ATTACHMENT TO DESIGN BUILD SOW – SCOPE FOR INDEPENDENT STRUCTURAL PROOFING

I. General scope The structural calculations and drawings must be proofed by an independent proofing engineer, licensed as required for structural design in the host nation (HN) of the appropriate discipline(s)

(ie. Concrete, steel timber) at the Contractor’s expense. A complete set of proofed and stamped structural design documents as well as the final structural proofing report must be submitted with the Corrected Final design submittal. For this purpose the Contractor must coordinate early enough with the selected proofing engineer. Contractor is responsible for ensuring proofing meets all requirements of the applicable building code, and as applicable meets all requirements necessary to achieve HN permitting. The proofing engineer must be objective and independent from DOR. All conflicts of interest between the proofing engineer and the DOR must be disclosed to the COR prior to the start of the proofing process.

II. Specific scope: The proofing effort includes:

1. Proofing of the Structural Design Calculations and the verifications of structural fire protection.

2. Proofing of structural execution drawings, including but not limited to: Reinforcement drawings, structural steel drawings, structural shop drawings, etc.

3. For high seismic zones proofing of structural execution drawings shown in non-structural sheets, including but not limited to: Anchorage and bracing of non-structural components (electrical, mechanical, architectural, fire protection, etc)

III. Deliverables: This task shall include the following deliverables at the final design stage:

1. Proofing Report(s):

The proofing report(s) need(s) to clearly document the proofing effort.

The report shall list as a minimum:

A. Name, title, and address of proofing engineer Name, title, and address of designer of record

B. Project name and location C. Complete list of proofed documents

If the proofing effort consists of different review phases the report shall be updated with each phase listing all proofed documents with dates of proofing effort.

D. Project description E. Description of the structural system, including but not limited to: Foundation system, vertical forces resisting system, lateral forces resisting system, structural materials, etc.

F. Structural assumptions including but not limited to:

- Gravity Loads (dead load, live load, etc.).

- Environmental loads (wind, snow, rain, ice, etc.).

- Seismic loads and seismic design information (seismic zone, seismic design category, base shear, design spectrum, etc.).

- Soil data (allowable bearing capacity, subgrade reaction modulus, lateral earth pressures, etc.).

G. Applicable codes and regulations H. Findings:

- Interim proofing reports shall list in detail the technical findings and the required

- Final proofing reports shall document that all findings are addressed within the final design package.

If items still need to be addressed during execution, the report shall state so.

I. Final statement: The final statement shall summarize the proofing effort. If the proofing effort is completed the statement shall state that the proofing effort is completed and that there are no structural concerns against the execution in accordance with the proofed documents

J. Stamp and signature

2. Calculations:

Complete set of red lined proofed structural calculations with proofing remarks provided to the Contractor Designer of Record during the proofing process.

The set shall be stamped and signed on the title page by the Independent Proofing Engineer.

3. Drawings

Complete set of structural red lined drawings with proofing remarks.

The set be stamped and signed on the title page by the Independent Proofing Engineer remarks provided to the Contractor Designer of Record during the proofing process.

IV. Final design documents:

The Contractor DOR shall demonstrate at the final design submittal that all structural proofing remarks are addressed within the final design documents. The final drawings shall receive a remark indicating that the independent proofing remarks are addressed.
