A Proposer can confirm proper submission by the ‘Drop-Off Completed” screen which generates based on proper file submission.

NOTE: It has been reported that documents are more quickly uploaded into the SAFE website when using a Firefox web browser. The Government cannot verify that this is true and offers no guarantee that Offerors will have more success utilizing any particular browser.

RECEIPT OF SUBMISSIONS:

For the purposes of establishing whether a proposal submission is considered timely, the government considers the date and time the submission is completely uploaded into the SAFE website. For proposals larger than the 8GB capacity of the SAFE website and require multiple submissions, the Government will consider the date and time the last submission is completely uploaded into the SAFE website. Do not assume that electronic communication is instantaneous. It can take several minutes or even hours in some cases.

The government will not be responsible for submissions delivered to any location or to anyone other than those designated to receive proposals. Offerors are responsible for ensuring that proposals are submitted so as to reach the designated recipient. Offerors are responsible for allowing sufficient time for the proposal to be received in accordance with the instructions provided.

3) The electronic proposal shall be in Portable Document Format, filename extension: “.pdf” and suitable for viewing in Adobe Reader. Offerors shall bookmark and label each electronic PDF to af ford easy identification from the proposal table of contents. Offerors shall bookmark and label each electronic PDF to afford easy identification from the proposal table of contents.

mailto:kristina.k.morrow@usace.army.mil

4) Of ferors are responsible for including sufficient details to permit a complete and accurate evaluation of each proposal. Proprietary information shall be clearly marked. DO NOT cross reference past performance information. It is acceptable to repeat data, project information, or experience in more than one non-price area as long as it satisfies the requirements of the factor.

Extraneous information provided in the proposals will not be considered in the evaluations;

therefore, the offeror should only provide information that satisfies the solicitation requirements.

Merely restating the performance work statement or evaluation criteria without sufficient elaboration demonstrates a lack of understanding of the requirement.

5) The of feror’s proposal shall consist of two (2) volumes; Volume I – Technical Proposal and Volume II – Price Proposal. The use of hyperlinks in proposals is prohibited.

a) Technical Proposal, Volume I: Volume I shall consist of information for the five (5) non-price factors:

i. Drawings and Descriptive Data (Factor 1)

ii. Ef ficiency (Factor 2)

iii. Manufacturer’s Experience (Factor 3)

iv. Past Performance (Factor 4)

v. Small Business Commitment (Factor 5)

b) Price Proposal, Volume II: Volume II shall be prepared in accordance with the following and must include:

i. SF 33

ii. Price Schedule

iii. Small Business Subcontracting Plan (LB Only)

iv. Representations and Certifications

v. The of feror must provide a complete price schedule and acknowledge all amendments on the signed SF 33.

6) Of ferors should enter a description for every file submitted. For files over 20 megabytes (MB) the of feror shall break the file into smaller files sent via separate emails with each email marked to identify which number the email is relative to the total number of emails submitted (i.e., “email one of four”). Once all of the emails submitted have been received, the Government will confirm receipt via responsive email. If an offeror submits multiple proposals the Government will only consider the last proposal submitted prior to the bid due date and time.

7) Do not assume submission will be instantaneous. File size and number of files to be uploaded will be factors to consider. Offeror/Teammate/Subcontractors should allow adequate time for submission completion because the entire proposal (i.e. offerors submission and all teammate/subcontractor(s) independent submissions) must be received by the time and date specified in the SF 33.

8) To avoid rejection of an offer, the offeror must make every effort to ensure its electronic submission is virus-free. Proposals, or portions thereof, submitted with the presence of a virus or which are otherwise unreadable will be treated as unreadable pursuant to FAR 15.207(c).

3) Factor 3 – Manufacturer’s Experience

a. Submit the name and Unique Entity Identifier (e.g., DUNS Number) of the manufacturer of the proposed transformers and identify the transformer manufacturing facility where the transformers will be manufactured. Note: The proposed manufacturer and facility will be incorporated into the contract and will be required to be used for execution of transformer manufacturing.

b. 4) Factor 4 – Past Performance

a. Submit the information described below for up to three (3) projects* that best demonstrate the of feror’s experience on projects that are similar in size, scope, and complexity to this project. To be evaluated, each project must have been completed or must be substantially complete** within ten (10) years of the date that proposals are due.

*A maximum of three projects will be evaluated. If an offeror disregards these instructions and submits more than three projects, only the first three projects will be evaluated. Offerors should describe each project with enough detail to ensure that the Government can meaningfully assess the projects against the evaluation criteria described in the RFP.

**Substantially complete is defined as being 75% complete by the date that proposals are due. If an offeror submits a project that it represents is “substantially complete,” the offeror must reasonably explain why the project is considered at least 75% complete. If an offeror submits an ongoing project without providing an accompanying reasonable explanation that explains how the project is at least 75% complete, the Government reserves the right to reject the project.

b. For each project submitted, provide a project description using the “Offeror Past Performance Form” provided as Attachment A (or a document that addresses all of the information included in Attachment A). Address all items included on Attachment A, as well as any information that demonstrates the relevancy of the project. The project description submitted for each project shall not exceed five (5) pages per project.

c. For each project submitted, provide the following information:

• If a completed Contractor Performance Assessment Reporting System (CPARS) evaluation is available, submit it with the proposal.

• If there is not a completed CPARS evaluation, submit a completed Past Performance

Questionnaire (PPQ) for the project. The standard PPQ for USACE is Form PPQ-0 (9/30/11) and it is provided as an attachment to this solicitation. Offerors are advised to ensure correct phone numbers and email addresses are provided for the client point of contact. Do not submit a PPQ when a completed CPARS evaluation is available.

o If the offeror is unable to obtain a completed PPQ from a client for a project(s) before proposal closing date, the offeror should complete and submit with the proposal the f irst page of the PPQ, which will provide contract and client information for the respective project(s).

o Of ferors should follow up with clients/references to ensure timely submittal of questionnaires. If the client requests, questionnaires may be submitted directly to the Government's point of contact, Brian Roberts, via email at brian.s.roberts@usace.army.mil, prior to proposal closing date. Offerors shall instruct the clients to refer to the solicitation number in the subject line.

o PPQs are source selection materials. All successfully submitted PPQs will receive an email confirmation upon receipt. If the offeror does not receive the confirmation, it is the offeror’s responsibility to follow up to ensure the Government has received the information.

Of ferors shall not incorporate by reference into their proposal PPQs or CPARS previously submitted for other procurements. However, this does not preclude the Government from utilizing previously submitted PPQ information in the past performance evaluation.

Of ferors may provide explanation on problems encountered on past projects and the corrective actions taken by the offeror.

In addition to the above, the Government may review any other sources of information for evaluating past performance. Other sources may include, but are not limited to, past performance information retrieved through the Past Performance Information Retrieval System (PPIRS), including CPARS, using all CAGE/DUNS numbers of team members (partnership, joint venture, teaming arrangement, or parent company/subsidiary/affiliate) identified in the offeror’s proposal, inquiries of owner representative(s), Federal Awardee Performance and Integrity Information System (FAPIIS), Electronic Subcontract Reporting System (eSRS), telephone interviews with organizations familiar with the offeror’s performance, Government personnel with personal knowledge of the offeror’s performance capability, and any other known sources not provided by the offeror.

While the Government may elect to consider data from other sources, the burden of providing detailed, current, accurate, and complete past performance information rests with the offeror.

5) Factor 5 – Small Business Commitment

Note: In accordance with 13 C.F.R. § 125.3(g)(3), small business offerors are not required to submit any information in connection with this factor.

The purpose of this criterion is to evaluate the amount of work proposed to be performed by small businesses in relation to the total value of the project, as well as the types of work small businesses will be performing and the extent of commitment in using the identified small business f irms.

Other than small business offerors shall submit the following:

a. Small Business Commitment Document (SBCD) – Complete and submit Attachment C, SBCD, to identify the extent to which small businesses will participate in the performance of the proposed acquisition.

b. A mandatory minimum Total Small Business Participation goal of 10% of the total contract value (through small business participation from small-, small disadvantaged-, HUB Zone-, Service Disabled Vet-, Vet-, or Woman-owned small businesses) is required based on the nature of the work for this project.

c. Small Business Past Performance – Submit past performance information reflecting the of feror’s small business participation for each project performed by the offeror (i.e., not performed by the offeror’s committed subcontractor) under Factor 4, Past Performance. For each project, submit the following:

i. Name of the project;

ii. Total dollar amount and percentage of the contract value self-performed;

iii. Total dollar amount and percentage of the contract value subcontracted;

iv. Total dollar amount and percentage of the contract value subcontracted to small businesses;

v. Total dollar amount and percentage of the contract value subcontracted to other than small businesses; and

vi. If the project was performed for a Federal agency, all Individual Subcontract Reports (ISRs) for the project.

In addition to the above project submission information, the Government reserves the right to review ISRs and Summary Subcontract Reports (SSRs) from the Electronic Subcontracting Reporting System (eSRS).

6) Factor 6 – Price

The Government will evaluate the Price Schedule submitted in Volume II, Price Proposal to determine fairness and reasonableness. Additionally, the Government for price analysis only will adjust the offeror’s total evaluated price by a No-Load Loss Credit and/or Load Loss Credit, as applicable.

The Government may determine that a proposal is unacceptable if the prices proposed are materially unbalanced between line items. Unbalanced pricing exists when, despite an acceptable total evaluated price, the price of one or more contract line items is significantly overstated or understated as indicated by the application of cost or price analysis techniques. A proposal may be rejected if the Contracting Officer determines that the lack of balance poses an unacceptable risk to the Government.

52.233-2 SERVICE OF PROTEST (SEP 2006)

(a) Protests, as defined in section 33.101 of the Federal Acquisition Regulation, that are filed directly with an agency, and copies of any protests that are filed with the Government Accountability Office (GAO), shall be served on the Contracting Officer (addressed as follows) by obtaining written and dated acknowledgment of receipt at:

USACE, PORTLAND DISTRICT

CENWP-CT (Kris Morrow)

333 SW 1ST AVE
