COMPREHENSIVE EVERGLADES RESTORATION PLAN,

Indian River Lagoon – South C-23/24 Stormwater Treatment Area

Section 00 33 50

1. The below-stated water fluctuations are for informational purposes only and are not to be utilized in conjunction with any contract-related hydrographic surveying purposes as noted on the control drawing(s) of the contract plans. All elevations in this section are in feet, National Geodetic Vertical Datum of 1929 (feet, NGVD).

2. The C-23/24 Stormwater Treatment Area (STA) Project is located in St.

Lucie County adjacent to and east of the C-24 canal within the northwestern portion of the C-24 drainage basin. The C-23/24 STA is approximately 1 mile north of Okeechobee Road (SR 70) bounded by C-24 on the west and County Road 609 to the east. A mix of wetlands, agricultural and livestock grazing lands that have sparsely distributed residents along the northern and southern boundaries.

3. Water levels in the project area are mainly affected by local runoff, rainfall, evaporation, groundwater levels, and C-24 and C-71 water levels.

Water levels in the C-24 are controlled by the spillway Structure 49 (S-49) (operated by SFWMD) which is approximately 17 miles southeast (downstream) from the location of the Project. The C-24 receives water from the C-23 and C-25 thru structures G-79 and G-81, respectively. Water levels in the C-71 are controlled by the Fittings Road Structure and the Gordy Road Structure, both operated by the North St. Lucie River Water Control District (NSLRWCD).

The Fittings Structure is located in the C-71 just west of Okeechobee Road (SR 70) and approximately 2 miles east of the location of the Project. The Gordy Road Structure is in Ten Mile Creek approximately 7 miles east of the location of the Project.

4. Structure 49 (S-49) is a reinforced concrete, gated spillway with release controlled by two stem operated vertical lift gates. S-49 is located in the C-24, 2400 feet west of the Sunshine Parkway. The purpose of this structure is to maintain desirable stages upstream in C-24. S-49 has two operating ranges in which to maintain the headwater (HW) elevation. The operating ranges vary seasonally. In the wet season (normally May 15 to October 15) the operating range is from 18.5 to 20.2 feet, NGVD. In the dry season (normally October 15 to May 15) the operating range is from 19.5 to

21.2 feet, NGVD. S-49 passes the design flood (100 percent of the Standard Project Flood) without exceeding upstream flood design stage and restricts downstream flood stages as well as discharge velocities to non-damaging levels.

5. The Gordy Road Control Structure, also known as S-71-1, is a 4-bay radial gate spillway operated by NSLRWCD. The structure is located in Tenmile Creek just west of the Florida Turnpike. The outside gates are two 18-foot wide radial gates, with a crest elevation of 9.3 feet, NGVD and inverts of the gates are at elevation 3.0 feet, NGVD. The inside gates are two 18-foot wide radial gates, with a crest elevation of 10.0 feet, NGVD and inverts of the gates are also at elevation 3.0 feet, NGVD. The Gordy Road Control Structure is the easternmost water control structure. This structure is generally operated to maintain an upstream pool elevation range from 9.5 feet, NGVD to 10.5 feet, NGVD. Additional operating details for this structure and other pertinent structures operated by NSLRWCD can be found by contacting the NSLRWCD office at (772)-461-5050.

6. The Fittings Structure is located in the C-71 Canal just west of Okeechobee Road (SR 70) and approximately 2 miles east(downstream) of the location of the Project. This spillway that is the primary drainage structure for NSLRWCD located in the C-71. This structure is operated by NSLRWCD. The Fittings structure is generally managed to maintain an upstream pool elevation of 17.4 ft NGVD in the dry season and 14.0 ft NGVD in the wet season. Additional operating details for this structure and other pertinent structures operated by NSLRWCD can be found by contacting the NSLRWCD office at (772)-461-5050.

7. Structure G-81 is located under Orange Avenue at the drainage divide between C-24 and C-25 approximately 4 miles north (upstream) of the location of the Project. The structure is a two concrete box culvert with gates controlled manually by SFWMD. The purpose of this structure is to provide flexibility in the operation of C-24 and C-25, by allowing water to be transferred from one basin to another as conditions warrant.

8. Structure G-79 is located at the junction of C-23 and C-24 approximately

3.5 miles south (upstream) of the location of the Project. This structure is used to transfer water from C-23 to C-24 when the western portion of the former basin is well in excess of optimum and the C-24 basin has capacity to spare. It is also used during dry periods when the C-23 basin has ample water and the C-24 and/or C-25 basins are deficient.

9. Historical S-49 HW elevations for the period of record from January 1, 2003 to May 5, 2020, are provided in Figure 1. A maximum elevation of 21.31 feet, NGVD was recorded on January 26, 2010.

10. Historical G-81 TW elevations for the period of record from January 1, 2003 to May 5, 2020, are provided in Figure 2. A maximum elevation of 21.81 feet, NGVD was recorded on August 20, 2008.

11. Historical G-79 TW elevations for the period of record from January 1, 2003 to May 5, 2020, are provided in Figure 3. A maximum elevation of 21.58 feet, NGVD was recorded on August 20, 2008.

12. It shall be the contractor's responsibility to obtain information concerning rain and wind. Reference is made to the National Oceanic and Atmospheric Administration (NOAA) publication entitled Local Climatological Data – Monthly Summary, which contains climatological and meteorological observations and data, including wind, rain, and temperature data for the project area. Subscription price and ordering information is available from the National Centers for Environmental Information, Federal Plaza, 151 Patton Avenue, Asheville, North Carolina 28801-5001. NOAA also has an internet information page at: http://www.ncdc.noaa.gov/.

13. The climate in the project area is subtropical and humid. The project area is subject to tropical storms and hurricanes from June through November and to windy and/or rainy weather during any time of the year. Temperatures below freezing are rare. May is generally a transitional month in which storms that typically occur in June through September may begin. The typical rainfall of October through May is associated with mid-latitude systems (fronts and low-pressure systems) and is distributed in a spatially uniform pattern. Typical June through September rainfall is closely associated with convective activity. These rainfall events are normally of short duration and amounts are quite variable spatially. Occasionally, daily rainfall http://www.ncdc.noaa.gov/ during the typical rainfalls of October through May could be quite heavy as mid-latitude systems penetrate into Florida. Weather forecasts as well as actual rainfall information from the National Weather Service Miami-South Florida Forecast Office can be accessed at: http://www.weather.gov/mfl/. The contractor may also obtain hydrometeorological data from the Jacksonville District, Water Management Section’s website, which can be found at:

https://www.saj.usace.army.mil/Missions/Civil-Works/Water-Management/ and the South Florida Water Management District’s (SFWMD) website which can be found at: https://www.sfwmd.gov

14. Temporary deviations from the water management operating criteria for S-49, G-79, G-81, Fittings Structure, and Gordy Road Structure can be conducted from time to time. It is possible that historic water levels, historic discharges, and design discharges will be exceeded from time to time. Historical hydrometeorological data is not necessarily indicative of future conditions. The contractor should not expect that water levels and/or flows will be manipulated for the contractor.

The contractor shall not attempt to operate any of the existing water management structures mentioned in this Section 00 33 50.

15. The following data are provided:
