer meets the most current AT/FP standards, and experiences frequent water intrusion, electrical, and HVAC issues. The visitor portion is inadequate for processing the number of visitors received, compromises NGA Police security operations, and does not meet ABAAG guidelines for government facilities. No resting space exists for K-9 working animals, and there are no storm shelters for the current facility. In the event of a tornado, for example, police officers close the ACP and retreat to the main building, about 500 feet away, and leave personnel in their vehicles as they queue up waiting for the gate to reopen. The current active and passive barrier system does not meet current AT/FP standards. Vehicle inspections are done without any cover from the elements or concealment from external observation. Inadequate visitor parking capacity has resulted in inappropriate use of nearby parking lots that serve nearby private properties. Vulnerabilities and deficiencies have been identified by local and higher headquarters.
b. The proposed work for the Rear ACP is to construct an ACP that provides a guard house, large vehicle inspection area, an overwatch position, and all necessary roads and pavements. The vehicle inspection area provides the ability to inspect large delivery vehicles, up to tractor trailer size, similar to the current Main ACP configuration. The overwatch position provides a protected position where police officers can watch over entry operations, activate barriers, and react to threats.
Supporting facilities include site preparation and improvements. Site preparation includes demolition, excavation, backfill, and grading. Site improvements include active and passive barriers, ID check canopy, visitor parking lot, pad/utilities for temporary office facility, communication/utility lines, drainage and storm water control, landscaping, and all necessary support.
Currently, the site does not have an alternate ACP. The existing rear entrance only has active and passive barriers but does not provide any other structures or facilities to control access to the site. There is currently no provision for AT/FP of police officers, and no protection from the elements. The road configuration is inadequate for effective traffic control and has no provision for vehicles that are rejected to turn around without passing the final denial barriers. There is no provision for temporary visitor parking or visitor control. There are no pedestrian walkways.

4. When an offeror submits its proposal in response to a Request For Proposals and that proposal contains any work, materials, methods or other type of betterment that provides an advantage to the Government that is above the minimum requirements contained in the RFP, the terms of the proposal will be the basis for evaluation and, if successful, will become the terms of the contract upon award. If a change in one of those terms is made to one that is less favorable to the Government than the one on which the award of the contract was based, a credit to the Government will be negotiated by the contractor. Only the Contracting Officer has the authority to negotiate a waiver of the terms of the contract.
